کرناہ/ سی این ایس وسیم بابا / سرحدی سب ڈویژن کرناہ کے طبی اداروں میں عملے اور ماہر ڈاکٹروں کی شدید کمی نے علاقہ مکینوں کی زندگی کو دائو پر لگا دیا ہے۔ سب ضلع اسپتال ٹنگڈار سمیت کرناہ بلاک کے بیشتر طبی مراکز شدید افرادی قلت کا شکار ہیں، جہاں نہ ماہر امراض نسواں دستیاب ہے، نہ چائلڈ اسپیشلسٹ، نہ سرجن اور نہ ہی جنرل فزیشن .اطلاعات کے مطابق، کرناہ کی مجموعی آبادی تقریباً ایک لاکھ نفوس پر مشتمل ہے، جبکہ روزانہ 400 سے زائد او پی ڈی مریض اور اوسطاً 20 ایمرجنسی کیسز اسپتال میں رجسٹر ہوتے ہیں۔ افسوسناک بات یہ ہے کہ اسپتال کا آپریشن تھیٹر بھی ماہر ڈاکٹروں کی عدم دستیابی کے باعث غیر فعال ہو چکا ہے۔
روزانہ خواتین و بچوں کی ریفرنگ معمول بن گئی .رپورٹ میں بتایا گیا ہے کہ اپریل 2025 سے لے کر اب تک 90 سے زائد حاملہ خواتین کو وادی کے اسپتالوں میں ریفر کیا گیا، جبکہ ہر دن کم از کم دو خواتین اور تین بچوں کو سرینگر یا دیگر اضلاع کے اسپتالوں میں منتقل کیا جاتا ہے۔
پورے کرناہ ہیلتھ بلاک میں 31 ڈاکٹروں کی اسامیاں منظور شدہ ہیں، مگر ان میں سے صرف 12 پر ہی تقرری عمل میں آئی ہے، جبکہ 19 اسامیاں خالی پڑی ہیں۔ سب ضلع اسپتال ٹنگڈار میں 27 ڈاکٹروں کی ضرورت ہے لیکن محض 6 ڈاکٹر موجود ہیں، جن پر پورے بلاک کا بوجھ ہے۔
ہیلتھ بلاک میں نیشنل ہیلتھ مشن سمیت کل 214 طبی و نیم طبی اسامیاں ہیں، جن میں سے 103 اب بھی خالی ہیں۔ 2015 سے اب تک 22 ملازمین ریٹائر ہو چکے ہیں اور 5 ملازمین دورانِ سروس جاں بحق ہو گئے، جن کی جگہیں آج تک نہیں بھری گئیں۔
ہسپتال کا عملہ حد سے زیادہ کام کرنے پر مجبور
ڈاکٹروں کا کہنا ہے کہ انہیں ہفتہ وار 160 گھنٹے کام کرنا پڑ رہا ہے، جو عام سرکاری اوقات سے کہیں زیادہ ہے۔ وہ رہائشی سہولیات اور بارڈر الاؤنس جیسی مراعات سے بھی محروم ہیں، جو ماضی میں دستیاب تھی
سیول سوسائٹی کرناہ نے حکومت اور محکمہ صحت سے مطالبہ کیا ہے کہ تمام خالی اسامیوں کو فوری طور پر پُر کیا جائے، ماہر ڈاکٹروں کو تعینات کیا جائے اور سرحدی علاقوں کے عملے کو خصوصی مراعات دی جائیں۔ ان کا کہنا ہے کہ یہ صرف ایک طبی بحران نہیں، بلکہ حکومتی ترجیحات پر ایک بڑا سوالیہ نشان ہے۔
ادھر اے آئی پی کے سینئر رہنما فیاض کرنائی نے بھی سخت تشویش کا اظہار کرتے ہوئے کہا ہے کہ کرناہ جیسے حساس بارڈر ایریا میں طبی سہولیات کی عدم دستیابی انتہائی افسوسناک ہے۔ انہوں نے حکومت سے فوری طور پر سینئر ڈاکٹروں کی تعیناتی کا مطالبہ کیا ہے۔
اگر حکومت نے وقت پر کارروائی نہ کی، تو یہ مجرمانہ غفلت سینکڑوں قیمتی جانوں کے ضیاع کا سبب بن سکتی ہے

AIP Forms High-Level Committee to Intensify Legal and Political Efforts for Er Rashid’s Release

Engineer Rashid deserves full freedom to represent his people in Parliament

Srinagar | July 23:

A high-level meeting of the central leadership of Awami Itihaad Party (AIP) was held today in Srinagar, chaired by AIP Vice President Ghulam Nabi Shaheen. The meeting was attended by General Secretary Abdul Nazir Ahmad Khan, Chief Spokesperson Inam Un Nabi, State Secretary Sheikh Ashiq Hussain, Finance Secretary Parvaiz Ahmad Bhat, senior leader Ghazanfar Ali and Secretary Legal Affairs Advocate Javid Hubi.

