I joined Hon. John Munyes Kiyong'a, President's Special Peace Envoy for the Ateker Region and the Turkana leaders, for a meeting with H.E Maj. (Rtd) Dr. Jessica Alupo, Vice President of the Republic of Uganda, aimed at resolving an impassè arising from the killing of Ugandans that occurred in Moroto District in 2022, which resulted in incarceration of Turkana herdsmen currently being held in Uganda correctional facilities.

This is a follow-up discussion of the direct engagement between H.E. President Dr. William Ruto and his counterpart H.E. President Yoweri Museveni on this matter, to which the Turkana leadership expressed deep appreciation.

The Vice President, on behalf of H.E. President Yoweri Museveni and the Government of Uganda, thanked H.E. President Dr. William Ruto and the Government of the Republic of Kenya for taking the courageous and principled step of formally engaging Uganda through this high-level diplomatic initiative, and lauded President Ruto’s decision to send a Special Presidential Envoy with a personal message to President Museveni as commitment to healing the wounds caused by this tragic incident.

Uganda recognizes and deeply appreciates with the concrete actions Kenya has already taken, including the acceptance of the π˜–π˜¬π˜Άπ˜¬π˜’π˜³π˜’π˜£π˜’ blood settlement framework, and the commitment to formal compensation to the bereaved families.

I reaffirmed Kenya’s commitment to the bilateral MoU and Resource Sharing Agreement, an institutional framework that allows pastoralist communities in Kenya and Uganda (Turkana, Teso, Pokot and Karamojong) to share water and pasture to survive recurring droughts, while outlining peace-building and conflict-reduction measures.

Present were Uganda 1st Deputy Prime Minister and Minister of East African Community Affairs Hon. Rebecca Kadaga, Kenya's Deputy High Commissioner to the Republic of Uganda Amb. Kipkosgei Toroitich, Turkana County Governor H.E Jeremiah Lomorukai, Turkana County Woman Representative Hon. Cecilia Asinyen, Turkana West MP Hon. Epuyo Nanok, Loima MP Hon. Dr. Protus Akujah and County Assembly of Turkana Speaker Rt. Hon. Charles Lokioto among other delegates.

Gulf Energy E&P BV has unveiled plans to invest KSh774 billion (US$6 billion) in the South Lokichar Oil Project in Turkana County β€” with oil production targeted to kick off by December 1, 2026.

Speaking before the Joint Parliamentary Committee on Energy, Chairman Francis Njogu described the project as Kenya’s largest privately driven upstream petroleum investment, pledging world-class operational and environmental standards.

Company CEO Paul Limoh and Country Manager Franklin Juma highlighted major expected benefits:
