( PUNITIVE BILL )

The Public Transport (Motorcycle Regulation) Bill was finally tabled in the National Assembly on Feb 12th.

Highlights:

·There shall be a County Motorcycle Transport & Safety Board

·Anyone who wishes to operate a motorcycle for commercial purposes will be required to register with the respective County Executive Committee Members & pay the prescribed fee

·The County Executive Committee Member shall submit a register of licensed operators every 3 months to NTSA

·Every owner of a motorcycle shall ensure it is fitted with a tracking device, approved by the County Executive, that allows for real time identification of the location

·Anyone who owns a motorcycle for commercial purposes shall register with a Cooperative Society recognised under the Cooperative Societies Act

·Every owner of a motorcycle registered for commercial purposes shall not permit any person to ride their motorcycle unless they hold a valid driver's/provisional license in respect of that class of motorcycles & a valid written employment contract

·Every owner shall issue a rider with 2 helmets that comply with KEBS standards & are of the prescribed colour & 2 reflective jackets of the prescribed colour

·Every rider of a 2-wheeled motorcycle shall ensure a load exceeding 50kgs & an adult passenger are not carried at the same time

·Every passenger of a 2-wheeled motorcycle shall ensure they properly wear a helmet & reflective jacket whenever being carried

·A child who is less than 13 years old may be carried together with an adult passenger provided they are seated between the rider & the passenger

·Anyone who rides a motorcycle on a pavement or pedestrian walkway or in any other area not designated shall be liable to a fine not exceeding Kes 20,000 or a jail term not exceeding 6 months or both

·Any rider who participates in ganging up with other riders to intimidate, threaten or harm another person shall be liable to a fine not exceeding Kes 100,000 or a jail term not

SNEAKING INTO THE MASTER'S BEDROOM
CHAPTER 7

Even when Mrs. Sahbin returned from her trip abroad, she was too busy to notice that her husband was sleeping with her maid.

But one day she was lonely in the office only to realize that it has been two weeks since she returned home from abroad and her hubby has not touched her. He had not even tried making love to her. Then she was a little worried and dialed her friend's number,

"Hello, Mrs. Fonyeh,"

"Since you returned from abroad you didn't care checking on me my dear,"

"I will, but I am worried,"

"Worried?"

"Yes,"

"About what?" Fonyeh wondered, then she opened up, "About my husband,"

"What about Sahbin?"

"It's strange ever since I returned home from abroad after spending almost a month abroad it's been two weeks since I returned and my husband has not touched me,"

"What do you mean by, he has not touched you? But that is what you've always wanted right?"

"Of course not, I want my husband. He has not even made any moves,"

"Maybe he is sick,"

"I don't think so. He is fine and seems very happy,"

"I hope it's not what I am thinking," Fonyeh's thoughts made her curious,

"What are you thinking?"

"He may be seeing another woman since you are never there."

Mrs. Sahbin wore a worried face, and said nothing while her friend was asking on the other side of the line,

"Are you still there?"

"Let it not be my husband is cheating on me with another woman,"

"I warned you,"

"He doesn't have the right,"

"Don't blame him. You took your job more important to his needs,"

"I will k1ll someone if I find out my husband is cheating on me."

That was when she realized she must have gone too far, but within her thoughts she muttered to herself,

"I am his wife and the minister there is no way my husband can leave me for a cheap slut. He will come around but I must find out which woman is distracting his mind."

Some hours later, by 3:20 pm, Amanda called Henry and informed him that she was coming to his house soon.

She couldn't wait any longer as Henry had promised to provide all the answers she had sought all those while and she was prepared to face the consequences of the actions she took.

She quickly dressed up, closed the house, and left without her car.

A few minutes later, Amanda got to Henry's place.

Henry who was already waiting for her in his house welcomed her warmly. She sat on his reading chair while Henry sat on the bed.

They were both excited to see each other.

It wasn't clear whether Henry was supposed to be at school then but for the sake of Amanda, he can forfeit his lectures just to be with her after many months of being apart.

Henry offered her snacks and a chilled soft drink.

She appreciated him and started taking the edibles little by little.

"How are studies?" Amanda asked while munching some chinchin.

"Fine. I've not been seeing you in school, and the semester is gradually drawing to a close. I hope everything is alright."

"I have not been feeling too well but my friend helps me out. I haven't missed much."

"I'm sorry about that. I hope you are getting better?"

"Yes."

"When you said your friend helps you out, do you mean Gina?"

"Yes, she has been of great help."

Henry became quiet.

"How far your project?" Amanda continued.

"Very stressful, I can't wait to graduate so I can leave this school and face my life."

Amanda laughed.

"It's not funny oo."

"It's well. That's by the way, please tell me those things that I need to know. Let me go back home before my husband comes back."

"Are you sure he will come back early today?"

"You really claim to know a lot. Please tell me about what keeps him away from home these days."

"Are you ready to hear the truth?"

"Why am I here? Henry, I didn't come here for any other thing. Hope this whole thing isn't a prank."

"You know I can't prank you with something as serious as this one."

"Ok