The meeting was convened in the aftermath of the recent order passed by the NIA Court, Delhi, regarding the conditional custody-based participation of AIP President and Baramulla MP Engineer Rashid in the ongoing session of Parliament.

The party expressed serious concern over the limited nature of the permission granted and the continued incarceration of Engineer Rashid, despite his overwhelming electoral mandate. “Engineer Rashid deserves the full freedom to discharge his constitutional duties as a public representative,” said Chief Spokesperson Inam Un Nabi.

He added, “This is a democratic country governed by constitutional values and we believe in pursuing all legal and political options to secure justice for our President who is also Member of Parliament .”

Inam further announced that a special committee has been constituted to speed up legal proceedings, engage political stakeholders and amplify democratic outreach for Er Rashid’s honourable release.

The party also made a fervent appeal for his release, reaffirming its commitment to democratic values. “We believe in the democratic process and have full faith in the Constitution of India. We seek nothing but justice, dignity and space to represent our people in accordance with the rule of law,” Inam Un Nabi said.

The party plans to hold a press conference in the coming days to announce the next steps.

*Jailed MP Er Rashid Granted Custody Parole to Attend Parl With Riders; AIP to Challenge ‘Skewed’ Decision Before Delhi High Court*

Srinagar: A Special National Investigation Agency (NIA) court in New Delhi has granted custody parole to jailed Member of Parliament Engineer Rashid, enabling him to attend the ongoing Monsoon Session of Parliament, albeit with certain riders. The Court on Tuesday announced that the Member Parliament can attend the Parliament from July 27 upto August 04 only, while the session itself concludes on August 21.

The other condition the Member Parliament has been asked to abide by is to pay on his own behalf for the travel expenses to and fro the jail and Parliament House.

Confirming the development to Alfaaz – The Words, Chief Spokesperson Awami Ittihad Party, Inam un Nabi gave a mixed reaction on the decision, even as disclosing that the legal team has decided to move to Delhi High Court to challenge the conditions on the custody parole given to the elected Member Parliament.

“It is a good thing that he (Er Rashid) has been allowed to attend the Parliament, but why is it that the he is being let to attend only from July 27 upto August 04 and not in in full, and that too asked to afford the travel expenses on his own,” Inam said, adding, “this is too harsh and unfortunate.”

“The AIP’s legal team has decided to move to Delhi High Court to challenge the skewed decision of the Special NIA Court,” Inam said.

Explaining further, the party spokesperson said, “It was the same judge who allowed the MP on interim bail, and also granted an extension while he was out for election campaigning during assembly elections in Jammu and Kashmir, now what is it that has compelled the judge to issue a truncated period, while asking him to pay the travel expenses.”

Notably, the order announcing the parole comes after the court had last week reserved its decision for July 21, on a plea filed by Rashid’s legal team. Rashid, who is currently lodged in Delhi’s Tihar Jail, is under judicial custody in a case registered under the Unlawful Activities (Prevention) Act (UAPA) linked to alleged militants funding.

Despite being incarcerated since 2019, Engineer Rashid won the Baramulla Lok Sabha seat in the 2024 general elections as an independent candidate, defeating high-profile opponents including incumbent J&K CM Omar Abdullah and JKPC Chairman Sajad Gani Lone.

*AIP MP Er Rashid to Move Resolution for Statehood in Parliament: Inam Un Nabi*

New Delhi, July 18: Awami Itihaad Party (AIP) has announced that its President and incarcerated Member of Parliament from Baramulla Er Rashid will bring a resolution in the upcoming Parliament session beginning July 21, 2025, demanding the restoration of full statehood to Jammu and Kashmir.

In a statement issued to the press, AIP Chief Spokesperson Inam Un Nabi said, “Despite being unjustly jailed, Er Rashid has not allowed the chains of incarceration to silence the voice of his people. He will continue to use every democratic platform available to uphold the aspirations and sentiments of Jammu and Kashmir.”

