BUSIA COUNTY EXPANDS COMMUNITY APIARY UNDER CLIMATE ACTION PROGRAM
The Busia County Government, through the FLLoCA program, is supporting Apokor Village's beekeeping group to expand their apiary and strengthen community livelihoods.
The group began their beekeeping business in 2014, and through FLLoCA-funding, they have scaled up their activities with a 250-hive apiary, marking a major milestone in their growth.
The group also plans to establish an orchard next to the apiary to provide forage for bees and enhance environmental conservation.
Speaking on behalf of the group, chairperson Augustine Odede said the project has given members renewed hope and a reliable alternative source of income, adding that climate change has increasingly affected crop farming, which many households relied on.
“This project has helped us diversify our sources of income instead of depending solely on crop farming, which is no longer reliable due to changing weather patterns,” Odede said.
The apiary project is expected to improve household incomes, promote sustainable land use, and build community resilience to climate change, aligning with FLLoCA’s goal of supporting locally driven climate solutions.

Busia County FLLoCA Committee Adopts Sh196.9 Million Climate Resilience Projects for FY 2024/2025

Busia County’s FLLoCA (Financing Locally Led Climate Action) Steering Committee has approved proposed climate resilience projects worth Sh196.9 million for the 2024/2025 financial year.

The World Bank and KfW funded project aims to strengthen the county’s capacity to mitigate and adapt to the effects of climate change across key sectors.

The projects target the most climate-affected sectors, including water, agriculture, environment, energy, health, and disaster management.

The water sector received the largest allocation at 43.7percent , followed by agriculture (23 percent) and environment (20.6 percent).

Energy and health jointly take 7.6 percent, while disaster management receives 5.1 percent of the total budget.

In the agriculture sector, among the proposals include the promotion of county based Juncao grass and reclamation of land for rice farming, marking a shift from the previous year’s emphasis on irrigation expansion.

The water sector will continue to prioritize hybridization, augmentation, and solarization of water infrastructure to ensure sustainability.

Speaking during the adoption meeting, the committee’s chairperson H.E Arthur Odera emphasized the importance of community engagement in the implementation of the projects.

The committee also resolved to establish environment-related cooperatives to promote green production initiatives and strengthen collective climate action within the county.

These projects are expected to boost climate resilience, improve livelihoods, and support sustainable development across Busia County.

FLLoCA TEAM COMMENDS BUSIA COUNTY FOR INNOVATIVE CLIMATE ACTION PROJECTS

A delegation from the World Bank -funded Financing Locally Led Climate Action (FLLoCA) Program Implementation Unit, together with officials from various ministries, departments, and agencies, concluded a two-day visit to Busia County to assess the progress of ongoing climate action projects and provide technical support.

The team toured several project sites and praised the county for implementing initiatives that demonstrate value for money, innovation, and positive community impact.

Notable achievements included the integration of the FLLoCA program with the county’s development priorities, incorporation of water treatment components, adoption of green energy technologies, and effective coordination and management of projects.

The team noted that the projects are not only transformative but also speak to the urgent need for sustainable, locally led climate action.

The delegation underscored the importance of enhancing multi-stakeholder governance to ensure inclusivity. They also emphasized the need for continued capacity building, use of technical expertise, adoption of nature-based solutions, and ensuring the sustainability of the projects as the first phase of the program nears completion.

The visit marks a key milestone in monitoring and strengthening the impact of climate adaptation efforts at the county level.

Today, the County Steering Committee for the Financing Locally Led Climate Action program (FLLoCA) conducted a comprehensive tour of all project sites to assess progress and ensure alignment with the program’s goals.

The visit provided valuable insights into the ongoing implementation and highlighted areas of success and opportunities for improvement.

The Steering Committee commended the progress and the dedication of local stakeholders and emphasized the importance of community engagement and transparency in driving climate resilience and sustainable development.

These projects span across critical sectors that are heavily impacted by climate change, including agriculture, water resource management, infrastructure and environment.

SOLAR-POWERED SOLUTION FOR MUNDIKA WATER FACILITY - RELIABLE SUPPLY

The operations of Busia County's major water treatment facility, the Mundika Water Supply, have greatly been revitalised through the Financing Locally-Led Climate Action (FLLoCA) program, enhancing service delivery to residents.

Through FLLoCA, the facility has successfully rehabilitated two of its main water pumps that supply water to Busia town and Matayos.

Installed 108 solar panels of 560 W each with invertors of 75 kW, allowing it to transition from a traditional grid power system to a hybrid energy setup.

The old solar power system has also been improved to a hybrid from grid-tie system which runs on 400 kW panel.

This has improved the discharge of the two pumps of 55 and 22 kW respectively to 155 m³ per day to storage tanks and supply from 2100 m³ to 4500 m³ of water in a day.

The main challenge experienced previously was unreliable electricity to start up the system's smart controllers and now with or without the mains electricity, the system is still able to run efficiently.

The solar power upgrade has significantly reduced the facility’s dependence on the national grid, addressing long-standing issues of unstable electricity and high operational costs saving the County Government a monthly bill of about Ksh. 2.5 million.

As a result, Busia residents now enjoy a more reliable and consistent water supply — a major step forward in improving public health and climate resilience in the region.

PHASE TWO CLIMATE PROJECTS IN PIPELINE AS BUSIA MEETS FLLoCA TARGETS

The Busia County Climate Change Steering Committee has deliberated on a new set of climate change projects set for implementation in the 2024/2025 financial year.

This follows a positive Annual Performance Assessment report by the Financing Locally-Led Climate Action Program, Kenya (FLLoCA) Project Implementation Unit (PIU), Busia having met all minimum performance conditions and qualified for a second CCRI grant for the 2024/2025 fiscal year.

The proposed interventions (33) are part of a broader five-year County Climate Change Action Plan, developed through a Participatory Climate Risk Assessment (PCRA) conducted across all 35 wards in the county.

Through the Chair, Deputy Governor Arthur Odera, the committee emphasized equity, prioritizing regions and communities most vulnerable to climate risks. The proposed projects aim to deliver high-impact, community-led solutions to address challenges across sectors most affected by climate change, including agriculture, water, environment, and disaster management.

Among the key interventions proposed for the upcoming phase are the strengthening of early warning systems to better alert residents and farmers of climate hazards, and the capacity building of local stakeholders to enhance climate resilience.

In phase one, Busia has implemented 19 climate actions funded through a KSh 217 million Climate Change Resilient Investment (CCRI) grant from the World Bank, under FLLoCA program.

The proposed initiatives are expected to build on the successes of phase one and enhance the county's preparedness and adaptive capacity to climate change.
