UT-Level Workshop on Post-PARAKH Rashtriya Sarvekshan 2024 Dissemination and Holistic Progress Card Training Concludes in Srinagar

The Government of Jammu and Kashmir’s School Education Department, in collaboration with PARAKH (Performance Assessment, Review and Analysis of Knowledge for Holistic Development), successfully conducted a three-day UT-level workshop on the dissemination of Rashtriya Sarvekshan (RS/NAS-2024) findings and training on the Holistic Progress Card (HPC).
The workshop, held from October 13 to 15, 2025, at the JKBOSE Auditorium, Bemina, Srinagar, was jointly organized by the Directorate of School Education Kashmir (DSEK), the State Council of Educational Research and Training (SCERT-KD), and the Jammu and Kashmir Board of School Education (JKBOSE). It brought together DIET Principals, Deputy CEOs, and DEPOs from all 20 districts of Jammu and Kashmir, along with distinguished resource persons.
Inaugural Session Highlights
In the inaugural session, Shri Ram Niwas Sharma (IAS), Secretary to the Government, School Education Department, emphasized the urgent need to address low-scoring competencies identified in RS(NAS-2024) to ensure significant improvement by RS(NAS-2027). He also expressed gratitude to Ms. Indrani Bahadur, CEO, PARAKH, for her continued support and concern for the educational progress of Jammu and Kashmir.
Shri Ghulam Hassan Sheikh (JKAS), Secretary, JKBOSE, announced a strategic initiative to train 50 teachers in each district to design competency-based question papers, reinforcing the UT’s commitment to capacity building and assessment reform.
District-Level Planning and RecognitionDuring the workshop, district teams were tasked with conducting a deep analysis of their RS(NAS-2024) district report cards and formulating intervention plans to address learning gaps and strengthen student competencies. These plans reflected a data-driven and NEP-aligned approach to improving learning outcomes.
Among the participating districts, Budgam (Kashmir Division) and Ramban (Jammu Division) were awarded the Best District Intervention Plan Presentation Award for their innovative, evidence-based strategies and commitment to educational transformation.
Valedictory Session and Way Forward.The workshop concluded with addresses by key dignitaries including Shri Shantmanu (IAS), Additional Chief Secretary, Higher Education Department; Chairman, JKBOSE; and Director, SCERT, who commended the districts for their efforts and stressed the importance of making intervention plans teacher-friendly and implementable at the grassroots level.
Dr. G. N. Itoo (JKAS), Director General, School Education, elaborated on the concept of mentoring and its transformative potential in improving classroom practices and student learning.
Team Budgam’s resource persons expressed heartfelt gratitude to Chief Education Officer Mtr. Rifat Irfan Qadri and team leader Mr. Javid Ahmad Banday, DEPO Budgam, for their visionary leadership and hands-on guidance during the planning and presentation process. Their commitment and collaborative spirit were instrumental in shaping Budgam’s award-winning intervention plan.
This UT-level workshop marked a significant step toward fostering a culture of reflective practice, collaborative planning, and evidence-based decision-making in Jammu and Kashmir’s education system. It reaffirmed the UT’s commitment to holistic, inclusive, and competency-based education in alignment with the vision of NEP 2020.
