AN OPEN LETTER REVEALING HOW JOYCE KAMBE MISAPPROPRIATED CASH IN TTC
Hi Kwaela,
How are you? I hope you are doing well. I am name withheld from Taita Taveta County. I got this number from the Kwaela page. There is some information I wanted to share with you on the mismanagement of county funds by some senior county officials since you have been of great assistance to Datuzens in exposing the rot in the county government. Let me thank you for the effort towards ensuring county officials are accountable.
Corrupt Finance County Official
Previously, we have seen you expose the rot in the county government by various county officials, especially in the previous regime. However, you left out one notorious senior county official who oversaw all this mess under her leadership as the Acting County Chief Officer of Finance and Economic Planning. Her name is Joyce Kambe.
Kambe was the accounting officer of the crucial department when all these messes happened under her watch. Therefore, this depicts that she was the facilitator.
Unaccounted Funds
Apparently, during her reign, the county did not submit staff deductions to relevant institutions despite the deductions from employees' salaries.
Consequently, the county employees were in anguish. Moreover, some of them were depressed because the financial institutions blacklisted them. Therefore, they cannot access financial services like loans despite salary delays.
Conflict of Interest
Allegedly, pending bills accumulated during her rein because there was a preference for contractors aligned to the system. This has led to the auctioning and depression of contractors.
Ostensibly, Kambe was also doing business with the county, which is a conflict of interest. These transactions are through proxy companies registered to her husband and close family members. Some of her companies include Taita Hills Enterprises and Taita Foods Limited, among others.
Kambe has accumulated loads of cash, and she is untouchable. Allegedly, she used the money to pocket politicians and senior county officials by distributing it to them.
Money Laundering
Supposedly, the loot was laundered through her husband, a serial entrepreneur with various business enterprises. When this current regime came in, Kambe was among the staff who went on an unpredictable compulsory leave, but she allegedly bribed her way back to the county offices.
It is believed that Taita Taveta County's first lady intervened and had Kambe reinstated back into office. Allegedly, the first lady was the officer in charge of the county audit in the previous Government, where she produced clean audit reports, despite the tremendous misappropriation of county funds. She, therefore, had to protect Kambe, failure to which, it was feared that Kambe would spill the beans.
County Protection
The former CFO has strong connections with senior county government officials and politicians. Her reach includes some powerful people in the assembly who protect her in return for financial favours and deals.
Currently, Kambe is building a Sh50 million residence in Vindo, and they have properties across this county, Kilifi, and Mombasa. Taita Taveta County will not progress well if we ignore such corrupt individuals.
We should not forget Kambe was the supper CFO who ran all the county government affairs during the last regime. During the COVID period, she allegedly managed to amass plenty of wealth. During her tenure, there was mismanagement of many resources. Consequently, the county accumulated pending bills and delayed salaries, and many Datuzens suffered.
