The recent attacks on government network infrastructure is not something unexpected. Whether true or it's just regular system maintenance it's what you get for only hiring developers that focus more on product delivery and deadlines than quality. Most developers in Kenya can only program at application level. That is a few database calls here and there and updating some UI. The solution to this menace is a government should have its own technology stack. By this I mean. No windows purely for reasons it's proprietary. Second. They should already have developers that fix any bugs and modify the Linux kernel to fit their requirements . A good developer will imeddiately set triggers for when multiple connections are coming in especially the worst one is TCP half open connections which with Linux and good programming you can detect immediately and start rate limiting or even ban those IP. But now you have nginx or Apache plus some application server plus firewall plus a dozen other things running on top of Amazon or whatever platform you are using. It's not sustainable nor wise for government. Build a webserver from scratch. Control every network connection, be able to block ip addresses directly from your application layer... Be able to rate limit speeds for each connection if need be. Maintain a constant IP visit list and any activity by each. Half of this things unless you have extreme Linux and kernel development are impossible. But they give the power and control needed.
