Sikh, Muslim, Christian and Dalit Organisations Unite in Hoshiarpur District
• Presenting the Sikh religious symbol, the Kirpan, as a criminal weapon is an insult to Sikh religious traditions and constitutional rights.
• Full support extended to the Punjab Bandh call on August 21 given by the Qaumi Insaaf Morcha.
• The bandh in Hoshiarpur district will remain peaceful, while traffic and movement will remain open.

Sikh, Muslim, Christian and Dalit organisations, along with various political, religious and social organisations in Hoshiarpur district, have come together in protest against the continued imprisonment of *Bandi Singhs* by the Government of India despite their having completed their sentences.

It may be recalled that following the protest held on August 15 on the call of the **Qaumi Insaaf Morcha** demanding the release of the Bandi Singhs, four separate FIRs were registered by the Chandigarh Police and 17 people were arrested. Subsequently, the Qaumi Insaaf Morcha called for a **Punjab Bandh on August 21**.

Extending full support to the bandh call, leaders of various religious, political and social organisations stated jointly at a press conference held at **Gurdwara Sri Guru Singh Sabha** that **Bhai Jagtar Singh Hawara, Bhai Balwant Singh Rajoana, Bhai Paramjit Singh Bheora, Bhai Jagtar Singh Tara, Jagtar Singh Jaggi Johal** and other Bandi Singhs should immediately be granted due parole and released.

Those present at the press conference included **Gurnam Singh Singriwala**, District President, Shiromani Akali Dal (Amritsar); **Karnail Singh Lovely**, Akali Dal Waris Punjab De; **Ajay Mall**, Chief Spokesperson, Sri Guru Ravidas Tiger Force; **Vikas Hans**, Bhagwan Valmiki Dharam Raksha Samiti; **Jathedar Gurpreet Singh Cheema**, Araban Kharban Dal Panth; **Anil Kumar Baga**, President, Ambedkar Sena Punjab; **Binder Saroa**, President, Sri Guru Ravidas Force Punjab; **Karanjot Adia**, President, Safai Karamchari Union Punjab; **Lawrence Chaudhary**, President, Christian National Front India; **Balraj Sidhu**, Ravidasia Dharam Sangathan; and **Harvinder Singh Heera**, Shiromani Akali Dal (Amritsar).

The leaders said that raising one's voice democratically for legitimate demands is the right of every citizen. Instead of listening to the concerns of the people, naming leaders, workers and members of the *sangat* in criminal cases reflects what they described as a repressive mindset of the government and administration. They further stated that the allegations made by the police are, at this stage, merely allegations and have not been established as proven facts by a court.

The leaders said that portraying the **Kirpan**, a Sikh religious article of faith, as a criminal weapon without an impartial investigation is an insult to Sikh religious traditions and constitutional rights.

The leaders appealed to the residents of the city and the administration for full cooperation.

The leaders jointly demanded from the Central and Punjab governments that:

1. All four FIRs should be cancelled immediately.
2. All arrested persons should be released immediately and unconditionally.
3. The harassment of the nominated leaders, workers and their families should be stopped.
4. An impartial judicial inquiry should be conducted into the entire incident and the police action.
5. The long-pending issue concerning the release of the Bandi Singhs should be resolved immediately through dialogue.

The leaders stated that **force, arrests and criminal cases cannot suppress the voice of the Sikh community raised for rights, truth and justice.**

