DR Congo and Rwanda Sign Peace Deal in Washington, Supported by the U.S.

In a landmark development, Rwanda and the Democratic Republic of Congo (DRC) have signed a long-awaited peace agreement in Washington, aimed at bringing an end to years of conflict in eastern DRC. This deal also paves the way for U.S. access to valuable mineral resources in the region.

The agreement was signed at the U.S. State Department by the foreign ministers of both countries and outlines strategies for disengaging, disarming, and potentially reintegrating armed groups operating in eastern Congo. While many details are still under wraps, the key points emphasize a ceasefire, respect for territorial integrity, and support for the safe return of refugees.

U.S. President Donald Trump, along with key American officials, hailed the agreement as a “tremendous breakthrough,” calling it a new era of hope for Central Africa. Congolese President Félix Tshisekedi expressed profound gratitude to Trump, describing the deal as Congo’s most significant diplomatic achievement in over three decades.

This peace accord comes in the wake of escalating tensions between the two nations, particularly after M23 rebels—thought to have support from Rwanda—seized important towns in eastern DRC earlier this year. Rwanda, however, denies any involvement, asserting that its military presence serves as a defense against Hutu-led groups like the FDLR.

While the agreement mentions "disengagement," Rwanda’s foreign minister insisted it does not formally call for troop withdrawal, which has been a major sticking point in negotiations. In contrast, DRC officials argue that the deal implicitly includes terms for the withdrawal of Rwandan troops.

The truce faces several significant challenges ahead, including the disarmament of rebels, the return of displaced civilians, and the verification of military pullbacks. Observers remain cautious given the failure of previous peace initiatives, including an Angola-mediated deal that collapsed earlier this year.

BREAKINGNEWS: Recent talks between Sudan and South Sudan over revising transit and processing fees for South Sudan’s crude oil exports ended without a final agreement, officials and technical sources said.

Landlocked South Sudan relies on Sudan to export its oil through Port Sudan on the Red Sea, paying transit fees. Exports had only recently resumed after a nearly yearlong suspension due to pipeline damage from fighting.

Sudan’s war between the military and the paramilitary Rapid Support Forces, which began in April 2023, has killed tens of thousands, displaced 13 million people and destabilized parts of East Africa.

Though neither side disclosed the talks’ agenda or outcome, sources told Radio Tamazuj that Sudan proposed adjusting export fees related to logistics at the Bashayer oil terminal. Despite high-level meetings in Port Sudan, no final deal was reached on revising transportation, processing and export fees.

“There will be more follow-up meetings in Juba and Port Sudan to finalize the discussion on crude oil matters,” one of the sources said.

Sudan’s Energy Ministry Undersecretary Muhyiddin Naeem told state media over the weekend that discussions were held in a “positive and transparent atmosphere,” with both sides addressing financial and technical issues. He stressed Sudan’s role as South Sudan’s strategic oil transit route, calling the sector “sensitive” and unable to afford disputes.

A Sudanese Energy Ministry source said negotiations covered crude volumes, domestic consumption and operations of the PETCO pipeline, which currently pumps about 28,000 barrels per day (bpd), half for local use. South Sudan’s delegation reportedly did not dispute the technical figures presented.

A South Sudanese delegation, including senior oil and finance officials, visited Port Sudan over the weekend to discuss restarting the pipeline, which has been shut since February 2024. While no full agreement was reached, technical sources said limited crude shipments have resumed as a preliminary test. Before the shutdown, the PETCO pipeline transported around 90,000 bpd.

Oil fees between Sudan and South Sudan are governed by a 2012 agreement, with South Sudan paying $1.60 for processing, $8.40 for PETCO transit and $6.50 for Petrodar transit, plus a $1 sovereign fee and $15 per barrel in transitional financial arrangements.. For the transitional arrangements, Juba has paid more than $2.5 billion of the $3.028 billion owed, leaving a $500 million balance.

In the recent meeting, Sudan proposed splitting fees into three updated categories post-war: transit, processing (adjusted for crude quality) and export fees tied to Bashayer logistics. A PETCO source said full oil resumption requires repairs, securing conflict zones and a clear timeline.

South Sudan’s delegation inspected pumping stations before returning to Juba but provided no details, only posting on Facebook about discussions on “mutual cooperation.”

