RE: Clarification on Allegations Against CECM Raymond Kinyua and Jamal
We have taken note of recent statements and actions by members of the Embu County Assembly targeting CECM Raymond Kinyua and Jamal. As Defender Squad, we find it necessary to address the public and present factual clarifications regarding these claims.
First, we strongly believe that the ongoing attacks are driven by political intimidation, extortion, and blackmail by a small group of individuals who feel excluded from benefiting improperly from county operations. There are credible concerns that certain actors previously engaged in irregular dealings are now attempting to exert pressure after being denied such opportunities.
Second, it has come to our attention that attempts have been made to coerce CECM Raymond Kinyua into facilitating the acquisition of land under questionable circumstances. We wish to state unequivocally that such demands are unlawful and cannot be entertained, regardless of positions held within county committees.
Third, the land matter repeatedly referenced is privately owned property, with clear documentation dating back decades, including a survey plan from 1961 and a lease issued in 1978. All relevant legal documents have been duly submitted by the property owners’ legal representatives. Efforts to link CECM Raymond Kinyua to this matter are therefore misleading and malicious.
Fourth, it is important to clarify that the County Executive Committee Member for Lands does not have jurisdiction over private land disputes. Such matters fall under the mandate of the Land Registrar and the National Land Commission. Notably, CECM Raymond Kinyua has never been formally summoned in relation to these allegations, further underscoring the lack of substantive grounds.
Finally, the principles of fair administrative justice require that any individual facing allegations be accorded a fair hearing. In this instance, no such opportunity has been provided, raising serious concerns about the integrity and intent of the process.
We urge the public to remain guided by facts and not speculation. Defender Squad will be issuing a comprehensive update and will invite members of the press to review verified documentation and evidence for independent scrutiny.