Reliving the painful historical pages of the division of Punjab in 1947, the Sikh organization Dal Khalsa declared August 15 a black day for the Panth and Punjab on the eve of India's Independence Day and took out a protest march with black flags on the streets of Hoshiarpur city. The march started from Gurdwara Singh Sabha, Railway Road and went to Dr. BR Ambedkar Chowk where speakers addressed the protesters. On this occasion, expressing his protest against the atrocities committed against Punjab, Dal Khalsa's working president Paramjit Singh Mand showed a sharp attitude and set fire to the flex containing the notification recognizing Vande Mataram by the Government of India and a copy of the Indian Law Book (BNSS). He said in strong words that the Indian nationalism being imposed by India under the fear of law is not acceptable to us at all. He made this demonstration referring to the recent law being made for singing Vande Mataram, the non-release of Sikh prisoners and the lathi charge and tear gas shells fired by the Haryana Police and security forces on the behest of the Centre in the BJP-led state of Haryana on Sikhs.It is noteworthy that the protesters, carrying flex boards with slogans like “Cancel Vande Mataram, withdraw government-sponsored migration “population bomb” in Punjab” and “Close the door to police/forces torturing in India”, raised strong slogans against the central government and during this, the speakers said that the only solution to the conspiracies and oppression being hatched against Sikhs is the establishment of Khalistan. Addressing the congregation at Gurdwara Sri Guru Singh Sabha, party vice presidents Baba Hardeep Singh Mehraj and Prof Jagmohan Singh strongly opposed the attempts to make singing Vande Mataram mandatory. They said that “love for the country cannot be imposed by force through fear of law”. They said that they will always oppose every attempt to impose uniformity in matters of faith and identity. The leaders expressed serious concern over the deliberate influx of migrants into Punjab and said that its consequences will be very dangerous. Migrant population Referring to the Punjab Chief Minister's statement of making over three lakh ration cards for the poor, he said that such steps clearly indicate a planned attempt to change the demographic balance of Punjab.Speaking about the attitude of the police/forces, the leaders said that India has given freedom to the security forces to torture people under the guise of maintaining law and order. They said that the people of Punjab, Kashmir and Nagaland have been fighting for their freedom for a long time and these people have been victims of torture by the security forces for a long time. They said that in the name of unity of the country, thousands of people of Punjab have been illegally killed, disappeared and imprisoned. The leaders reiterated their commitment to continue the struggle for the freedom of Punjab. 1947 ਨੂੰ ਪੰਜਾਬ ਦਾ ਦਿਲ਼ ਚੀਰ ਕੇ ਦੋਫਾੜ ਕਰਨ ਦੀ ਦੁਖਦਾਇਕ ਇਤਿਹਾਸਿਕ ਪੰਨਿਆਂ ਨੂੰ ਫਰੋਲਦਿਆਂ ਸਿੱਖ ਜਥੇਬੰਦੀ ਦਲ ਖਾਲਸਾ ਵੱਲੋਂ ਭਾਰਤ ਦੇ ਆਜ਼ਾਦੀ ਦਿਹਾੜੇ ਦੀ ਪੂਰਵ ਸੰਧਿਆ ਮੌਕੇ 15 ਅਗਸਤ ਨੂੰ ਪੰਥ ਅਤੇ ਪੰਜਾਬ ਲਈ ਕਾਲਾ ਦਿਨ ਕਰਾਰ ਦਿੰਦੇ ਹੋਏ ਹੁਸ਼ਿਆਰਪੁਰ ਸ਼ਹਿਰ ਦੀਆਂ ਸੜਕਾਂ 'ਤੇ ਕਾਲੇ ਝੰਡਿਆਂ ਨਾਲ ਰੋਹ ਭਰਪੂਰ ਮਾਰਚ ਕੀਤਾ। ਇਹ ਮਾਰਚ ਗੁਰਦੁਆਰਾ ਸਿੰਘ ਸਭਾ, ਰੇਲਵੇ ਰੋਡ ਤੋ ਆਰੰਭ ਹੋਕੇ ਡਾ ਬੀ ਆਰ ਅੰਬੇਡਕਰ ਚੌਕ ਤੱਕ ਗਿਆ ਜਿੱਥੇ ਬੁਲਾਰਿਆਂ ਨੇ ਪ੍ਰਦਰਸ਼ਨਕਾਰੀਆਂ ਨੂੰ ਸੰਬੋਧਨ ਕੀਤਾ। ਇਸ ਮੌਕੇ ਪੰਜਾਬ ਨਾਲ ਕੀਤੀਆਂ ਧਕੇਸ਼ਾਹੀਆਂ ਵਿਰੁੱਧ ਆਪਣਾ ਰੋਸ ਪ੍ਰਗਟ ਕਰਦਿਆਂ ਦਲ ਖਾਲਸਾ ਦੇ ਕਾਰਜਕਾਰੀ ਪ੍ਰਧਾਨ ਪਰਮਜੀਤ ਸਿੰਘ ਮੰਡ ਨੇ ਤਿੱਖੇ ਤੇਵਰ ਦਿਖਾਉਂਦਿਆਂ ਵੰਦੇ ਮਾਤਰਮ ਨੂੰ ਭਾਰਤ ਸਰਕਾਰ ਵੱਲੋਂ ਮਾਨਤਾ ਦੇਣ ਵਾਲੇ ਨੋਟੀਫਿਕੇਸ਼ਨ ਵਾਲੀ ਫਲੈਕਸ ਅਤੇ ਭਾਰਤੀ ਕਨੂੰਨ ਕਿਤਾਬ (ਬੀਐਨਐਸਐਸ) ਦੀ ਕਾਪੀ ਨੂੰ ਅੱਗ ਲਗਾ ਕੇ ਸਾੜ ਦਿੱਤਾ। ਉਹਨਾਂ ਸਖ਼ਤ ਸ਼ਬਦਾਂ ਵਿੱਚ ਕਿਹਾ ਕਿ ਭਾਰਤ ਵੱਲੋਂ ਕਨੂੰਨ ਦੇ ਡਰ ਹੇਠ ਥੋਪਿਆ ਜਾ ਰਿਹਾ ਭਾਰਤੀ ਰਾਸ਼ਟਰਵਾਦ ਸਾਨੂੰ ਕਦਾਚਿਤ ਵੀ ਪਰਵਾਨ ਨਹੀਂ। ਉਨ੍ਹਾਂ ਹਾਲ ਹੀ ਵਿੱਚ ਵੰਦੇ ਮਾਤਰਮ ਨੂੰ ਗਾਉਣ ਲਈ ਬਣਾਏ ਜਾ ਰਹੇ ਕਨੂੰਨ, ਬੰਦੀ ਸਿੱਖਾਂ ਦੀ ਰਿਹਾਈ ਨਾ ਕਰਨ ਅਤੇ ਭਾਜਪਾ ਦੀ ਅਗਵਾਈ ਵਾਲੇ ਸੂਬੇ ਹਰਿਆਣਾ ਵਿੱਚ ਕੇਂਦਰ ਦੇ ਇਸ਼ਾਰੇ ਉੱਪਰ ਹਰਿਆਣਾ ਪੁਲਿਸ ਅਤੇ ਸੁਰੱਖਿਆ ਬਲਾਂ ਵੱਲੋ ਸਿੱਖਾਂ ਉੱਤੇ ਕੀਤੇ ਗਏ ਲਾਠੀਚਾਰਜ ਅਤੇ ਸੁੱਟੇ ਗਏ ਅਥਰੂ ਗੈਸ ਦੇ ਗੋਲਿਆਂ ਦਾ ਹਵਾਲਾ ਦਿੰਦੇ ਹੋਏ ਹਿੰਦ ਹਕੂਮਤ ਵੱਲੋਂ ਭਾਰਤੀ ਸਿੱਖਾਂ ਉੱਪਰ ਕੀਤੇ ਜਾ ਰਹੇ ਜ਼ੁਲਮਾਂ ਦਾ ਜ਼ਿਕਰ ਕਰਦਿਆਂ ਇਹ ਪ੍ਰਦਰਸ਼ਨ ਕੀਤਾ। ਜ਼ਿਕਰਯੋਗ ਹੈ ਪ੍ਰਦਰਸ਼ਨਕਾਰੀਆਂ ਨੇ ਹੱਥਾਂ ਵਿੱਚ “ਵੰਦੇ ਮਾਤਰਮ ਰੱਦ ਕਰੋ , ਪੰਜਾਬ ਅੰਦਰ ਸਰਕਾਰੀ ਸ਼ਹਿ ਪ੍ਰਾਪਤ ਪ੍ਰਵਾਸ “ਜਨਸੰਖਿਆ ਬੰਬ”ਨੂੰ ਵਾਪਸ ਲਵੋ' ਅਤੇ "ਭਾਰਤ ਅੰਦਰ ਪੁਲਿਸ/ਫੋਰਸਾਂ ਨੂੰ ਤਸਦੱਦ ਕਰਨ ਦੀ ਖੁਲ੍ਹ ਬੰਦ ਕਰੋ” ਵਰਗੇ ਨਾਹਰੇ ਲਿਖੇ ਹੋਫਲੈਕਸ ਬੋਰਡ ਲੈ ਕੇ ਕੇਂਦਰ ਸਰਕਾਰ ਖਿਲਾਫ਼ ਜ਼ੋਰਦਾਰ ਨਾਅਰੇਬਾਜ਼ੀ ਕੀਤੀ ਅਤੇ ਇਸ ਦੌਰਾਨ ਬੁਲਾਰਿਆਂ ਨੇ ਸਿੱਖਾਂ ਖਿਲਾਫ਼ ਰਚੀਆਂ ਜਾ ਰਹੀਆਂ ਸਾਜ਼ਿਸ਼ਾਂ ਅਤੇ ਧਕੇਸ਼ਾਹੀਆਂ ਦਾ ਇੱਕੋ ਇੱਕੋ ਹੱਲ ਖਾਲਿਸਤਾਨ ਦੀ ਸਥਾਪਨਾ ਦੱਸਿਆ। ਗੁਰਦਵਾਰਾ ਸ੍ਰੀ ਗੁਰੂ ਸਿੰਘ ਸਭਾ ਵਿਖੇ ਸੰਗਤ ਨੂੰ ਸੰਬੋਧਨ ਕਰਦੇ ਹੋਏ ਪਾਰਟੀ ਮੀਤ ਪ੍ਰਧਾਨ ਬਾਬਾ ਹਰਦੀਪ ਸਿੰਘ ਮਹਿਰਾਜ ਅਤੇ ਪ੍ਰੋ ਜਗਮੋਹਨ ਸਿੰਘ ਨੇ ਵੰਦੇ ਮਾਤਰਮ ਗਾਉਣ ਨੂੰ ਲਾਜ਼ਮੀ ਬਣਾਉਣ ਦੀਆਂ ਕੋਸ਼ਿਸ਼ਾਂ ਦਾ ਸਖ਼ਤ ਵਿਰੋਧ ਕੀਤਾ। ਉਹਨਾਂ ਕਿਹਾ ਕਿ " ਦੇਸ਼ ਪ੍ਰਤੀ ਪਿਆਰ ਨੂੰ ਜ਼ਬਰਦਸਤੀ ਕਨੂੰਨ ਦੇ ਡਰ ਨਾਲ ਨਹੀਂ ਥੋਪਿਆ ਜਾ ਸਕਦਾ”। ਉਹਨਾਂ ਕਿਹਾ ਕਿ ਉਹ ਹਮੇਸ਼ਾ ਵਿਸ਼ਵਾਸ ਅਤੇ ਪਛਾਣ ਦੇ ਮਾਮਲਿਆਂ ਵਿੱਚ ਇਕਸਾਰਤਾ ਥੋਪਣ ਦੀ ਹਰ ਕੋਸ਼ਿਸ਼ ਦਾ ਵਿਰੋਧ ਕਰਦੇ ਰਹਿਣਗੇ। ਆਗੂਆਂ ਨੇ ਪੰਜਾਬ ਵਿੱਚ ਜਾਣਬੁੱਝ ਕੇ ਕਰਵਾਈ ਜਾ ਰਹੀ ਪਰਵਾਸੀਆਂ ਦੀ ਆਮਦ 'ਤੇ ਗੰਭੀਰ ਚਿੰਤਾ ਪ੍ਰਗਟ ਕਰਦਿਆਂ ਕਿਹਾ ਕਿ ਇਸਦੇ ਸਿੱਟੇ ਬਹੁਤ ਖ਼ਤਰਨਾਕ ਨਿਕਲਣਗੇ। ਪ੍ਰਵਾਸੀ ਆਬਾਦੀ ਲਈ ਤਿੰਨ ਲੱਖ ਤੋਂ ਵੱਧ ਰਾਸ਼ਨ ਕਾਰਡ ਬਣਾਉਣ ਦੇ ਪੰਜਾਬ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਦੇ ਬਿਆਨ ਦਾ ਹਵਾਲਾ ਦਿੰਦੇ ਹੋਏ ਓਹਨਾ ਕਿਹਾ ਕਿ ਅਜਿਹੇ ਕਦਮ ਸਪੱਸ਼ਟ ਤੌਰ 'ਤੇ ਪੰਜਾਬ ਦੇ ਜਨਸੰਖਿਆ ਸੰਤੁਲਨ ਨੂੰ ਬਦਲਣ ਦੀ ਇੱਕ ਯੋਜਨਾਬੱਧ ਕੋਸ਼ਿਸ਼ ਨੂੰ ਦਰਸਾਉਂਦੇ ਹਨ। ਪੁਲਿਸ/ਫੋਰਸਾਂ ਦੇ ਰਵਈਏ ਬਾਰੇ ਬੋਲਦੇ ਹੋਏ ਆਗੂਆਂ ਨੇ ਕਿਹਾ ਕਿ ਭਾਰਤ ਨੇ ਸੁਰਖੀਆਂ ਫੋਰਸਾਂ ਨੂੰ ਅਮਨ ਤੇ ਕਾਨੂੰਨ ਦੀ ਵਿਵਸਥਾ ਨੂੰ ਬਰਕਰਾਰ ਰੱਖਣ ਦੀ ਆੜ ਹੇਠ ਲੋਕਾਂ ਉੱਤੇ ਤਸ਼ੱਦਦ ਕਰਨ ਦੀ ਖੁੱਲ ਦਿੱਤੀ ਹੋਈ ਹੈ। ਉਹਨਾਂ ਕਿਹਾ ਕਿ ਪੰਜਾਬ, ਕਸ਼ਮੀਰ ਅਤੇ ਨਾਗਾਲੈਂਡ ਦੇ ਲੋਕ ਲੰਬੇ ਸਮੇਂ ਤੋਂ ਆਪਣੀ ਆਜ਼ਾਦੀ ਦੀ ਲੜਾਈ ਲੜ ਰਹੇ ਹਨ ਅਤੇ ਇਹ ਲੋਕ ਲੰਬੇ ਸਮੇਂ ਤੋ ਸੁਰੱਖਿਆ ਬਲਾਂ ਦੇ ਤਸ਼ੱਦਦ ਦਾ ਸ਼ਿਕਾਰ ਹੋ ਰਹੇ ਹਨ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਦੇਸ਼ ਦੀ ਏਕਤਾ ਨੇ ਨਾਮ ਹੇਠ ਪੰਜਾਬ ਦੇ ਹਜ਼ਾਰਾਂ ਹੀ ਲੋਕਾਂ ਨੂੰ ਗੈਰ ਕਾਨੂੰਨੀ ਢੰਗ ਨਾਲ ਕਤਲ ਕਰਕੇ ਲਾਪਤਾ ਕੀਤਾ ਗਿਆ ਅਤੇ ਜੇਲ੍ਹਾਂ ਵਿੱਚ ਬੰਦ ਕੀਤਾ ਗਿਆ ਹੈ। ਆਗੂਆਂ ਨੇ ਪੰਜਾਬ ਦੀ ਆਜ਼ਾਦੀ ਲਈ ਸੰਘਰਸ਼ ਜਾਰੀ ਰੱਖਣ ਦੀ ਆਪਣੀ ਵਚਨਬੱਧਤਾ ਨੂੰ ਦੁਹਰਾਇਆ। ਇਸ ਮੌਕੇ ਹੋਰਨਾਂ ਤੋਂ ਇਲਾਵਾ ਪਰਮਜੀਤ ਸਿੰਘ ਟਾਂਡਾ, ਜਸਵੀਰ ਸਿੰਘ ਖੰਡੂਰ, ਰਣਵੀਰ ਸਿੰਘ ਗੀਗਨਵਾਲ, ਗੁਰਨਾਮ ਸਿੰਘ ਮੂਨਕ, ਬਲਜਿੰਦਰ ਸਿੰਘ, ਸੁਰਜੀਤ ਸਿੰਘ ਖਾਲਿਸਤਾਨੀ, ਸਾਰਜ ਸਿੰਘ, ਦਿਲਬਾਗ ਸਿੰਘ, ਰਾਜਵਿੰਦਰ ਸਿੰਘ, ਗੁਰਦੀਪ ਸਿੰਘ ਕਾਲਕਟ, ਗੁਰਵਿੰਦਰ ਸਿੰਘ ਬਠਿੰਡਾ, ਗੁਰਵਿੰਦਰ ਸਿੰਘ ਬਾਜਵਾ, ਹਰਵਿੰਦਰ ਸਿੰਘ ਹਰਮੋਏ, ਲਖਵੀਰ ਸਿੰਘ ਪੱਟੀ ਸਮੇਤ ਵੱਡੀ ਗਿਣਤੀ ਵਿੱਚ ਸੰਗਤਾਂ ਇਸ ਰੋਸ ਮਾਰਚ ਵਿੱਚ ਹਾਜ਼ਰ ਸਨ।

