The Controller of Budget Ms Nancy Gathungu has stated that the national government had pending bills amounting to Kshs. 623 billion and Kshs. 516 billion respectfully in the FY 2022/2023 and 2023/2024.
These are unpaid goods and services procured by MDAs and SAGAs represententing the government. In our engagement with the CS Treasury CPA Hon. John Mbadi on Monday, we asked what were the structural barriers stopping money circulation in the economy and limiting purchasing power to the grassroots community.
It is our considered view and position that, more often than not, pending bills which my friend former Bunge La Mwananchi Johnmark Ababu took time to comment on during the session at Jivanjee Gardens, are not getting the national attention they deserve.
Pending Bills are part of NATIONAL PUBLIC DEBT and should be treated as such. There's a whole supply chain getting broken by government's non-payment of pending bills resulting in cash crunch in the grassroots economy, reduced household incomes hence less purchasing power, and ultimately slowly economic growth.
GEC - Grassroot Economic Congress proposes a commencement of a national conversation on pending bills. We cannot have a system where only politically correct firms/companies get paid for supplies in government while the rest wallow in depression chasing payments in government corridors.
