*Police arrests a fraudster in Srinagar*
January 30: Police in Srinagar have arrested a fraudster for fleecing people on the pretext of providing jobs in airlines at Srinagar airport.
On 29/01/2022, Police Station Shergarhi received a complaint from Umar Ali resident of Shalpora Allochibagh alleging that he has been cheated by Mushtaq Ahmad son of Mohd Ashraf Janjoo resident of Frestwar Khansahab Budgam on pretext of providing a job in airlines at Srinagar Airport. He further alleged that he had paid an amount of ₹93,900/- to the said tout.
Subsequently, a case vide FIR No. 16/2022 under relevant sections of law was registered and investigation was initiated.
During the course of investigation, the accused was arrested and with the assistance of technical support of Cyber Police an amount of ₹58,800/- has been recovered. Investigations also revealed that there are several other persons who have been cheated on the pretext of being provided with jobs by the accused person. Further investigation into the matter is in progress.
General public is once again advised to be aware of job scams and not to fell prey to fraudsters promising jobs in lieu of money.
*Congress Pays glowing tributes to Father of the Nation on his Martyrdom Day*
Srinagar Jan 30:(KNS) The Jammu and Kashmir Pradesh Congress Committee (JKPCC) Sunday paid glowing tributes to father of the Nation on his 74th Martyrdom at Srinagar Party Office while recalling his sacrifices and selfless towards the Nation.
On the 74th Martyrdom day of father of the Nation Mahatma Gandhi, JKPCC organized an extraordinary function in which prominent Party leaders, DCC Presidents and Frontal Organization workers participated and paid rich tributes to Mahatma Gandhi.
Senior Congress and Srinagar DCC President Abdul Gani Khan led the party leaders and workers in paying tributes to Father of the Nation. On this occasion two minute’s silence was observed in the honour of Mahatma.
Speaking on the occasion, Abdul Gani Khan said on this day the cruel hands of Nathu Ram Godsey assassinated Mahatma Gandhi leaving the entire Nation in grief and termed the Martyrdom of Mahatma a great loss to Nation, which could not be replaced by anything.
Mahatma Fought against the British Colonial Rule while leading the peaceful struggle to restore the lost honour and dignity of people of India, Senior Congress Leader added said it should be the paramount for every group or individual living in the country to respect the teachings of Mahatma Gandhi and strengthen the secular fabric and unity in the country, for which Mahatma Gandhi laid down his life.
Among other who spoke on the occasion and paid rich tributes to Mahatma Gandhi included DCC Presidents Mushtaq Ahmad Khanday, Umer Jaan besides Mir Ruvais, Shameema Sopori, Shameema Khan, Gazi Ruhullah, Mir Mustafa Magami,Zahid Bashir,Mohd Hussain Wada, Mehreen Bhat,Tariq Ahmad, Shabir Ahmad, Jan Mohd Bhat, Frontal Organization works and prominent workers of Srinagar District.(KNS)

*Mir leads Congress to Pay Rich Tributes to Mahatma Gandhi*

Jammu, January 30:(KNS) Jammu and Kashmir Pradesh Congress Committee Chief Shri Ghulam Ahmed Mir lead the Congress today to pay rich tributes to father of Nation Mahatma Gandhi at Gandhi Chowk, Satwari Jammu.
Working President JKPCC Raman Bhalla, Chief Spokesperson Ravinder Sharma, General Secretary & President Jammu District (Urban) Yogesh Sawhney, General Secretary Th. Manmohan Singh, Mahila President Smt. Indu Pawar (Ex-MLA), Seva Dal Chief Sharma with team, PYC President Udhey Bhanu Chib with team, Sdr. Gurdarshan Singh, Dwarka Choudhary, Sahil Sharma, Vandana Makhnotra, Sonu Dogra, Dr. R.K. Khajuria, Spoke and various other prominent leaders attended and observed two minutes silence.