The Aam Aadmi Party government, which came to power in Punjab with the slogan of change, has become a white elephant during the tenure of this government, which has been making a fuss about providing corruption-free and transparent administration to the people of Punjab. Disclosing this, Balbir Singh Saini, State President of RTI Activist Front of India (RAFI), told during a special press conference that during the previous governments, 10 posts of Commissioners were kept in the Punjab State Information Commission, due to which cases were disposed of quickly and people got justice on time. Along with this, fines were also imposed under the Act as punishment to the employees/officials who did not provide information/records within the stipulated time. But after assuming power in the year 2022, the government of Chief Minister Sardar Bhagwant Singh Mann reduced the number of these posts by half, i.e. to only 5. Due to this huge shortage of staff and Commissioners, the Commission has accumulated a pile of pending cases. The RTI Act 2005 (Right to Information Act 2005), which was made to curb corruption in the state and bring transparency in the government system, seems to be dying in Punjab. Due to the reduction in the posts of Commissioners at the Punjab State Information Commission, Chandigarh, the general public is having to wander for years to get information about their rights. This will not only delay the people in getting justice, but will also cause financial loss and mental stress to the RTI activists.The decision to reduce the posts of the commissioners is unfortunate

The hearing of cases is being delayed by about 2-3 years. According to the information received, the hearing of cases of 2024 is still going on and this administrative reduction in posts by the government is having a direct impact on the 'second appeal' cases coming under the RTI Act. In today's time, the hearing of cases in the commission is being delayed by more than two years. Even at present (2026), the hearing of cases of the year 2024 has just started. RTI activists and the general public say that "If the record or information under the RTI Act is to be received with a delay of 2 years, then the important or legal work for which that record was required, does not have any relevance (importance). Information received late is equivalent to 'giving medicine to a dead patient'."Purpose of RTI Act on verge of extinction:-

The main purpose of RTI Act 2005 was to provide timely (within 30 days) information to the citizens so that accountability in government works can be established. But due to this decision of the Punjab government to reduce the number of commissioners and the slow pace of the commission, this important historical law now seems to be completely 'irrelevant'. Balveer Singh Saini said that RTI Activist Front of India, taking serious note of this administrative reduction, demands from the Punjab government on behalf of the aware public and social organizations of the state that in order to curb the corruption spread in government departments and provide good and transparent administration to the people, the Punjab government should immediately restore the remaining posts of commissioners keeping in mind the public interest and fill the vacant posts immediately, so that the common people can get justice by getting information/records on time. Along with this, the RTI Activist Front of India has also demanded that the Chief Information Commissioner be instructed to rise above politics and discharge his responsibility properly.

ਆਰਟੀਆਈ ਐਕਟੀਵਿਸਟ ਫਰੰਟ ਆਫ ਇੰਡੀਆ (ਰਾਫੀ) ਦੇ ਸੂਬਾਈ ਪ੍ਰਧਾਨ ਬਲਵੀਰ ਸਿੰਘ ਸੈਣੀ ਨੇ ਵਿਸ਼ੇਸ਼ ਪ੍ਰੈੱਸ ਵਾਰਤਾ ਦੌਰਾਨ ਦੱਸਿਆ ਕਿ ਪੰਜਾਬ ਰਾਜ ਸੂਚਨਾ ਕਮਿਸ਼ਨ ਵਿੱਚ ਪਿਛਲੀਆਂ ਸਰਕਾਰਾਂ ਵੇਲੇ ਕਮਿਸ਼ਨਰਾਂ ਦੀਆਂ 10 ਪੋਸਟਾਂ ਰੱਖੀਆਂ ਗਈਆਂ ਸਨ, ਜਿਸ ਨਾਲ ਕੇਸਾਂ ਦਾ ਨਿਪਟਾਰਾ ਤੇਜ਼ੀ ਨਾਲ ਹੁੰਦਾ ਸੀ ਅਤੇ ਲੋਕਾਂ ਨੂੰ ਸਮੇਂ ਸਿਰ ਇਨਸਾਫ ਮਿਲਦਾ ਸੀ ਇਸ ਦੇ ਨਾਲ-ਨਾਲ ਨਿਯਤ ਸਮੇਂ ਅੰਦਰ ਸੂਚਨਾ/ਰਿਕਾਰਡ ਨਾ ਦੇਣ ਵਾਲੇ ਕਰਮਚਾਰੀਆਂ/ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਸਜਾ ਵਜੋਂ ਐਕਟ ਅਧੀਨ ਜੁਰਮਾਨੇ ਵੀ ਕੀਤੇ ਜਾਂਦੇ ਸਨ। ਪਰ ਸਾਲ 2022 ਵਿੱਚ ਸੱਤਾ ਸੰਭਾਲਣ ਤੋਂ ਬਾਅਦ ਮੁੱਖ ਮੰਤਰੀ ਸਰਦਾਰ ਭਗਵੰਤ ਸਿੰਘ ਮਾਨ ਦੀ ਸਰਕਾਰ ਵੱਲੋਂ ਇਨ੍ਹਾਂ ਪੋਸਟਾਂ ਦੀ ਗਿਣਤੀ ਘਟਾ ਕੇ ਅੱਧੀ, ਯਾਨੀ ਸਿਰਫ਼ 5 ਕਰ ਦਿੱਤੀ ਗਈ। ਸਟਾਫ਼ ਅਤੇ ਕਮਿਸ਼ਨਰਾਂ ਦੀ ਇਸ ਭਾਰੀ ਕਮੀ ਕਾਰਨ ਕਮਿਸ਼ਨ ਵਿੱਚ ਪੈਂਡਿੰਗ ਕੇਸਾਂ ਦਾ ਅੰਬਾਰ ਲੱਗ ਗਿਆ ਹੈ। ਸੂਬੇ ਵਿੱਚ ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਨੂੰ ਨੱਥ ਪਾਉਣ ਅਤੇ ਸਰਕਾਰੀ ਸਿਸਟਮ ਵਿੱਚ ਪਾਰਦਰਸ਼ਤਾ ਲਿਆਉਣ ਲਈ ਬਣਾਇਆ ਗਿਆ ਆਰ.ਟੀ.ਆਈ ਐਕਟ 2005 (ਸੂਚਨਾ ਦਾ ਅਧਿਕਾਰ ਕਾਨੂੰਨ 2005) ਪੰਜਾਬ ਵਿੱਚ ਦਮ ਤੋੜਦਾ ਨਜ਼ਰ ਆ ਰਿਹਾ ਹੈ। ਪੰਜਾਬ ਰਾਜ ਸੂਚਨਾ ਕਮਿਸ਼ਨ, ਚੰਡੀਗੜ੍ਹ ਵਿਖੇ ਕਮਿਸ਼ਨਰਾਂ ਦੀਆਂ ਪੋਸਟਾਂ ਵਿੱਚ ਕੀਤੀ ਗਈ ਕਟੌਤੀ ਕਾਰਨ ਆਮ ਜਨਤਾ ਨੂੰ ਆਪਣੇ ਹੀ ਹੱਕ ਦੀ ਜਾਣਕਾਰੀ ਲੈਣ ਲਈ ਸਾਲਾਂ-ਬੱਧੀ ਭਟਕਣਾ ਪੈ ਰਿਹਾ ਹੈ। ਅਜਿਹਾ ਹੋਣ ਨਾਲ ਜਿੱਥੇ ਲੋਕਾਂ ਨੂੰ ਇਨਸਾਫ ਮਿਲਣ ਵਿੱਚ ਦੇਰੀ ਹੋਵੇਗੀ ਉੱਥੇ ਆਰ.ਟੀ.ਆਈ ਐਕਟੀਵਿਸਟ ਨੂੰ ਆਰਥਿਕ ਨੁਕਸਾਨ ਦੇ ਨਾਲ ਨਾਲ ਮਾਨਸਿਕ ਤਨਾਅ ਵੀ ਵਧੇਗਾ।

