OPERATION RESTORE HOPE TO ISIOLO COUNTY

*THE LIES THAT BIND*

Listening to the senator of Isiolo county on Radio Shahidi last night appealing to the residents of Isiolo to take up their role in the running of affairs in their county seriuosly is akin to a mother who is nurturing her children and wants ensure that when they mature they will know exactly what is required of them.
It took months of agonizing investigation to get to the bottom of this enquiry-
"Relationship between Isiolo county and the KMTC"

It beats logic when we hear that the county government is claiming to have entered into an MOU with KMTC and several questions pop up immediately when they claim of the following-
1.That they have entered into a mutual agreement to
1.supply Isiolo county with staff on a first priority after they graduate.
2.30% of student population must come from isiolo county.
3.Share intellectual information between them.
4.Assist KMTC to develop its campuses in and around Isiolo county by donating land.
5.Enter into financial arrangements.

KMTC has no obligation at all towards Isiolo county and should not be confused with a village polytechnic under tetiary institutions run by the county government. As an independent training institution with its own adminstration and budget the KMTC does its own spending on matters education,recruitment,construction,and administration.Therefore the MOU between Isiolo government and KMTC is nothing more than a mutual agreement between two government arms and is not anchored in any law at all.This therefore means that the isiolo county government did not "SPEND"any coin at all in KMTC and if at all the claims that Isiolo county spent any money at all on construction of classes at KMTC the county government of isiolo should be taken to task by residents to refund that money with immediate effect.

Isiolo county did not spend a single coin in KMTC.

Isiolo county government should not put their sticky,corrupt fingers and meddle in the running of KMTC.

Isiolo county government did not and cannot donate any land to KMTC .where KMTC stands now and in any spot in isiolo county is and shall remain public land.

Isiolo county should stick to their role of provision of medical services since medical services is a devolved function and so far the county government has failed to do so.If the County of Isiolo needs to enter into any MOU with anybody,institution it should follow the right procedures and utilize the services of its legal officers who are well versed with it.Such an MOU exposes isiolo county's lack of basic knowledge and further to how inept its officers are,this leads back to how the governor has incapacitated himself by having employees who can't come up with a binding and better worded document to effect a proper agreement.

*Isiolo county referral hospital,a haven for malpractices and poor management of patients.*

I took a serious and in-depth analysis of how Isiolo county referral level 4 hospital is offering services to the general population of isiolo,a good example is the casualty case of one adult male and child aged 11 years brought to the emergency room at around 11.30 pm two weeks ago suffering from bullet wounds,inflicted by bandits,one on the "masguembe" and another on the stomach,a through and through wound.Its now almost two weeks and the pictures we are getting on face book from the management of of the patients is wanting and am asking why are the medical personnel mismanaging simple through and through wounds,why are we witnessing total and blatant misuse of the county resources on management of simple wounds,why are we putting aside the humanity and the hypocratic oath to serve no matter the statuer,class, and the political affiliation of the patient,the CEC of health has to step in this or we shall sue the isiolo general hospital for negligence and poor management of patients,we cannot allow professional negligence and poor management to continue to make it impossible for patients to get proper medical care in our hospitals.I challenge the county government through the chief officer Alio Ibrahim and the CeC of health-Wario Galma to come clean on matters health in isiolo county,just get to know this,mulika iko kwako this week.

INSECURITY IN ISIOLO, TURKANA SOUTH AND BARAGOI IN SAMBURU NORTH

I take this opportunity to strongly condemn the recent wanton loss of life occassioned by the Perennial cattle rustling between the pastoralist communities of samburu and Turkana in Isiolo county.I refer to it as perennial and we'll timed.Since we had taken time to inform the security committee about the cycle that occours during this period of drought and circumcision of the samburu community, the continued deaths and destruction by bandits from Garissa in the borders of isiolo and Garissa,led by the CC of Isiolo Mr.Herman Shambi,but it looks like as ussual it's the wait and see scenario and knee jerk reaction, in Turkana south specifically Kapedo in Turkana county a total of 6000 households have been rendered refugees as a perennial insecurity culprit has targeted the Turkana community living there. The wanton destruction of property and death visited by the bandits from Pokot county is wanting in that it is now a clear case of displacement by either the state sponsored Pokot cattle rustlers or interested party in the resources famed to be available in vast quantities in that area.The failure by government to provide adequate security in both cases has raised the question of whether the government is party to this or is exercarbating this problems for the benefit of a few individuals.The killings and displacement in kapedo are not new and very recently the government conducted a disarmament programme which was stopped in its tracks by Hon.Gideon moi and Hon. Asman K**a who have shown an appetite for acquiring huge tracks of land in kapedo.The government has failed to provide security which is a basic right enshrined in the bill of rights.The burning of a chiefs home in Bungoma must be a wake up call to the CS internal security Mr.Fred Matiangi,your two pronged approach is not working in resolving conflicts in Kenya's hot spots,you are a civil servant and have been entrusted with the most sensitive docket of internal security.The common denominator here is the Turkana,and we ask why is,why?Does security end with the Turkana or are they lesser human beings in Kenya,wherever the Turkana are it's insecurity that follows and the worst part of it is that they are ussually not the aggressors,we ask why?