Last year’s crude oil export suspension hit South Sudan’s oil-dependent economy hard. The country retained 75% of Sudan’s oil reserves after gaining independence in 2011.

The crisis comes amid political tensions in South Sudan, where Oil Minister Puot Kang Chuol — an ally of detained First Vice President Riek Machar — was arrested in March.

BREAKING NEWS: A 45-year-old man identified as Bak Wol Koor was fatally attacked and killed by a hippopotamus near a riverbank in Mayen Payok payam in Gogrial West County of South Sudan’s Warrap State.
Local police said the deceased was alerted to the presence of a dangerous hippo by two young boys before the attack, which took place on Wednesday around 6:00 PM.

James G*i Akuein, a police officer stationed at Mayen Payok payam, provided details of the incident in an exclusive interview on Friday.

He explained that the two boys had crossed the river when they spotted the hippo, which appeared aggressive and likely to attack. Alarmed, they rushed to the other side of the river, where they encountered Koor and warned him of the animal’s threatening behaviour.

As Koor stood at the riverbank, absorbing the boys’ account, the hippo suddenly emerged from the water, attacked him, and inflicted fatal injuries before fleeing back into the river’s depths. Despite efforts to locate the animal, it did not retreat to nearby haffirs—dug pools used for road construction sand extraction—and could not be found.

“This devastating event happened around 6:00 PM when the hippo surfaced from the river,” G*i recounted. “The boys saw it, ran to the other side, and met Bak Wol Koor, who tragically died from the injuries inflicted by the hippo.”

G*i noted that this incident marks the third recorded hippopotamus attack in Gogrial West County, raising significant concerns among residents. The growing frequency of such encounters has instilled fear in communities living near rivers, particularly during the rainy season when flooding is common.

G*i emphasised the need for heightened vigilance among the local population, as wild animals like hippos and crocodiles become more active and dangerous during periods of flooding.

“These incidents are more prevalent when rivers swell, making those living along the riverbanks especially vulnerable,” he said. He urged residents to stay cautious and avoid unnecessary risks near water bodies known to harbour such wildlife.

Wildlife authorities have also issued guidance, encouraging the public to report any sightings or incidents involving dangerous animals promptly. They strongly advise against taking matters into their own hands by attempting to kill wildlife, as this could undermine conservation efforts.

The Ministry of Wildlife is actively developing strategies to promote wildlife conservation, with the long-term goal of fostering a sustainable tourism industry in South Sudan, a nation still in its early stages of development. By protecting its unique wildlife, the ministry aims to position tourism as an attractive and economically viable sector.

G*i reiterated the importance of community awareness, stressing that residents must remain proactive and alert to avoid further tragedies. As flooding continues to heighten the risk of encounters with hippos, crocodiles, and other wildlife, local authorities and wildlife officials are calling for cooperation to ensure both human safety and the preservation of South Sudan’s natural heritage.

GOVERNOR LOUIS LOBONG LOJORE ARRIVES AT THE CAPITAL OF KAPOETA SOUTH COUNTY.

Today, June 27, 2025, Eastern Equatoria State Governor H. E. Louis Lobong Lojore arrived at Kapoeta airstrip this morning to attend the announcement of the cholera vaccine schedule for tomorrow, June 28. where two National Ministers will be present.

Upon his arrival, hundreds of citizens, politicians, and organized forces headed by HW. Abraham Lotede of Kapoeta Municipality warmly received and escorted him to the Kuleu Hotel.

At the Hotel H.W., the mayor and Hon. commissioner briefed the Governor about the security progress of Kapoeta municipality and the county as a whole. “The Municipality of Kapoeta has been relatively calm for a month now, and minor crimes have reduced,” Abraham said.

However, the Kapoeta South commissioner stated that, except for a few documented instances of livestock raids between Toposa and Didinga, the county's security has been normal, and the number of cholera cases has decreased. What's more catastrophic is the lack of rain.

The Governor noted the security report and asked everyone to prepare for tomorrow's reception of the two Environment and Health Ministers, particularly women and young people, at the briefing.

He concluded that everyone involved has to stay busy getting ready for tomorrow's event and thanked the public for the reception.