Speaking on the occasion, JKPCC Chief G. A. Mir recalled the great contributions of Mahatma Gandhi Ji in freedom struggle. The entire World learns from the philosophy of Mahatma Gandhi which has awakened the World and taught to live in co-existence. He said some forces in this country were and are against the philosophy of Gandhi Ji. The ideology and philosophy that killed Gandhi Ji, has to be defeated to keep this Country united and maintain peace and harmony. Congress workers and every right thinking citizen has to strengthen the philosophy of Gandhi Ji to defeat the radical forces.
Mir also regretted that the Home Ministry order regarding observing the martyrs day today, has deliberately omitted the name of Mahatma Gandhi which shows the respect of present Government towards Mahatma Gandhi Ji.
Raman Bhalla said that Gahdhi Ji was an institution and a philosophy, which can’t be killed, though he was assassinated on this day in 1948 physically. The philosophy of Gandhi Ji is more relevant today and the philosophy that killed Gandhi has to be defeated and killed to live in peace and harmony in this heterogeneous country.(KNS)

Today injustice is being done to them. Instead of increasing their wages in times of high inflation, sudden cuts in their wages by the hiring agencies without any justification. JUSTICE IS NOT ALIVE IN J&K GOVERNANCE
" A Case Study of CSC/ Khidmat Centres in Jammu & Kashmir".
" Justice is not alive in J&K. This is quite evident from a lot of case studies which reveal that there is not only injustice, but a very immoral and unethical government administration which is totally unaccountable, irresponsible, non-transparent, non-responsive and to some extent very corruptive in delivering justice towards its people. So to give a proper understanding of the same characters of J&K Government, I am highlighting a case study of CSC/ Khidmat Centre e-Governance project which reveal and expose all the injustices which have ruined the career of 1200 highly qualified recruited I. T professional in the name of Khidmat Centre e-Governance Project in the state of Jammu & Kashmir.
Things must be accepted as they are. Truth has to come forward one day. There had been not only injustice, but total discrimination with the 1200 highly qualified I. T recruited professional who in the year 2009-10 had been trapped by J&K Government and J&K Bank for running e-Governance plan under the name of Khidmat Centres in the state. There had been proper selection process on the basis of merit. Here is a well published Advertisement which highlights all the dozens of revenue generating services to be run through the platform of khidmat Centres only. The then youth in 2009-10, gone through the Khidmat Centre Advertisement and submitted their application based on the then advertisement. The project seemed having a bright scope and importance in the society. It was such an opportunity which perhaps never came before in J&K. The main objective of the scheme was to establish Khidmat Centres under National e -Governance Plan having the objective to utilize the bright candidates for its growth and development and at the same time it was meant to provide employment opportunities to other unemployed youth within the jurisdiction of Khidmat Centre. The services highlighted was having such potential that it could have given employment near about to ten people. It was meant for the grassroot development and empowernment of people. It was of a very bright scope and important one for over all society within the jurisdiction of an established khidmat Centre.
When candidates were selected for the scheme, they automatically felt energetic by having a very big scope and importance of the scheme at the grassroot level. The government and Bank has their published advertisement which highlights all the government and private services to be run through these Khidmat Centres. And it is also true that when candidates got selected, they were forced to start khidmat Centres immediately such was its need felt that time.
THE BEGINNING PERIOD
For the establishment of a khidmat Centre, a candidate was first asked to deposit a security of Rs. 60,000/= ( Rupees Sixty Thousand). After establishing a Khidmat Centre, a candidate was two month latter conveyed that he has to pay two lakh loan liability for khidmat Centre creation. These things were not mentioned in the advertisement, but was latter communication of J&K Bank. When the selected candidates got this communication, they were confused and were sure that they have not thought of this two lakh loan liability for taking a khidmat Centre. So now being selected and trapped in the project, they could not escape after taking a Khidmat Centre. After that candidates jointly agreed that if their is now a two lakh loan liability, but there are promised good revenue generating services and it could be easy to liquidate the khidmat Centre loan liability
THE WORKING START-UP
The selected candidates took the charge of khidmat Centre and were set to run all the promised services which were mentioned in the advertisement of 2009. It was very surprising that after establishing khidmat Centres and paying security and loan installments to khidmat Centre created loan, the J&K Bank and J&K Government is not providing any service to be run through Khidmat Centres. It continued for two years that neither the J&K Bank not J&K Government is paying attention on 1100 Khidmat Centres. They even does not bothered for what purpose these khidmat Centre had been created. They violated the franchise agreement and left the selected Khidmat Centres in great stress and depression. Not even a single revenue generating service was given to Khidmat Centres. Khidmat Centres having no work and paying mon thly loan installments went in great depression and realised that both the Bank and Government has cheated the 1100 selected khidmat Centres. Having no help available Khidmat Centre made CSC/ Khidmat Centre Association and represented the then Government under the leadership of Umar Abdullah.
