The Chairperson of the National Assembly Committee on Regional Development, Hon. Peter Lochakapong' CBS, MP. today presided over a high-level retreat bringing together key stakeholders to deliberate on the implementation, oversight, and sustainability of bursary and scholarship programmes through Intergovernmental Partnership Agreements (IPAs).
The retreat was attended by officials from the Intergovernmental Relations Technical Committee (IGRTC), led by Chairperson CPA Kithinji Kiragu, alongside senior officers from the committee.
Discussions focused on strengthening collaboration between the national and county governments in supporting education through well-structured bursary and scholarship programmes. The meeting emphasized the constitutional provisions under Articles 6(2), 187, and 189, which promote cooperation, consultation, and mutual assistance between the two levels of government.
Hon. Peter Lochakapong underscored the importance of sustainable and accountable frameworks that ensure deserving learners across the country continue to benefit from educational support programmes.
The retreat also recognized the significant role played by IGRTC in facilitating Intergovernmental Partnership Agreements, with 34 county governments already benefiting from the framework as efforts continue to expand collaboration across the country.