The last 18 years of the legacy being purported be peaceful,in the misrule of the Isiolo Mugabe, Let me give you a quick development and delivery points you need to consider

1. What is your governor saying about certain matters such as a roads,hospital,tribalism and poor leadership,one role that he has to do is about about this problems to the central government,has he done that on behalf of the Isiolo people

2. What is he saying about a bad road/school on your area. The people didn't elect A STOOGE so that when we have a problem we go looking for a bloggers who actually do two jobs,one to criticize the governor and another group to defend him. Why was he elected? He "MUST"shout out our problems if he can't solve them .

3. The governor is aware of what is afflicting the people of isiolo, his major role is to find solutions and if he can't then he has to shout about them even on national TV to be listened to.

The governor of Isiolo county has failed and forgotten that he is answerable to the people who elected him to ofice,he doesn't consult any more,he has his own blue print of what Isiolo needs which makes him a liability to the residents of isiolo county blue prints are changed according to the prevailing conditions.
The MCAs of Isiolo county must be prepared to answer several questions from the electorate when they come back to the them to ask for votes again,since it's their responsibility to question the governor on expenses,but since they failed to do their oversight role and participated in the looting of this county,let it be known that the first casualty of the 2022 will be the Mugabe of Isiolo followed by his footsoldiers,the MCAs ,

'They asked me to comment on the discrepancy between the empowerment of boy child versus girl child and I asked: on a typical evening in most families what is happening? The daughters are home with their mothers being coached about life and how to run a home. But the sons? They're just scattered anywhere and the fathers are in their caves: clubs, football dens, hotels and 'meetings.'
If this happens 365 days, one year, ten years, twenty years and then the daughters and the sons are now adults, what is the cumulative effect? The daughter is taught and grounded, while the son is scattered and confused. How do you expect this kind of son to compete with this kind of daughter in the real world?
The solution then is simple. As a man once you come from work go home. Don't go to the club or the fellowship or the meeting. Go home. Go spend the evening with your children. It's those moments that make life. Of course you will occasionally go attend to those other matters, but your daily routine should be going home after work.
A lot of us men confuse parenting with heroic acts, yet parenting simply means befriending your children and mentoring them through day to day life. If your children can say 'my daddy is my buddy, my inspiration,' you've won the game of parenting.

Lotiki area in Burat ward contributes a huge percentage of revenue generated in isiolo county,in a month more that 700 lorries carry sand fo building to Isiolo,Meru and Laikipia counties and each lorry pays cess worth KSHS.2500/- per trip.This translates to KSHS.1,750,000.00 per month to the coffers of the county government,but since independence lotiki and other areas of Burat ward have not experienced development ,each year it's promises above promises that roads,schools,health and social amenities will be fixed,it's stories of "yes we have factored the improvement of roads in the current budget but it has been removed due to pending bills and the MCA has no clue of how to make sure that the designated money is utilized for the intended purpose.This our resource and we have to benefit from it Therefore the residents of lotiki in Burat ward of isiolo county have issued a decree that Isiolo county should not collect any revenue from this lorries.If they want to collect they have to first account for all the money that they have collected from lotiki area and how it was utilized.without that "STOP COLLECTING SAND CESS"from lorries.A clear picture is emerging that the design of "UNYANYASAJI" was deliberated and effected in our ward.REFUSE REJECT AND REPOSSES OUR RIGHT TO DECIDE IN ISIOLO CPUNTY

