Kisumu Governor Calls on National Government to Respect Devolution, Cites Sabotage of County Mandates

Kisumu Governor Prof. Peter Anyang’ Nyong’o has issued a strong statement urging the national government to allow county governors to take full control over devolved functions, particularly the management of roads and infrastructure funds.
In a passionate letter titled “Allow Governors to Manage Devolution”, Governor Nyong’o condemned what he termed as a deliberate move by the Ruto administration to roll back gains made since the promulgation of the 2010 Constitution. He pointed out that institutions like the Kenya Urban Roads Authority (KURA) and Kenya Rural Roads Authority (KERA) should be dissolved if the government is genuinely committed to devolution.
"The counties manage health effectively and efficiently. The national government cannot even manage Kenyatta National Hospital—one of the very few health entities in its hands," Nyong’o argued, emphasizing the capacity and effectiveness of county governments.
The governor warned that the current regime is attempting to revert the country to the pre-devolution days of the Nyayo era, driven by what he described as "primitive accumulation schemes." He cautioned that such actions threaten not only devolution but also the democratic and developmental trajectory Kenya has worked hard to establish.
Prof. Nyong’o called on the Council of Governors and progressive forces across the country to stand firm in defending the spirit and achievements of devolution. "The achievements of the Second Liberation must not be destroyed by this regime," he stressed.
His statement comes amidst rising tensions between county leaders and the national government over control of development funds, sparking fresh debates on the future of devolved governance in Kenya.