REPRESENTATION OF KHIDMAT CENTRES & IT'S OUTCOME
When Khidmat Centres represented their injustices with the chief minister, he got it very well that the 1100 Khidmat Centres had been cheated completely and in no time he called a cabinet meeting and approved monthly Rs. 7500/= to every khidmat Centre as a Gap-Support with clear instructions that this Gap-Support will be continue till the period until Khidmat Centres will not get their promised services. After that this Gap-Support was provided for one year only and after that it is 10th year no Gap-Support has been provided to 1100 Khidmat Centres. In the course of time we visited Sectrait and other accountable authorities hundreds of time, but they played only delaying tactics. They continuously deceived us for many years. Finally we came to know that funds had been released but these funds had not reached to khidmat Centres due to unknown reason and even we had been told that your funds had been diverted to other things. Finally we came to know that funds are available at Sadar Treasury, but after trying a lot to disburse it, they still play delaying tactics and still do not disburse the funds into the accounts of Khidmat Centres. Thus again a very big unhumane injustice is being done with Khidmat Centres.
NOW SURVIVAL BY SERVING
After chasing such big injustices in which we had been promised for hundreds of revenue generating services and upto this time when 12 years had already passed away, we have still not even a single revenue generating service. After 2012 J&K Bank made Khidmat Centres as their Business Correspondents. For the sake of livelyhood, presently Khidmat Centres are doing J&K Bank Loan Documentation on which majority of khidmat Centres earn some money only to sustain these khidmat Centres and they get their deserving rights. The work which khidmat Centres do this time is not actually in the work jurisdiction of khidmat Centre. Due to the big injustices and violation of our franchise agreement, we have to sustain these khidmat Centres untill it will get it's own position and work. So therefore we are doing with khidmat Centre loan documentation.
THE FALSE PROMISE OF J&K GOVERNMENT AND PMO OFFICE
Finally after having long three months protest at Jammu, we had been assured by government and PMO office for our Job Security on permanent basis. The PMO office announced to solve the two main important issues of SRO 202 & Khidmat Centre Issue. The SRO 202 was solved by PMO office, But Khidmat Centre Issue has not been solved yet after one and a half year. This is again a violation and big injustice with presently 1200 highly qualified Khidmat Centres. We are again facing the same false and hallow promises of government and government still does not solve our Issue. It is important to mention here that Khidmat Centre has given its hundred percent performance in 12 years. It has every time served both the J&K Bank and J&K Government. But Government has ruined the career of 1200 highly qualified I. T professionals by taking the prime youth. The Majority of Khidmat Centre Youth with high qualifications have crossed the age of 40 and they are not eligible to any other Job now.
THE FINAL SOLUTION
Keeping in view the big injustices done with recruited CSC/Khidmat Centre I. T Professionals, Government must devise a permanent Job Policy for 1200 Khidmat Centre I. T professional as soon as possible. Alternatively if it is not possible, then government is fully accountable and should provide the compensation of 1200 years which ruined the prime youth of 1200 Khidmat Centres. More over the pending Cabinet Approved Gap-Support should be disbursed to Khidmat Centres.
Keeping in vie this case study in mind, J&K government is fully accountable and responsible for wasting the prime youth of 1200 recruited highly qualified I. T professionals. From a legal point of view J&K Bank and J&K Government has not provided even a single revenue generating service to khidmat Centre based on the corruptive elements and it's unaccountability. By wasting the prime youth of 1200 qualified youth, J&K Government is bound to provide a permanent Job policy or 12 years compensation to Khidmat Centres.