ਕਮਿਸ਼ਨਰਾਂ ਦੀਆਂ ਪੋਸਟਾਂ ਘਟਾਉਣ ਦਾ ਫੈਸਲਾ ਮੰਦਭਾਗਾ

ਕੇਸਾਂ ਦੀ ਸੁਣਵਾਈ ਵਿੱਚ ਕਰੀਬ 2-3 ਸਾਲ ਦੀ ਦੇਰੀ ਹੋ ਰਹੀ ਹੈ ਮਿਲੀ ਜਾਣਕਾਰੀ ਅਨੁਸਾਰ ਅਜੇ 2024 ਦੇ ਕੇਸਾਂ ਦੀ ਸੁਣਵਾਈ ਜਾਰੀ ਹੋਈ ਹੈ ਅਤੇ ਸਰਕਾਰ ਵੱਲੋਂ ਪੋਸਟਾਂ ਵਿੱਚ ਕੀਤੀ ਗਈ ਇਸ ਪ੍ਰਸ਼ਾਸਨਿਕ ਕਟੌਤੀ ਦਾ ਸਿੱਧਾ ਅਸਰ ਆਰ.ਟੀ.ਆਈ. ਐਕਟ ਅਧੀਨ ਆਉਣ ਵਾਲੀਆਂ 'ਦੂਜੀ ਅਪੀਲ' ਦੇ ਕੇਸਾਂ 'ਤੇ ਪੈ ਰਿਹਾ ਹੈ। ਅੱਜ ਦੇ ਸਮੇਂ ਵਿੱਚ ਕਮਿਸ਼ਨ ਅੰਦਰ ਕੇਸਾਂ ਦੀ ਸੁਣਵਾਈ ਦੋ ਸਾਲ ਤੋਂ ਵੀ ਵੱਧ ਸਮਾਂ ਲੇਟ ਚੱਲ ਰਹੀ ਹੈ। ਮੌਜੂਦਾ ਸਮੇਂ (2026) ਵਿੱਚ ਵੀ ਅਜੇ ਸਾਲ 2024 ਦੇ ਕੇਸਾਂ ਦੀਆਂ ਤਰੀਕਾਂ ਦੀ ਸੁਣਵਾਈ ਸ਼ੁਰੂ ਹੋਈ ਹੈ। ਆਰ.ਟੀ.ਆਈ. ਕਾਰਕੁਨਾਂ ਅਤੇ ਆਮ ਜਨਤਾ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ "ਜੇਕਰ ਆਰ.ਟੀ.ਆਈ. ਐਕਟ ਤਹਿਤ ਰਿਕਾਰਡ ਜਾਂ ਜਾਣਕਾਰੀ 2 ਸਾਲ ਦੇਰੀ ਨਾਲ ਮਿਲਣੀ ਹੈ, ਤਾਂ ਜਿਸ ਅਹਿਮ ਜਾਂ ਕਾਨੂੰਨੀ ਕੰਮ ਲਈ ਉਹ ਰਿਕਾਰਡ ਚਾਹੀਦਾ ਸੀ, ਉਸ ਦੀ ਕੋਈ ਸਾਰਥਕਤਾ (ਮਹੱਤਵ) ਹੀ ਨਹੀਂ ਰਹਿ ਜਾਂਦੀ। ਦੇਰੀ ਨਾਲ ਮਿਲੀ ਜਾਣਕਾਰੀ 'ਮਰੇ ਹੋਏ ਮਰੀਜ਼ ਨੂੰ ਦਵਾਈ ਦੇਣ' ਬਰਾਬਰ ਹੈ।"

ਆਰਟੀ ਆਈ ਕਾਨੂੰਨ ਦਾ ਮਕਸਦ ਖ਼ਤਮ ਹੋਣ ਦੀ ਕਗਾਰ 'ਤੇ :-

ਆਰ.ਟੀ.ਆਈ. ਐਕਟ 2005 ਦਾ ਮੁੱਖ ਉਦੇਸ਼ ਨਾਗਰਿਕਾਂ ਨੂੰ ਸਮੇਂ ਸਿਰ (30 ਦਿਨਾਂ ਦੇ ਅੰਦਰ) ਸੂਚਨਾ ਮੁਹੱਈਆ ਕਰਵਾਉਣਾ ਸੀ ਤਾਂ ਜੋ ਸਰਕਾਰੀ ਕੰਮਾਂ ਵਿੱਚ ਜਵਾਬਦੇਹੀ ਤੈਅ ਕੀਤੀ ਜਾ ਸਕੇ। ਪਰ ਪੰਜਾਬ ਸਰਕਾਰ ਦੇ ਕਮਿਸ਼ਨਰਾਂ ਦੀ ਗਿਣਤੀ ਘੱਟ ਕਰਨ ਦੇ ਇਸ ਫੈਸਲੇ ਅਤੇ ਕਮਿਸ਼ਨ ਦੀ ਸੁਸਤ ਰਫ਼ਤਾਰ ਕਾਰਨ ਹੁਣ ਇਹ ਅਹਿਮ ਇਤਿਹਾਸਕ ਕਾਨੂੰਨ ਪੂਰੀ ਤਰ੍ਹਾਂ 'ਮਹੱਤਵਹੀਣ' ਹੁੰਦਾ ਜਾਪ ਰਿਹਾ ਹੈ। ਬਲਵੀਰ ਸਿੰਘ ਸੈਣੀ ਨੇ ਕਿਹਾ ਕਿ ਆਰਟੀਆਈ ਐਕਟੀਵਿਸਟ ਫਰੰਟ ਆਫ ਇੰਡੀਆ ਇਸ ਪ੍ਰਸਾਸ਼ਨਿਕ ਕਟੌਤੀ ਦਾ ਗੰਭੀਰ ਨੋਟਿਸ ਲੈਂਦਿਆਂ ਸੂਬੇ ਦੀ ਜਾਗਰੂਕ ਜਨਤਾ ਅਤੇ ਸਮਾਜਿਕ ਸੰਸਥਾਵਾਂ ਵੱਲੋਂ ਪੰਜਾਬ ਸਰਕਾਰ ਤੋਂ ਮੰਗ ਕਰਦੀ ਹੈ ਕਿ ਸਰਕਾਰੀ ਵਿਭਾਗਾਂ ਵਿੱਚ ਫੈਲੇ ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਨੂੰ ਨੱਥ ਪਾਉਣ ਅਤੇ ਲੋਕਾਂ ਨੂੰ ਚੰਗਾ ਤੇ ਪਾਰਦਰਸ਼ੀ ਪ੍ਰਸਾਸ਼ਨ ਦੇਣ ਲਈ ਪੰਜਾਬ ਸਰਕਾਰ ਲੋਕ ਹਿੱਤਾਂ ਨੂੰ ਮੁੱਖ ਰੱਖਦਿਆਂ ਤੁਰੰਤ ਕਮਿਸ਼ਨਰਾਂ ਦੀਆਂ ਬਾਕੀ ਪੋਸਟਾਂ ਨੂੰ ਬਹਾਲ ਕੀਤਾ ਜਾਵੇ ਅਤੇ ਖਾਲੀ ਅਹੁਦੇ ਤੁਰੰਤ ਭਰੇ ਜਾਣ, ਤਾਂ ਜੋ ਆਮ ਲੋਕਾਂ ਨੂੰ ਸਮੇਂ ਸਿਰ ਸੂਚਨਾ/ਰਿਕਾਰਡ ਮਿਲਣ ਨਾਲ ਇਨਸਾਫ਼ ਪ੍ਰਾਪਤ ਹੋ ਸਕੇ। ਇਸ ਦੇ ਨਾਲ-ਨਾਲ ਮੁੱਖ ਸੂਚਨਾ ਕਮਿਸ਼ਨਰ ਨੂੰ ਰਾਜਨੀਤੀ ਤੋਂ ਉੱਪਰ ਉੱਠ ਕੇ ਆਪਣੀ ਜ਼ਿੰਮੇਵਾਰੀ ਸਹੀ ਢੰਗ ਨਾਲ ਨਿਭਾਉਣ ਦੇ ਨਿਰਦੇਸ਼ ਜਾਰੀ ਕੀਤੇ ਜਾਣ ਦੀ ਵੀ ਆਰਟੀਆਈ ਐਕਟੀਵਿਸਟ ਫਰੰਟ ਆਫ ਇੰਡੀਆ ਨੇ ਮੰਗ ਕੀਤੀ ਹੈ |

