The Chairperson of the National Assembly Committee on Regional Development, Hon. Peter Lochakapong' CBS, MP. today presided over a high-level retreat bringing together key stakeholders to deliberate on the implementation, oversight, and sustainability of bursary and scholarship programmes through Intergovernmental Partnership Agreements (IPAs).

The retreat was attended by officials from the Intergovernmental Relations Technical Committee (IGRTC), led by Chairperson CPA Kithinji Kiragu, alongside senior officers from the committee.

Discussions focused on strengthening collaboration between the national and county governments in supporting education through well-structured bursary and scholarship programmes. The meeting emphasized the constitutional provisions under Articles 6(2), 187, and 189, which promote cooperation, consultation, and mutual assistance between the two levels of government.

Hon. Peter Lochakapong underscored the importance of sustainable and accountable frameworks that ensure deserving learners across the country continue to benefit from educational support programmes.

The retreat also recognized the significant role played by IGRTC in facilitating Intergovernmental Partnership Agreements, with 34 county governments already benefiting from the framework as efforts continue to expand collaboration across the country.

Hon. Peter Lochakapong, CBS, MP for Sigor Constituency, today joined fellow United Democratic Alliance (UDA) Members of Parliament from the Rift Valley region in a consultative meeting convened by the Party Secretary General, Sen. Hassan Omar Hassan.

The meeting focused on strengthening the Party's grassroots coordination structures and enhancing preparedness ahead of the next General Election. The MPs, led by National Assembly Deputy Speaker Hon. Gladys Boss Shollei, deliberated on strategies aimed at designing and implementing grassroots programmes across the Rift Valley region.

During the engagement, the Secretary General assured leaders of the Party's unwavering support and reaffirmed UDA's commitment to neutrality in the forthcoming electoral processes. He emphasized that the Party has no preferred candidates and reiterated Party Leader President William Ruto's commitment to ensuring free, fair, and credible party nominations.

Sen. Hassan further underscored that fairness, transparency, and impartiality remain the cornerstone principles guiding UDA's internal democracy and electoral processes.

The Rift Valley legislators also reaffirmed their commitment to strengthening Party activities at the grassroots level and mobilizing support for President William Ruto's re-election agenda across the country.

The National Assembly Departmental Committee on Regional Development, chaired by Peter Lochakapong' CBS, MP. has intensified oversight on the State Department for Devolution, raising critical concerns over pending bills, excessive county taxation, and mismanagement of public assets.

During a high-level session with officials led by Principal Secretary M.L. Lenasalon, the Committee put the Department to task over budget cuts, delays in the transfer of devolved functions, and accountability gaps within county governments.

Hon. Lochakapong emphasized the need for clarity and transparency, calling on the Department to clearly separate historical pending bills from current liabilities. He further demanded an update on the Kenya Kwanza administration’s commitment to fully devolve functions within the promised timelines.

Lawmakers expressed concern over wastage of public resources, citing cases where relatively new county vehicles remain grounded due to minor mechanical issues, while others are irregularly earmarked for disposal. Questions were also raised about the transparency of disposal processes, amid fears of irregular acquisitions by well-connected individuals.

On taxation, the Committee strongly criticized counties for imposing punitive levies on small-scale traders, particularly women. MPs highlighted cases where traders transporting low-value goods are subjected to disproportionately high charges, undermining livelihoods and discouraging enterprise.

Additionally, concerns were raised over multiple taxation across counties, which continues to stifle business operations and limit the free movement of goods. The Committee called for urgent harmonization of county revenue systems to ease the burden on traders.

The concerns come amid revelations that the State Department’s development budget has been reduced by Kshs. 392.2 million, alongside operational challenges stemming from unapproved funds under Article 223, leaving the Department with a negative balance.

Despite these hurdles, the Department reported progress in key areas, including coordination of devolution support programmes and development of frameworks to strengthen intergovernmental relations.

The Committee is now set to compile a comprehensive report with recommendations, reaffirming its commitment to protecting public resources, strengthening devolution, and safeguarding the interests of wananchi.
