DM Issues Prohibitory Order for Clearance of Vegetation Near Power Lines in Lower Subansiri

Ziro, June 8: The District Magistrate of Lower Subansiri, Oli Perme, has issued a prohibitory order under Section 152 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, directing landowners to immediately clear vegetation growing within the Right of Way (ROW) of power transmission and distribution lines across the district.

The order was issued following a report from the Executive Engineer of the Ziro Electrical Division, Department of Power, which stated that vegetation encroaching upon high-tension, 33 KV, 11 KV, and LT power lines has been causing frequent line faults, resulting in power outages and disruptions across Lower Subansiri district.

According to the order, vegetation within the prescribed ROW poses a serious risk not only to the smooth supply of electricity but also to public safety, as it can lead to earth faults, electrocution, and damage to property.

Citing provisions of the Electricity Act, 2003, the administration specified the permissible clearance distances as:
7 metres from high-tension power lines,
15 metres from 11 KV lines, and
2 metres from 33 KV and LT lines.
In the interest of public safety and uninterrupted power supply, the District Magistrate has directed all owners of private forests, gardens, and land parcels to remove vegetation falling within these prescribed limits. The clearance work is to be carried out under the supervision of the concerned electrical engineers and will take effect immediately.

The order, dated June 4, 2026, has been circulated to the Superintendent of Police, Sub-Divisional Officer (Old Ziro), Executive Engineer of Ziro Electrical Division, Officer-in-Charge of Police Stations in Ziro and Old Ziro, and the District Information and Public Relations Officer (DIPRO) for wider public awareness.

Authorities have urged residents to comply with the directive to help prevent power disruptions and ensure public safety throughout the district.

Stray Animal Owners to Face Penalty in Ziro; Unclaimed Animals to Be Auctioned

ZIRO, June 5: The Deputy Commissioner of Lower Subansiri District has issued an order imposing penalties on owners of stray animals who come forward to claim their impounded livestock.
The directive, issued on June 5, 2026, is a continuation of an earlier order dated June 1, 2026, aimed at addressing the growing issue of stray animals in and around Ziro.

As per the order, owners will have to pay the following penalties before reclaiming their animals:

Cow: ₹5,000
Calf: ₹2,500
Goat: ₹2,000
The administration has also announced that any impounded stray animals that remain unclaimed will be auctioned on the same day at 5:00 PM. The auction rates have been fixed as follows:

Mature Cow: ₹10,000

Calf: ₹5,000

Goat: ₹5,000

The order was issued by Oli Perme, APCS (AG), Deputy Commissioner, Lower Subansiri District, and circulated to relevant officials, including the Town Magistrate, Sub-Divisional Officer, police officials, and the Flower Plantation Society, Ziro, for information and necessary action.

The move is expected to strengthen efforts to control stray animal movement within the district, improve public safety, and ensure greater accountability among livestock owners.

Four committees to examine ILP, ST re-verification and allied issues

ITANAGAR, May 30: Four committees will be formed to examine issues concerning the Inner Line Permit (ILP) system, Scheduled Tribe (ST) re-verification, offspring status and refugee assessment, following consultations between the state government and indigenous organisations, the ST Bachao Andolan (STBA) said on Friday.

The decision follows an eight-hour meeting between Chief Minister Pema Khandu and representatives of various organisations on May 27 to discuss concerns related to the ILP regime and other connected issues.

A subsequent consultative meeting was held at the Chief Minister's Office in the Civil Secretariat, attended by representatives of the STBA, the All Arunachal Pradesh Students' Union (AAPSU), the Arunachal Indigenous Tribal Forum (AITF) and other stakeholders.

Representatives who attended the meeting said another round of discussions has been scheduled for Monday to continue the deliberations.

The meeting also agreed to set up a high-power committee comprising four representatives each from the STBA, AAPSU and AITF. Legal experts and PhD scholars will also be included to assist in examining the issues.

According to the representatives, four separate committees will study the ILP mechanism, ST re-verification, offspring status and refugee assessment.

Each committee will be headed by a cabinet minister, while the overall process will be monitored by the chief minister.

The stakeholders were informed that the committees have been given a six-month timeframe to submit recommendations and possible solutions. However, the period may be extended depending on the findings of field assessments and consultations.

Three review meetings will be held during the course of the exercise, with all meetings to be chaired by the chief minister.

The consultations come amid demands from indigenous organisations for stricter implementation of the ILP system and resolution of issues relating to tribal identity and demographic concerns in Arunachal Pradesh.

Itanagar, May 27: Arunachal Pradesh Chief Minister Pema Khandu on Wednesday termed the four-point demands submitted by the Arunachal ST Bachao Andolan Committee as “genuine” and assured that the state government has accepted the demands in principle.

Speaking during the consultative meeting held at the State Banquet Hall, Niti Vihar, the Chief Minister said the government remains committed to protecting indigenous tribal rights, land, and identity in Arunachal Pradesh.

The demands reportedly included stricter implementation of the Inner Line Permit (ILP) system, action against illegal immigrants, protection of tribal land from encroachment, and removal of unauthorised religious structures.

Khandu further stated that illegal structures, including mosques constructed without proper authorisation, would face legal action and demolition as per law.
The Chief Minister also informed that the ILP system has already been digitised and additional measures to strengthen monitoring and verification are under consideration.