ਹਰਿਆਣਾ ਨਗਰ ਕੌਂਸਲ ਲਈ 26 ਮਈ ਨੂੰ ਪਈਆਂ ਵੋਟਾਂ ਦੀ ਅੱਜ ਹੋਈ ਗਿਣਤੀ ਵਿਚ ਕੁੱਲ 11 ਵਾਰਡਾਂ ’ਚੋਂ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਦੇ ਉਮੀਦਵਾਰਾਂ ਨੇ 7 ਵਾਰਡਾਂ ਵਿਚ, ਇੰਡੀਅਨ ਨੈਸ਼ਨਲ ਕਾਂਗਰਸ ਦੇ ਉਮੀਦਵਾਰਾਂ ਨੇ 3 ਵਾਰਡਾਂ ਵਿਚ ਅਤੇ ਭਾਰਤੀ ਜਨਤਾ ਪਾਰਟੀ ਦੇ ਉਮੀਦਵਾਰ ਨੇ ਵਾਰਡ ਨੰ: 4 ਵਿਚ ਜਿੱਤ ਦਰਜ ਕੀਤੀ। ਵਧੀਕ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ-ਕਮ-ਵਧੀਕ ਜ਼ਿਲ੍ਹਾ ਚੋਣ ਅਫ਼ਸਰ ਨੇ ਇਸ ਸਬੰਧੀ ਜਾਣਕਾਰੀ ਦਿੰਦਿਆਂ ਦੱਸਿਆ ਕਿ ਹਰਿਆਣਾ ਦੇ ਵਾਰਡ ਨੰ: 1, 2 ਅਤੇ 3 ਵਿਚ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਦੇ ਉਮੀਦਵਾਰਾਂ ਆਸ਼ਾ ਕੁਮਾਰੀ, ਸੰਜੇ ਕਪਿਲਾ ਅਤੇ ਭਾਵਰਾ ਨੇ ਕ੍ਰਮਵਾਰ 436, 231 ਅਤੇ 189 ਵੋਟਾਂ ਹਾਸਲ ਕਰਕੇ ਜਿੱਤ ਦਰਜ ਕੀਤੀ। ਵਾਰਡ ਨੰ: 4 ਵਿਚ ਭਾਰਤੀ ਜਨਤਾ ਪਾਰਟੀ ਦੇ ਉਮੀਦਵਾਰ ਰਾਜੀਵ ਕਪਿਲਾ ਨੇ 168 ਵੋਟਾਂ ਲੈ ਕੇ ਜਿੱਤ ਪ੍ਰਾਪਤ ਕੀਤੀ। ਵਾਰਡ ਨੰ: 5 ਵਿਚ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਦੀ ਉਮੀਦਵਾਰ ਮਿਨਾਕਸ਼ੀ ਕਪਿਲਾ ਨੇ 239 ਵੋਟਾਂ ਹਾਸਲ ਕਰਕੇ ਜਿੱਤ ਦਰਜ ਕੀਤੀ। ਵਾਰਡ ਨੰ: 6 ਵਿਚ ਕਾਂਗਰਸ ਪਾਰਟੀ ਦੇ ਉਮੀਦਵਾਰ ਰਮਨ ਕੁਮਾਰ ਨੇ 92 ਵੋਟਾਂ ਹਾਸਲ ਕਰਕੇ ਜਿੱਤ ਦਰਜ ਕੀਤੀ। ਵਾਰਡ ਨੰ: 7 ਵਿਚ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਦੀ ਉਮੀਦਾਵਰ ਪੂਜਾ ਕਪਿਲਾ ਨੇ 128 ਵੋਟਾਂ ਹਾਸਲ ਕਰਕੇ ਜਿੱਤ ਦਰਜ ਕੀਤੀ। ਵਾਰਡ ਨੰ: 8 ਅਤੇ 9 ਵਿਚ ਕਾਂਗਰਸ ਪਾਰਟੀ ਦੇ ਉਮੀਦਵਾਰਾਂ ਇਕਬਾਲ ਸਿੰਘ ਅਤੇ ਗੁਰਦੇਵ ਕੌਰ ਨੇ ਕ੍ਰਮਵਾਰ 263 ਅਤੇ 255 ਵੋਟਾਂ ਹਾਸਲ ਕਰਕੇ ਜਿੱਤ ਦਰਜ ਕੀਤੀ। ਇਸੇ ਤਰ੍ਹਾਂ ਵਾਰਡ ਨੰ: 10 ਅਤੇ 11 ਵਿਚ ਉਮੀਦਵਾਰਾਂ ਪਵਨ ਕੁਮਾਰ ਅਤੇ ਰਾਮਜੀਤ ਨੇ ਕ੍ਰਮਵਾਰ 263 ਅਤੇ 234 ਵੋਟਾਂ ਹਾਸਲ ਕਰਕੇ ਜਿੱਤ ਦਰਜ ਕੀਤੀ।