Inam added that the demand for statehood is not a favour but a constitutional right that was unilaterally taken away in 2019. “It is time Parliament corrects this historic wrong. Er Rashid’s resolution is a reflection of people’s yearning for dignity, democratic rights and self-respect,” he stated.

The party reiterated that Er Rashid’s presence in Parliament is not merely symbolic but a continuation of his decades-long struggle for justice and representation. “His decision to move this resolution, even from behind bars, shows that neither walls nor injustice can suppress the democratic spirit that he embodies,” Inam said.

AIP urged all political parties, especially those claiming to represent Jammu and Kashmir, to support the resolution and stand for constitutional guarantees and the restoration of democratic institutions in the region.

AIP Defends Urdu Requirement for Naib Tehsildar Posts, Calls it Justified and Constitutional

Srinagar, July 17: Awami Itihaad Party (AIP) has strongly opposed any move to dilute Urdu as a mandatory qualification for Naib Tehsildar posts in Jammu & Kashmir, terming the language historically rooted and administratively essential.

AIP Chief Spokesperson Inam Un Nabi stated that Urdu has been the official language of J&K since the Dogra era and continues to be in revenue records, judicial work and official communication. “Removing Urdu from the eligibility criteria undermines both our history and practical governance needs,” he said.

Inam added that this is not just a language issue, it’s about effective public service delivery. “Naib Tehsildars engage with people on the ground and familiarity with Urdu is indispensable for carrying out their duties efficiently,” he stressed.

Inam further said that Urdu is a recognized language in the 7th Schedule of the Constitution of India and more significantly, has remained the official language in Jammu and Kashmir both before and after 1947. Entire revenue records in J&K and Ladakh are maintained in Urdu. Therefore, making Urdu a compulsory paper in qualifying tests for recruitment in the revenue department is logically and practically a basic, valid and necessary criterion. Sidelining this requirement is not in the interest of justice or sound administration but adverse to both. The passing of Urdu in such recruitment processes is sine qua non. Intervention by the CAT on this issue, AIP believes, is misplaced and unjust.

Calling the move politically motivated, AIP warned against weakening the linguistic foundations of governance under the guise of inclusivity. “Despite being recognised in the J&K Official Languages Act, 2020, Urdu is being unfairly sidelined,” Inam said.

He urged the LG administration and JKSSB to uphold the constitutional and administrative relevance of Urdu, adding, “Urdu is not a barrier; it’s a binding force of our identity, our culture and our governance.”

NIA Court Reserves Order on Er Rashid’s Plea to Attend Parliament Session from July 21

New Delhi, July 15: Awami Itihaad Party (AIP) Chief Spokesperson Inam Un Nabi on Tuesday said that the Hon'ble NIA Court at Patiala House today heard the petition seeking permission for AIP President and Member of Parliament from Baramulla Engineer Rashid to attend the upcoming Parliament session scheduled to commence from July 21.

Engineer Rashid was represented by advocates Aditya Wadhwa accompanied by Vikhyat Oberoi and Nish*ta Gupta who forcefully argued for interim bail or in the alternative, permission to attend the Parliament proceedings in custody, emphasizing that this request was being made in discharge of his constitutional and public duty, not for personal purposes.

Inam Un Nabi said that the counsel pointed out that the trial court had earlier granted interim bail to Er Rashid on September 10, 2024, for campaigning in the Jammu & Kashmir Assembly elections, which was extended thrice, thereby affirming that he does not pose any security threat.

Further, they recalled that the Hon’ble Delhi High Court had already permitted Engineer Rashid to attend Parliament proceedings in custody on two earlier occasions—via orders dated February 10, 2025, and March 25, 2025—both of which he complied with and participated respectfully.

However, NIA opposed the plea and argued against granting interim bail. They also contended that if he is permitted to attend in custody, he must bear the cost of travel. Er Rashid’s counsel strongly objected to this, asserting that as an elected Member of Parliament, he is seeking permission purely in the interest of public service and the democratic mandate he represents, not for any personal convenience and should not be made to bear such expenses.

Inam Un Nabi stated that the Court has now reserved its orders, which are expected to be pronounced on July 21, the opening day of the Parliament session.

AIP remains hopeful that the judiciary will recognize the constitutional and democratic rights of Er Rashid and allow him to fulfill his responsibilities as a sitting Member of Parliament.