Arunachal ST Bachao Andolan Submits Memorandum Seeking APST Re-Verification and ILP Reforms

Itanagar, May 24:
The Arunachal ST Bachao Andolan Committee has submitted a detailed memorandum to the Government of Arunachal Pradesh demanding immediate reforms in the Inner Line Permit (ILP) system, statewide re-verification of APST certificates, and stricter safeguards to protect indigenous tribal rights and demographic security in the state.

The memorandum, signed by Chairman Sol Dodum, General Secretary Millo Ambo, and Convener Chukhu Hormin, was addressed to several constitutional and administrative authorities including the Governor, Chief Secretary, Home Department, Indigenous Affairs Department, DGP, and all Deputy Commissioners of Arunachal Pradesh.

In the memorandum, the organization expressed serious concern over alleged illegal infiltration, forged documentation, fake lineage claims, and misuse of tribal safeguards by non-eligible individuals. The committee stated that such practices threaten reservation benefits, indigenous land protection, employment opportunities, political representation, and the demographic security of genuine tribal communities.

Demand for APST Certificate Re-Verification
The organization demanded immediate statewide re-verification of all APST certificates issued across Arunachal Pradesh through a “transparent, lawful, and robust verification process.”

The memorandum alleged growing concerns regarding:

Non-APST individuals acquiring APST certificates,
Forged documents,
Manipulated lineage claims,
Illegal acquisition of tribal benefits, and
Organized misuse of APST protections through loopholes and fraudulent systems.

The committee proposed formation of a High-Level APST Re-Verification Committee comprising representatives from recognized CBOs, legal experts, administrative officers, police department, Indigenous Affairs Department, research scholars, and district-level representatives.

It also called for the introduction of highly secured APST certificates integrated with biometric and digital verification systems.

The memorandum further demanded immediate review and reconsideration of the Arunachal Pradesh ILP Guidelines, 2026, alleging that several provisions weaken the original protective spirit of the ILP system under the Bengal Eastern Frontier Regulation, 1873.

According to the memorandum, the present ILP framework raises concerns regarding:
“All Arunachal Pradesh” access permits,
Broad discretionary powers,
Large-scale outsider labour entry,
Renewable long-duration work permits,
Weak district-level scrutiny, and
Expansion of outsider movement across the state.
The committee specifically sought review of multiple clauses of the ILP Rules and Regulations, 2026.

Call for Technological Monitoring and Enforcement
The organization also proposed a technologically advanced ILP monitoring system featuring:
Live QR verification,
Biometric verification,
Real-time movement tracking,
Centralized digital monitoring,
District-level monitoring systems, and
Live CCTV surveillance at integrated ILP check gates.
It further demanded establishment of district-level ground verification and monitoring committees involving district administration, police, local CBOs, Gaon Burahs, and community representatives.
Committee on Lineage and Tribal Safeguards
Another major issue raised in the memorandum concerns alleged loopholes relating to lineage claims, inheritance issues, and indirect acquisition of tribal privileges.

The organization alleged that manipulated documentation and misuse of maternal lineage systems could affect future tribal generations and indigenous protections. It therefore demanded constitution of a High-Level Expert Committee comprising constitutional experts, legal professionals, senior administrative officers, and tribal representatives to study and recommend safeguards regarding tribal identity, inheritance, land protection, and reservation policies.

The Arunachal ST Bachao Andolan Committee urged the state government to take immediate and serious action to protect constitutional safeguards, indigenous identity, tribal rights, demographic security, and customary protections of Arunachal Pradesh.
The memorandum also warned that in the absence of meaningful government response, indigenous organizations and citizens may democratically intensify public movements for protection of tribal rights and demographic security in the state.

Eingko Foundation Conducts Story Reading Session Under Project Purisa in Ziro

Ziro, May 19:
The Eingko Foundation on Monday conducted a story reading session under its flagship initiative, Project Purisa, at the Foundation’s Office-cum-Library located at Lempia in Ziro.

Speaking on the occasion, Miss Tage Onia, Founder of Eingko Foundation, highlighted the aims and objectives of the programme. She stated that the initiative was organised to inculcate reading habits among school children at a time when many youngsters are becoming increasingly dependent on the internet and mobile phones, gradually drifting away from the habit of reading books.
She expressed hope that such reading sessions would help improve reading and comprehension skills among students, particularly those studying in government schools.

The programme was attended by Shri Tai Arun, Trade Development Officer of Lower Subansiri District, as the Special Guest and Resource Person. During the session, he conducted an engaging reading activity by reading selected chapters from Wings of Fire, the autobiography of former President Dr. A. P. J. Abdul Kalam.
Interacting with the children, Shri Arun narrated the inspiring journey of Dr. Kalam, who rose from a humble family background in a village in Tamil Nadu to become India’s renowned “Missile Man” and later the President of India. Through stories from Kalam’s childhood and struggles, he encouraged the children to remain honest, self-disciplined, and hardworking in order to achieve success in life.

He also motivated the children by sharing Dr. Kalam’s famous message: “Dream, dream, dream. Dreams transform into thoughts and thoughts result in action.”
As part of the programme, Shri Arun donated several inspirational books to the library run by Eingko Foundation.