ਟਾਂਡਾ ਨਗਰ ਕੌਂਸਲ ਲਈ 26 ਮਈ ਨੂੰ ਪਈਆਂ ਵੋਟਾਂ ਦੀ ਅੱਜ ਹੋਈ ਗਿਣਤੀ ਵਿਚ ਕੁੱਲ 15 ਵਾਰਡਾਂ ’ਚੋਂ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਦੇ 10 ਅਤੇ ਇੰਡੀਅਨ ਨੈਸ਼ਨਲ ਕਾਂਗਰਸ ਦੇ 5 ਉਮੀਦਵਾਰ ਜੇਤੂ ਰਹੇ। ਵਧੀਕ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ-ਕਮ-ਵਧੀਕ ਜ਼ਿਲ੍ਹਾ ਚੋਣ ਅਫ਼ਸਰ ਨੇ ਇਸ ਸਬੰਧੀ ਜਾਣਕਾਰੀ ਦਿੰਦਿਆਂ ਦੱਸਿਆ ਕਿ ਸਮੁੱਚੀ ਪ੍ਰਕਿਰਿਆ ਸੁਚੱਜੇ ਅਤੇ ਸ਼ਾਂਤਮਈ ਨੇਪਰੇ ਚੜ੍ਹੀ। ਜ਼ਿਕਰਯੋਗ ਹੈ ਕਿ ਵਾਰਡ ਨੰਬਰ 1 ਤੋਂ ਕਾਂਗਰਸ ਪਾਰਟੀ ਦੇ ਉਮੀਦਵਾਰ ਹਿਨਾ ਵੈਦ 479 ਵੋਟਾਂ ਲੈ ਕੇ ਜੇਤੂ ਰਹੇ। ਇਸੇ ਤਰ੍ਹਾਂ ਵਾਰਡ ਨੰਬਰ 2 ਤੋਂ ਕਾਂਗਰਸ ਪਾਰਟੀ ਦੇ ਉਮੀਦਵਾਰ ਬਲਦੇਵ ਰਾਮ 469 ਵੋਟਾਂ ਲੈ ਕੇ ਜੇਤੂ ਰਹੇ। ਵਾਰਡ ਨੰਬਰ 3 ਤੋਂ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਦੀ ਉਮੀਦਵਾਰ ਸਰੋਜ ਬਾਲਾ 463 ਵੋਟਾਂ ਲੈ ਕੇ ਜੇਤੂ ਰਹੇ। ਵਾਰਡ ਨੰਬਰ 4 ਅਤੇ 5 ਤੋਂ ਕਾਂਗਰਸ ਪਾਰਟੀ ਦੇ ਉਮੀਦਵਾਰ ਦਵਿੰਦਰ ਸਿੰਘ ਅਤੇ ਗੁਰਪ੍ਰੀਤ ਕੌਰ ਕ੍ਰਮਵਾਰ 650 ਅਤੇ 414 ਵੋਟਾਂ ਲੈ ਕੇ ਜੇਤੂ ਰਹੇ। ਵਾਰਡ ਨੰ: 6 ਤੋਂ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਦੇ ਜੇਤੂ ਉਮੀਦਵਾਰ ਸੇਠ ਰਾਮ ਨੂੰ 582, ਵਾਰਡ ਨੰ: 7 ਤੋਂ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਦੇ ਉਮੀਦਵਾਰ ਨਰਿੰਦਰ ਕੌਰ 402 ਵੋਟਾਂ, ਵਾਰਡ ਨੰ: 8 ਤੋਂ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਦੇ ਉਮੀਦਵਾਰ ਹਰਮੀਤ ਸਿੰਘ ਵੜੈਚ 349 ਵੋਟਾਂ ਲੈ ਕੇ ਜੇਤੂ ਰਹੇ। ਇਸੇ ਤਰ੍ਹਾਂ ਵਾਰਡ ਨੰ: 9 ਤੋਂ ਕਾਂਗਰਸ ਪਾਰਟੀ ਦੀ ਉਮੀਦਵਾਰ ਪ੍ਰਿਤਪਾਲ ਕੌਰ ਨੇ 510 ਵੋਟਾਂ ਲੈ ਕੇ ਜਿੱਤ ਹਾਸਲ ਕੀਤੀ। ਵਾਰਡ ਨੰਬਰ 10 ਤੋਂ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਦੇ ਉਮੀਦਵਾਰ ਪ੍ਰਵੀਨ ਖੰਨਾ ਨੇ 364 ਵੋਟਾਂ ਹਾਸਲ ਕਰਕੇ ਜਿੱਤ ਦਰਜ ਕੀਤੀ। ਵਾਰਡ ਨੰ: 11 ਤੋਂ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਦੀ ਉਮੀਦਵਾਰ ਗੁਰਬਖਸ਼ ਕੌਰ ਨੇ 684 ਵੋਟਾਂ, ਵਾਰਡ ਨੰ: 12 ਤੋਂ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਦੇ ਉਮੀਦਵਾਰ ਹਰੀ ਕ੍ਰਿਸ਼ਨ ਨੇ 667 ਵੋਟਾਂ, ਵਾਰਡ ਨੰ: 13 ਤੋਂ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਦੀ ਉਮੀਦਵਾਰ ਪਰਮਿੰਦਰ ਕੌਰ ਨੇ 453 ਵੋਟਾਂ, ਵਾਰਡ ਨੰ: 14 ਤੋਂ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਦੀ ਉਮੀਦਵਾਰ ਮਨਜੀਤ ਕੌਰ ਨੇ 438 ਵੋਟਾਂ ਅਤੇ ਵਾਰਡ ਨੰ: 15 ਤੋਂ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਦੀ ਉਮੀਦਵਾਰ ਜਸਵੰਤ ਕੌਰ ਨੇ 382 ਵੋਟਾਂ ਲੈ ਕੇ ਜਿੱਤ ਹਾਸਲ ਕੀਤੀ।

ਗੜ੍ਹਦੀਵਾਲਾ ਨਗਰ ਕੌਂਸਲ ਲਈ 26 ਮਈ ਨੂੰ ਪਈਆਂ ਵੋਟਾਂ ਦੀ ਅੱਜ ਹੋਈ ਗਿਣਤੀ ਵਿਚ ਕੁੱਲ 11 ਵਾਰਡਾਂ ’ਚੋਂ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਦੇ 7, ਇੰਡੀਅਨ ਨੈਸ਼ਨਲ ਕਾਂਗਰਸ ਦੇ 3 ਅਤੇ ਇਕ ਆਜ਼ਾਦ ਉਮੀਦਵਾਰ ਜੇਤੂ ਰਿਹਾ ਗੜ੍ਹਦੀਵਾਲਾ ਦੇ ਵਾਰਡ ਨੰ: 1 ਤੋਂ ਕਾਂਗਰਸ ਪਾਰਟੀ ਦੀ ਉਮਦੀਵਾਰ ਸੁਨੀਤਾ 202 ਵੋਟਾਂ ਲੈ ਕੇ ਜੇਤੂ ਰਹੀ ਅਤੇ ਵਾਰਡ ਨੰ: 2 ਤੋਂ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਦੀ ਉਮੀਦਵਾਰ ਦਰਸ਼ਨ ਬਹਿਲ ਨੇ 275 ਵੋਟਾਂ ਲੈ ਕੇ ਜਿੱਤ ਦਰਜ ਕੀਤੀ। ਇਸੇ ਤਰ੍ਹਾਂ ਵਾਰਡ ਨੰ: 3 ਤੋਂ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਦੀ ਉਮੀਦਵਾਰ ਰਾਮਾ ਰਾਣੀ ਨੇ 220 ਵੋਟਾਂ ਲੈ ਕੇ ਜਿੱਤ ਦਰਜ ਕੀਤੀ। ਵਾਰਡ ਨੰ: 4 ਤੋਂ ਕਾਂਗਰਸ ਪਾਰਟੀ ਦੇ ਉਮੀਦਵਾਰ ਹਰਵਿੰਦਰ ਕੁਮਾਰ ਨੇ 192 ਵੋਟਾਂ ਲੈ ਕੇ ਜਿੱਤ ਦਰਜ ਕੀਤੀ। ਇਸੇ ਤਰ੍ਹਾਂ ਵਾਰਡ ਨੰ: 5, 6 ਅਤੇ 7 ਵਿਚ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਦੇ ਉਮੀਦਵਾਰਾਂ ਮੋਨਿਕਾ, ਸੋਨੀਕਾ ਕੌਂਡਲ ਅਤੇ ਮੋਨਿਕਾ ਨੇ ਕ੍ਰਮਵਾਰ 141,129 ਅਤੇ 173 ਵੋਟਾਂ ਹਾਸਲ ਕਰਕੇ ਜਿੱਤ ਪ੍ਰਾਪਤ ਕੀਤੀ। ਵਾਰਡ ਨੰ: 8 ਤੋਂ ਆਜ਼ਾਦ ਉਮੀਦਵਾਰ ਰਛਪਾਲ ਸਿੰਘ 115 ਵੋਟਾਂ ਲੈ ਕੇ ਜੇਤੂ ਰਹੇ। ਵਾਰਡ ਨੰ: 9 ਤੋਂ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਦੀ ਉਮੀਦਵਾਰ ਪਰਮਜੀਤ ਕੌਰ 249 ਵੋਟਾਂ ਲੈ ਕੇ ਜੇਤੂ ਰਹੇ। ਵਾਰਡ ਨੰ:10 ਤੋਂ ਕਾਂਗਰਸ ਪਾਰਟੀ ਦੇ ਉਮੀਦਵਾਰ ਪੰਕਜ ਕੁਮਾਰ ਨੇ 267 ਵੋਟਾਂ ਹਾਸਲ ਕਰਕੇ ਜਿੱਤ ਦਰਜ ਕੀਤੀ। ਵਾਰਡ ਨੰ: 11 ਤੋਂ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਦੇ ਉਮੀਦਵਾਰ ਹੁਸਨ ਲਾਲ ਨੇ 305 ਵੋਟਾਂ ਲੈ ਕੇ ਜਿੱਤ ਪ੍ਰਾਪਤ ਕੀਤੀ।

ਅਜਿਹੇ ਲੋਕ ਸੱਚੀ ਪੱਤਰਕਾਰੀ ਲਈ ਹੁਕਮਰਾਨਾਂ ਦੀ ਪ੍ਰਵਾਹ ਨਹੀਂ ਕਰਦੇ ਸਗੋਂ ਸੱਚ ਲਈ ਆਖਰੀ ਦਮ ਤੱਕ ਜੂਝਦੇ ਹਨ ਫਿਰ ਅੰਜ਼ਾਮ ਭਾਵੇਂ ਕੋਈ ਵੀ ਕਿਉਂ ਨਾ ਹੋਵੇ | ਸੋਸ਼ਲ ਮੀਡੀਆ ਦੀ ਤੇਜ਼ ਰਫਤਾਰੀ ਭਾਵੇਂ ਸਭ ਨੂੰ ਚੰਗੀ ਲੱਗੇ ਪਰ ਭਰੋਸੇਯੋਗਤਾ ਦੀ ਕਮੀ ਹੋਣ ਕਾਰਣ ਸਮਾਜ ਲਈ ਘਾਤਕ ਸਿੱਧ ਹੋ ਸਕਦੀ ਹੈ ਜਿਸ ਲਈ ਕੋਡ ਆਫ਼ ਕੰਡਕਟ ਲਾਗੂ ਹੋਣਾ ਬਹੁਤ ਜਰੂਰੀ ਹੈ | ਮੀਡੀਆ ਖੇਤਰ ਵਿੱਚ ਆ ਰਹੇ ਨਵੇਂ ਪੱਤਰਕਾਰਾਂ ਨੂੰ ਸਾਰਥਕ ਸੁਨੇਹਾ ਦਿੰਦਿਆਂ ਸ਼੍ਰੀ ਜਤਿੰਦਰ ਪਨੂੰ ਨੇ ਕਿਹਾ ਕਿ ਇਨਸਾਫ ਤੇ ਸੱਚਾਈ ਦਾ ਪੱਲਾ ਘੁੱਟ ਕੇ ਫੜਨ ਨਾਲ ਹੀ ਸਾਰਥਕ ਨਤੀਜੇ ਹਾਸਿਲ ਹੋ ਸਕਦੇ ਹਨ | ਇਸ ਮੌਕੇ ਆਪਣੀ ਸੰਬੋਧਨ ਵਿੱਚ ਡਾਕਟਰ ਜਸਵੰਤ ਰਾਏ ਜ਼ਿਲ੍ਹਾ ਭਾਸ਼ਾ ਖੋਜ ਅਫਸਰ ਨੇ ਕਿਹਾ ਕਿ ਸੱਚਾ ਕਰਮ ਹੀ ਪੱਤਰਕਾਰ ਦਾ ਧਰਮ ਹੋਣਾ ਚਾਹੀਦਾ ਹੈ। ਇਸੇ ਅਸੂਲ 'ਤੇ ਚੱਲ ਕੇ ਹੀ ਬੇਬਾਕ ਤੇ ਨਿਧੜਕ ਪੱਤਰਕਾਰੀ ਕਰਨ ਵਾਲੇ ਜਤਿੰਦਰ ਪਨੂੰ ਵਰਗੇ ਮਹਾਨ ਪੱਤਰਕਾਰਾਂ ਨੇ ਅਥਾਹ ਸਤਿਕਾਰ ਹਾਸਿਲ ਕੀਤਾ ਹੈ ਜਿਸ ਸਦਕਾ ਉਨ੍ਹਾਂ ਨੂੰ ਪੰਜਾਬੀ ਪੱਤਰਕਾਰੀ ਦਾ ਬਾਬਾ ਬੋਹੜ ਆਖਿਆ ਜਾ ਸਕਦਾ ਹੈ ਉਨ੍ਹਾਂ ਪੱਤਰਕਾਰਾਂ ਨੂੰ ਸੱਚ ਧਰਮ ਨਿਭਾਉਣ ਦੀ ਪੁਰਜੋਰ ਅਪੀਲ ਕਰਦਿਆਂ ਕਿਹਾ ਕਿ ਸੋਸ਼ਲ ਮੀਡੀਆ ਦੇ ਯੁੱਗ ਵਿੱਚ ਅੱਜ ਬੇਬਾਕ ਅਤੇ ਨਿਰਪੱਖ ਪੱਤਰਕਾਰਾਂ ਦੀ ਬੇਹੱਦ ਲੋਡ਼ ਹੈ | ਇਸ ਸੈਮੀਨਾਰ ਦੌਰਾਨ ਪੰਜਾਬ ਨਿਊਜ਼ ਚੈਨਲ ਦੇ ਸੰਸਥਾਪਕ ਜਸਵਿੰਦਰ ਸਿੰਘ ਆਜ਼ਾਦ ਚੇਅਰਮੈਨ ਪੰਜਾਬ ਨੇ ਕਿਹਾ ਕਿ ਯੂਟੀਊਬ ਸੋਸ਼ਲ ਮੀਡੀਆ ਅਤੇ ਵੈਬ ਚੈਨਲ ਦੀ ਪੱਤਰਕਾਰੀ ਦਾ ਦੌਰ ਅਗਲੀ ਸਦੀ ਦੀ ਵੱਡੀ ਜਰੂਰਤ ਹੈ ਜਿਸ ਦੀ ਭਰੋਸੇਯੋਗਤਾ ਬਣਾ ਕੇ ਰੱਖਣ ਲਈ ਪੱਤਰਕਾਰਾਂ ਨੂੰ ਆਪਣਾ ਫਰਜ਼ ਡੱਟ ਕੇ ਨਿਭਾਉਣਾ ਪਵੇਗਾ। ਇਸ ਮੌਕੇ ਪ੍ਰਸਿੱਧ ਸ਼ਾਇਰ ਐਡਵੋਕੇਟ ਰਘਵੀਰ ਟੇਰਕਿਆਣਾ ਨੇ ਆਪਣੀ ਸ਼ਾਇਰੀ ਰਾਹੀਂ ਜਿੱਥੇ ਜਤਿੰਦਰ ਪਨੂੰ ਵਰਗੇ ਸਿਰੜੀ ਪੱਤਰਕਾਰਾਂ ਦੀ ਭਰਪੂਰ ਸ਼ਲਾਘਾ ਕੀਤੀ ਉੱਥੇ ਪੱਤਰਕਾਰੀ ਵਿੱਚ ਵੜੀਆਂ ਕਾਲੀਆਂ ਭੇਡਾਂ ਅਤੇ ਪੀਲੀ ਪੱਤਰਕਾਰੀ ਕਰਨ ਵਾਲੇ ਲੋਕਾਂ ਨੂੰ ਪਛਾਣ ਕੇ ਸਮਾਜ ਦੇ ਸਾਹਮਣੇ ਲਿਆਉਣ ਨੂੰ ਸਮੇਂ ਦੀ ਸਭ ਤੋਂ ਵੱਡੀ ਲੋਡ਼ ਦੱਸਿਆ | ਇਸ ਮੌਕੇ ਦਿ ਵਰਕਿੰਗ ਰਿਪੋਰਟਰਜ਼ ਐਸੋਸੀਏਸ਼ਨ ਵੱਲੋਂ ਸ੍ਰੀ ਜਤਿੰਦਰ ਪਨੂੰ ਸੀਨੀਅਰ ਪੱਤਰਕਾਰ ਅਤੇ ਡਾ ਜਸਵੰਤ ਰਾਏ ਜ਼ਿਲ੍ਹਾ ਭਾਸ਼ਾ ਖੋਜ ਅਫ਼ਸਰ ਅਤੇ ਥੌਰਨ ਕਿਚਨ ਐਂਡ ਹਾਈਡ ਅਵੇਅ ਦੇ ਜਨਰਲ ਮੈਨਜਰ ਹਰੀਸ਼ ਕੁਮਾਰ ਦਾ ਵਿਸ਼ੇਸ਼ ਸਨਮਾਨ ਕੀਤਾ ਗਿਆ | ਮੰਚ ਸੰਚਾਲਨ ਕਰਦਿਆਂ ਵਾਈਸ ਚੇਅਰਮੈਨ ਪੰਜਾਬ ਗੁਰਬਿੰਦਰ ਸਿੰਘ ਪਲਾਹਾ ਅਤੇ ਤਰਸੇਮ ਦੀਵਾਨਾ ਜੁਆਇੰਟ ਸਕੱਤਰ ਇੰਡੀਆ ਨੇ ਜਥੇਬੰਦੀ ਵੱਲੋਂ ਅਜਿਹੇ ਸੈਮੀਨਾਰ ਨੂੰ ਅਗਲੇ ਸਾਲ ਵੀ ਜਾਰੀ ਰੱਖਣਾ ਦਾ ਅਹਿਦ ਲਿਆ |

