OPEN LETTER TO EACC AND THE OFFICE OF THE DIRECTOR OF PUBLIC PROSECUTIONS (ODPP)
RE: URGENT CALL FOR SPEEDY ACTION ON CORRUPTION AND PROCUREMENT FRAUD ALLEGATIONS AT RIFT VALLEY INSTITUTE OF SCIENCE AND TECHNOLOGY (RVIST)

Dear Sir/Madam,
I write as a concerned member of the public following the disturbing matters contained in the Kenya Gazette dated 31st July 2026, concerning investigations into alleged corruption, procurement fraud, conflict of interest, abuse of office and unlawful acquisition of public funds involving officials and other individuals associated with the Rift Valley Institute of Science and Technology (RVIST).
According to the Gazette, EACC investigated allegations arising from tenders awarded by RVIST to Afripath Care Kenya Limited, resulting in cumulative payments of approximately KSh 39.988 million to the company. The investigations further established allegations surrounding a tender valued at KSh 57 million, irregular evaluation and inspection processes, and alleged transfer of KSh 39.988 million to the Kitutu Chache North Constituency MP. The Gazette further states that the matter was forwarded to the DPP with recommendations for prosecution.
These are extremely serious allegations involving public resources and an institution that exists to serve Kenyan students and the wider public.
What is even more concerning is the apparent pattern of alleged manipulation of procurement procedures, falsification of records, failure to disclose conflicts of interest and abuse of public office. If these findings are ultimately proven in court, they represent not merely administrative failure but a serious betrayal of public trust and an unacceptable abuse of taxpayers' money.
MY APPEAL TO EACC AND THE DPP
I therefore respectfully but firmly call upon EACC and the Office of the DPP to speed up the conclusion of this matter and provide the public with clarity on its current status.
Where the evidence meets the required legal threshold, all persons against whom there is sufficient evidence should be charged and brought before the courts without unnecessary delay, regardless of their position, political affiliation, connections or influence.
There must be no sacred cows when public money is involved.
I also urge the relevant authorities to ensure that the investigation does not stop with the individuals named in the Gazette if further evidence reveals the involvement of other officials, contractors, company directors, intermediaries or beneficiaries. Anyone found culpable should face the full force of the law, while those who are not culpable must equally be protected from unfair or politically motivated prosecution.
CONDEMNATION OF CORRUPTION AT RVIST
As members of the public, we must strongly condemn any culture in which procurement processes can allegedly be manipulated for personal or political benefit.
RVIST is not a personal enterprise. It is a public institution funded through taxpayers' money and established to provide education, skills and opportunities to young Kenyans.
Every shilling allegedly lost through corruption is a shilling that could have supported classrooms, laboratories, equipment, student welfare, infrastructure and better learning opportunities.
The alleged involvement of procurement and evaluation processes in such serious irregularities should concern every Kenyan who believes in accountability and responsible management of public institutions.
We cannot continue normalising corruption and then expect our public institutions to perform effectively.
LET JUSTICE TAKE ITS COURSE.
I therefore call upon EACC and the DPP to act with urgency, independence and transparency.
The public deserves to know:
1. What is the current status of the investigations?
2. Has the DPP made a final decision on the recommendations submitted by EACC?
3. If prosecution has been approved, when will the suspects be arraigned?
4. Have all persons who may have benefited from the alleged transactions been investigated?
5. What measures are being taken to safeguard public funds and prevent similar abuses at RVIST?
Justice delayed can undermine public confidence in the fight against corruption.
I urge EACC and the DPP not to allow this matter to disappear into bureaucratic files. Let the evidence determine who is innocent and who has a case to answer, and let the courts determine guilt or innocence.
Kenya belongs to all of us. Public institutions belong to the people. Public money must serve the public.
We therefore demand accountability, transparency and timely justiceānot selective justice.
