Education officials move to tame school unrest

The Ministry of Education has issued guidelines to tame unrest in schools and indiscipline cases among students.

The ministry has directed school heads to convene a crisis meeting with boards of management to address security in boarding secondary schools.

Basic Education Principal Secretary Belio Kipsang directed the principals to call the meetings by February 15.

Principals of secondary schools who do not live within the school vicinity are now expected to live within the school compound to monitor the learners.

“Each school must convene a board meeting by February 15, 2021 to discuss and assess security and put in place preventive measures. This should be communicated to respective county education boards,” said Dr Kipsang in a circular dated February 2.

Dr Kipsang also directed county directors of education to convene county education board meetings by February 25 to address indiscipline among students.

State extends e-passport migration deadline by 10 more months

The government has extended the deadline for migrating to the e-passport by another 10 months due to disruptions arising from the Covid-19 pandemic.

Interior Cabinet Secretary Fred Matiang’i made the announcement on Thursday, saying the new deadline is December 31.

“Starting January 1, 2022, the old dark blue passport will be null and void and no Kenyan will be able to travel internationally without a valid East African Community biometric e-passport,” he said.

Kenya has been phasing out the old-generation passports as part of a binding commitment to migrate to the new EA e-passport.

CS Matiang’i explained that at the height of the pandemic, the Directorate of Immigration Services scaled down its operations in an effort to mitigate the spread of the virus.

“To make up for the disruption in service, [I have] extended the deadline for voiding the old passport by a further 10 months,” he said.

Cabinet recess set for December 22 to January 3

The office of the President has announced that the end-year Cabinet recess will begin on December 22 and end on January 3.

In a statement dated December 18, Head of Public Service Joseph Kinyua said scheduled presidential engagements will continue uninterrupted.

Mr Kinyua said the calendars of the National Security Council (NSC) and the National Security Council Advisory Committee (NSCAC) will also be observed as planned.

"The Cabinet, Cabinet committees and technical committees will not have any scheduled engagements unless directed by President Uhuru Kenyatta, for urgent business, cases of national emergency or any other exceptional circumstances," he said.

Cabinet members excluding those in the NSC and the National Emergency Response Committee on Coronavirus will be allowed to take leave, subject to the President's approval.

Suspected poacher loses attempt to block extradition to US

A 60-year-old Kenyan believed to be a poaching kingpin and wildlife trafficker has lost an attempt to block the government from extraditing him to the US for a criminal trial.

Milimani chief magistrate Martha Mutuku said the application by the State to extradite Mr Mansur Mohamed Surur alias Mansour had merit as the Director of Public Prosecutions (DPP) had proved that the suspect was a fugitive.

Mr Mansour, who in court looked weak and frail, will be repatriated and surrendered to the US authorities after 15 days.

Court documents produced by the prosecution indicate that he is a dual citizen of Kenya and Yemen. He is wanted in the US for prosecution in relation to at least five criminal offences involving illegal trade in ivory and money laundering.

The crimes involve the illegal poaching of more than 35 rhinos and over 100 elephants, both protected wildlife species, valued at more than Sh700 million.

KeRRA ranks poorly in building of rural roads

The Kenya Rural Roads Authority (KeRRA) was ranked poorest among the road agencies in the utilisation of the funds milked from motorists for road maintenance.

The Kenya Roads Board reports on the use of the fund motorists contribute to help keep roads in good condition shows that the rural roads agency had only achieved 28 per cent of the planned maintained works for the period to June 2020.

“By the end of the reporting period, KeRRA had budgeted to maintain 28,837 kilometres of roads but had managed to maintain 8,063 kilometres or 28 per cent of the target,” read the report by the road’s regulator.

The score is much lower than other agencies including the Kenya Urban Roads Authority, which had set out to maintain some 1,796km of roads but maintained 1,170km or 65 per cent of the target over the same period.

Senate begins hearing on Governor Sonko’s impeachment

A team from the Nairobi County Assembly has Wednesday morning arrived at the Senate with pomp and colour as Nairobi Governor Mike Sonko’s impeachment trial begins.

The assembly entourage, led by Minority Leader Michael Ogada, the mover of the impeachment motion, has a team of five lawyers.

Mr Ndegwa Njiru, the lawyer who gained fame when he represented Kirinyaga County Assembly during the hearing of the impeachment against Governor Anne Waiguru in the Senate in June, will lead the assembly’s legal team.

Other members of the team include Majority Whip Paul Kados, Minority Whip Peter Imwatok and his deputy Moses Ogeto.

Governor Sonko also arrived at the Senate together with his team. He is facing four charges for his removal as governor. The charges include gross violation of the Constitution and other laws, abuse of office, commission of crimes under the national laws and lacking the mental capability to run the county government.