वर्किंग रिपोर्टर्स एसोसिएशन पंजाब (रजि. ) इंडिया द्वारा "सोशल मीडिया के दौर में समकालीन पत्रकारिता की मौजूदा स्थिति और इसका सामाजिक प्रभाव" विषय पर एक विशेष सेमिनार आयोजित किया गया। यह सेमिनार शिवालिक पहाड़ियों की गोद में बसे, 'मिनी कसौली' के नाम से मशहूर खूबसूरत स्थल "थॉर्न किचन एंड हाइड अवे" सलेरन डैम, होशियारपुर में, वर्किंग रिपोर्टर्स एसोसिएशन के प्रदेश अध्यक्ष प्रिंसिपल बलबीर सिंह सैनी की अध्यक्षता में संपन्न हुआ। इस सेमिनार के मुख्य वक्ता पंजाबी पत्रकारिता की जानी-मानी हस्ति और 'बाबा बोहड़' (वरिष्ठ स्तंभ) माने जाने वाले श्री जतिंदर पन्नू (वरिष्ठ संपादक) और डॉ. जसवंत राय (जिला भाषा अनुसंधान अधिकारी, होशियारपुर) थे। इस अवसर पर, प्रिंसिपल बलबीर सिंह सैनी और महासचिव (भारत) विनोद कौशल ने सेमिनार में पधारे विशेष अतिथियों का स्वागत किया। उन्होंने कहा कि इस सेमिनार को आयोजित करने का मुख्य उद्देश्य पत्रकारों की ऐसी श्रेणी तैयार करना है जो मौजूदा समय को देखते हुए सत्य और ईमानदारी की भावना से पत्रकारिता करें, और साथ ही नए उभरते पत्रकारों को आचार संहिता का पालन करते हुए पूरी निष्ठा के साथ अपने कर्तव्य का निर्वहन करने के लिए प्रेरित करना है। पंजाबी पत्रकारिता के 'बाबा बोहड़' श्री जतिंदर पन्नू ने वर्किंग रिपोर्टर्स एसोसिएशन के वर्ष 2026-27 के पहचान पत्र (ID card) जारी किए। सेमिनार के विषय पर अपने विचार व्यक्त करते हुए उन्होंने कहा कि आधुनिक पत्रकारिता में नैतिकता, अनुशासन और समर्पण की भारी कमी के कारण, शायद वह पुराना उच्च स्तर अब न रहा हो; लेकिन सोशल मीडिया के इस दौर में भी, पंजाबी पत्रकारिता अपनी विश्वसनीयता का एक निश्चित स्तर अभी भी बनाए हुए है। इसका श्रेय इस क्षेत्र में मौजूद उन पत्रकारों को जाता है जो अपने पेशे के प्रति समर्पित, ईमानदार और सत्य के प्रति दृढ़ संकल्पित हैं।ऐसे लोग सच्ची पत्रकारिता के लिए शासकों की परवाह नहीं करते, बल्कि सच के लिए आखिरी पल तक लड़ते हैं, चाहे नतीजा कुछ भी हो। सोशल मीडिया की तेज़ रफ़्तार भले ही सबको पसंद हो, लेकिन विश्वसनीयता की कमी के कारण यह समाज के लिए घातक साबित हो सकता है, जिसके लिए आचार संहिता का पालन बहुत ज़रूरी है। मीडिया के क्षेत्र में आ रहे नए पत्रकारों को एक सार्थक संदेश देते हुए श्री जतिंदर पन्नू ने कहा कि न्याय और सच का दामन थामकर ही सार्थक परिणाम हासिल किए जा सकते हैं। इस अवसर पर अपने संबोधन में, ज़िला भाषा अनुसंधान अधिकारी डॉ. जसवंत राय ने कहा कि सच्चा कर्म ही एक पत्रकार का धर्म होना चाहिए। इस सिद्धांत का पालन करके, जतिंदर पन्नू जैसे महान पत्रकारों ने, जो निडर और बेबाक पत्रकारिता करते हैं, अपार सम्मान अर्जित किया है; इसी वजह से उन्हें पंजाबी पत्रकारिता का 'बाबा बोहर' (महान वटवृक्ष) कहा जा सकता है। उन पत्रकारों से सच्चे धर्म का पालन करने की ज़ोरदार अपील करते हुए उन्होंने कहा कि आज के सोशल मीडिया के दौर में, निडर और निष्पक्ष पत्रकारों की बहुत ज़रूरत है। इस सेमिनार के दौरान, पंजाब न्यूज़ चैनल के संस्थापक और पंजाब के चेयरमैन जसविंदर सिंह आज़ाद ने कहा कि YouTube, सोशल मीडिया और वेब चैनल पत्रकारिता का दौर अगली सदी की एक बड़ी ज़रूरत है; इसकी विश्वसनीयता बनाए रखने के लिए पत्रकारों को अपने कर्तव्य का दृढ़ता से पालन करना होगा। इस अवसर पर, प्रसिद्ध कवि और अधिवक्ता रघुवीर तेरकियाना ने अपनी कविता के माध्यम से जतिंदर पन्नू जैसे महान पत्रकारों की सराहना की, और साथ ही यह भी कहा कि पत्रकारिता के क्षेत्र में मौजूद 'काली भेड़ों' (बुरे तत्वों) और 'पीली पत्रकारिता' (सनसनीखेज़ पत्रकारिता) करने वाले लोगों की पहचान करके उन्हें समाज के सामने लाना ही आज के समय की सबसे बड़ी ज़रूरत है। इस अवसर पर, 'द वर्किंग रिपोर्टर्स एसोसिएशन' ने विशेष रूप से वरिष्ठ पत्रकार श्री जतिंदर पन्नू, ज़िला भाषा अनुसंधान अधिकारी डॉ. जसवंत राय, और 'थॉर्न किचन एंड हाइड अवे' के महाप्रबंधक हरीश कुमार को सम्मानित किया। मंच संचालन करते हुए, पंजाब के उपाध्यक्ष गुरबिंदर सिंह पलाहा और भारत के संयुक्त सचिव तरसेम दीवाना ने संगठन की ओर से यह संकल्प लिया कि वे अगले वर्ष भी इस तरह के सेमिनार आयोजित करना जारी रखेंगे। अंत में, वरिष्ठ उपाध्यक्ष जगतार भुंगरनी ने मेहमानों के आगमन के लिए उनका आभार व्यक्त किया।इस अवसर पर, महासचिव (भारत) विनोद कौशल, पंजाब अध्यक्ष पी. बलवीर सिंह सैनी, संयुक्त सचिव (भारत) तरसेम दीवाना, चेयरमैन (पंजाब) जसविंदर सिंह आज़ाद, उपाध्यक्ष (पंजाब) गुरबिंदर सिंह पलाहा, प्रदेश महासचिव अमरजीत सिंह जंडू सिंघा, वरिष्ठ उपाध्यक्ष अश्विनी शर्मा, मनजीत सिंह चीमा (मुकेरियां) और हरपाल सिंह कंग (कपूरथला) के साथ-साथ विभिन्न जिलों से बड़ी संख्या में पत्रकार उपस्थित थे।

A special seminar on the topic "Current status of contemporary journalism in the era of social media and its social impact" was organized by The Working Reporters Association Punjab, Reg. India at the picturesque place "Thorn Kitchen and Hide Away" known as mini Kasauli in the lap of the Shivalik hills, Salerno Dam, Hoshiarpur under the chairmanship of Principal Balbir Singh Saini, State President of The Working Reporters Association. The main speakers of this seminar were important figures of Punjabi journalism and Baba Bohar Mr. Jatinder Pannu Senior Editor and Dr. Jaswant Rai District Language Research Officer Hoshiarpur. On this occasion, Principal Balbir Singh Saini and Secretary General India Vinod Kaushal welcomed the special guests who had come to the seminar. They said that the main objective of organizing this seminar is to develop a category of journalists who do journalism with the spirit of truth and honesty in view of the current times and to inspire the new emerging journalists to perform their duty with dedication by adhering to the code of conduct. The Baba Bohar of Punjabi journalism, Mr. Jatinder Pannu, released the ID card of The Working Reporters Association for the year 2026-27 and while expressing his views on the topic of the seminar, he said that due to the severe lack of ethics, discipline and dedication in modern-day journalism, the previous standard may not be there, but in the era of social media, Punjabi journalism is still maintaining some level of credibility, which is due to the presence of journalists in this field who are dedicated to their profession, honest and determined for truth.Such people do not care about the rulers for true journalism but fight till the last moment for the truth, no matter what the outcome may be. The fast pace of social media may be liked by everyone, but due to lack of credibility, it can prove fatal for the society, for which the implementation of the code of conduct is very important. Giving a meaningful message to the new journalists coming into the media field, Mr. Jatinder Pannu said that meaningful results can be achieved only by holding on to the ropes of justice and truth. In his address on this occasion, Dr. Jaswant Rai, District Language Research Officer, said that true karma should be the religion of a journalist. By following this principle, great journalists like Jatinder Pannu, who do fearless and fearless journalism, have gained immense respect, due to which they can be called the Baba Bohar of Punjabi journalism. While strongly appealing to those journalists to follow the true religion, he said that in the era of social media today, there is a great need for fearless and impartial journalists.
