Chief Minister Omar Abdullah has summoned a crucial Cabinet meeting on December 3, with the administration preparing to take major calls on Jammu and Kashmir’s reservation framework—particularly a proposal to enhance the Open Merit (OM) quota in government jobs and educational institutions.
According to officials, the meeting—set to be held at the Civil Secretariat in Jammu—will be the first formal Cabinet session after the biannual Durbar Move. The agenda is expected to focus heavily on changes to Reservation Rules, especially reforms involving the Resident of Backward Areas (RBA) and Economically Weaker Sections (EWS) categories, to make space for a larger OM share.
Sources revealed that while the EWS quota is capped at 10 percent under existing norms, the Government may consider modifications if they fall within legal provisions. The RBA category, previously allotted 20 percent, has already undergone a reduction to 10 percent amid concerns that the benefits were being cornered by influential families.
“The administration needs to pull nearly 10 percent from non-parliamentarily mandated categories—excluding SC, ST, and OBC—to elevate the Open Merit quota to 40 percent,” insiders said.
At present, reservation in Jammu and Kashmir accounts for 70 percent of the total share. Scheduled Tribes collectively hold the largest chunk at 20 percent—divided equally between Gujjar-Bakerwal and Pahari Ethnic Groups—followed by 10 percent each for RBA and EWS, eight percent each for OBC and SC, and four percent for residents of ALC/IB. Additionally, a 10 percent horizontal reservation exists for Ex-servicemen and Persons with Disabilities.
The Cabinet Sub Committee (CSC) on Reservation, set up on December 10, 2024 after protests by general category job aspirants, had submitted its report on June 10, 2025. The Law Department later reviewed the proposals, which are now scheduled for final consideration in Monday’s Cabinet meeting. “Any decision taken by the Cabinet will ultimately be subject to approval by the Lieutenant Governor,” officials noted.