IWASCO-A LOSS MAKING ENTITY IN ISIOLO COUNTY DEPARTMENTS

It beats any bussiness sense to have a loss making entity as part of your revenue generating entity
IWASCO has in the last half financial year reported that it has not made any revenue at all,this simply means that-
1.The residents of Isiolo county did not pay for water.
2.There was no water meter connection in isiolo county
3.There was no charges for any water pumped from boreholes and water tracking at all
4.That there was no major water works undertaken in isiolo county that warranted collection of revenue.
In the last 5years since IWASCO was incorporated as an independent entity it has been dogged with all manner of corruption from water meter connection to revenue collection.The running of this entity is solely the Governors responsibility,and having such is a liability.Bussiness sense dictated that the we look deeply and find out what really happens.Is the governor complacent in its running down,is the management upto task,are they qualified,are they aware of the new trends of managing water companies.The management is running down one of the surest stable source of revenue generation in isiolo.This is a clear case of mismanagement being tolerated by the Governor of Isiolo county,H.E.Dr.MAK.The continuous laxity in cracking the whip on IWASCO is what is making us ask the question about managerial skills by our governor.
1.Is the perennial water shortage a stage managed PR exercise
2.Is the management of IWASCO upto task
3.Is incompetence rearing it's ugly head in the management of this important entity

This are just some of the issues that we raised over the years,today it's almost four years down the road and nothing has come and been dispensed with-

1- Isiolo market was brought down, the "wafanyi biashara" were moved to Baraza park and half of it was taken away by a known person, todate the construction of the market is 50%,the contractor does his job on piecemeal as he wants.Informationat hand is that the government has already paid 70% of the 340 million to completion

2- Isiolo stadium- Four years down the road the stadium still looks like a broken pot,construction is nit ongoing,I have observed that also the contractor does his job on a pro rota system,
3 -Isiolo wabera primary school playing ground is now a highway since the perimeter wall collapsed in October,as far as we know it,it's the responsibility of the CDF to repair,it's mute from the MP
4. isiolo badan shiida, sericho environs and all the land under the new mines discovery, given to a private mining company without due considerations to the peasants who have been making a living on the said land through small scale mining. Without involving the community for any consultation with the affected community.

5-Isiolo abattoir- last year we had been told that the abattoir will be ready and operational by February 2021,the whole of the NFD is eagerly awaiting this flag ship project that has so far "eaten"KSHS.1billion and it looks like it will "eat",to help with the offtake and export of meat and it's products,looks like we shall have to give it another 5 years to completion
6.The isiolo county assembly chambers.This is a project that was never discussed with the people of Isiolo county,the speaker without consultation pulled down the former chambers and started to build a new one at a cost to the county at large,this is a waste of public resources.
6.The construction of the Governors Ofice.The former Governor had undertaken to build the seat of power away from the town but it looks like the current governor has completely shunned what he had done and made it his sole purpose to rebuild and rebrand isiolo county.This so far has not been completed just like the others.
It's imperative to note that all of this projects should not have taken place at the same time,they should have been staggered and alot more to have been taken to service delivery.
We have been asking questions and will continue to ask questions on other projects that were undertaken by the current county government and find a conclusion.Issue of pending bills is still plaguing this county government and till today it's pulling us back.
Question,ask and get answers,that's our responsibility as a voter ,

A very wrong perception is being created by the proponents of BBI that the all important decision of making sure that BBI passes in the county assemblies lies solely on MCAs,MPs,Women Reps,Senators and Governors,what a wrong idea,It's not the work of the these elected leadersto convince anybody to vote yes or no to BBI. They should facilitate the dissemination of the information regarding the BBI document nothing more nothing less.this is the role of the this elected leaders-inform the voters about the document and then"LISTEN"to what the voter will tell them to do with their vote.The proponents of the BBI want to remove the all important role that voters will play on this plebiscite and concentrate on peace meal corruption of promising MCAs car grants and funny monies.The spirit of the Kenyan constitution passed in 2010 gave the voter the major role of decision making "RESERVED"for the voters.That right is enshrined in this constitution and should not be abused by the proponents and opposers of this document.Its not the role of the MCA's to come to to ask for you to vote but seek counsel from you,in-fact if they come to convince you about voting for it or not,there's no way they can take that responsibility from us the voters ,just chase them out of your ofice(home),how can an employee come to direct you on what to do,how can an employee come to tell you what to do while he knows what he is asking you to do will surely sink and destroy you. Reclaim the role and worth of your voters card by taking the role of decision making from this corrupt and inefficient voting robots,let's do our civic duty
