National Police Reserve Officer Sentenced to 10 Years for Defiling Niece in Wajir South
Wajir South, Kenya – On January 30, 2025, Abdi Khalif Sheikh, a National Police Reserve (NPR) officer from Qulcale, Wajir South, was arrested in connection with the defilement of a junior secondary school girl, who is his niece. Following a swift investigation and trial, Sheikh was convicted and sentenced to 10 years in prison for the heinous crime, sending shockwaves through the local community.
The incident, which occurred in Qulcale, came to light after the victim’s family reported the matter to the authorities. According to court documents, Sheikh, a trusted figure in the community due to his role as an NPR officer, abused his position and familial ties to perpetrate the crime. The victim, a minor attending a junior secondary school, was subjected to defilement, an act that has sparked outrage among residents and advocacy groups in Wajir County.
The arrest was carried out by local police following a tip-off from community members, highlighting the importance of public vigilance in addressing gender-based violence. The prosecution presented compelling evidence, including testimonies from the victim and witnesses, which led to Sheikh’s conviction. The court, presided over by a magistrate in Wajir, handed down the 10-year sentence, emphasizing the need to protect vulnerable minors and hold perpetrators accountable, regardless of their status.
The case has drawn significant attention due to the betrayal of trust involved, given Sheikh’s role as a law enforcement officer and his familial relationship with the victim. Community leaders and human rights organizations have called for stricter measures to prevent such abuses, particularly within trusted institutions like the NPR. The incident also underscores the broader issue of gender-based violence in marginalized regions like Wajir, where cultural and systemic challenges often hinder justice for victims.
Local authorities have since reiterated their commitment to combating sexual violence and ensuring that justice is served. The National Police Service has stated that it will review its vetting and oversight processes for NPR officers to prevent similar incidents in the future.
The sentencing of Abdi Khalif Sheikh serves as a stark reminder of the importance of safeguarding minors and holding those in positions of power accountable. As the community of Qulcale grapples with the aftermath, there is a renewed call for awareness, support for survivors, and stronger mechanisms to prevent such crimes in Wajir South and beyond.

Concerns Mount Over Ineffective Administration in Khorof Harar Ward.

Residents of Khorof Harar Ward, including community members and university students, have raised serious concerns about the performance of their ward administrator, accusing him of neglecting his duties and failing to serve the community effectively. These grievances, voiced repeatedly, highlight issues of mismanagement, lack of communication, and selective engagement in development programs, prompting calls for urgent action from the Wajir County government.
Bursary Woes for University Students
One of the most pressing complaints comes from university students who claim they have been repeatedly denied access to the Wajir County bursary program. According to the students, the ward administrator consistently fails to respond to their calls or inquiries, leaving them without critical financial support for their education. Many have missed out on the county bursary four times, a situation they attribute to the administrator’s negligence and lack of coordination. This has caused significant frustration among students who rely on these funds to pursue their studies.
Selective Engagement with NGOs
The community has also accused the ward administrator of being selective in the programs implemented by non-governmental organizations (NGOs) in Khorof Harar. Residents report that the administrator does not involve the broader community in decision-making processes or provide adequate information about ongoing initiatives. This lack of transparency has left many unaware of opportunities for development and support within the ward, further alienating residents and stifling progress.
Absenteeism and Neglect of Duties
Appointed in 2013, the ward administrator is said to be frequently absent from the office, with community members claiming he is disconnected from the day-to-day affairs of Khorof Harar. Residents argue that his absence has led to poor supervision of general administrative tasks, undermining effective governance at the ward level. “He doesn’t know what is going on in Khorof Harar,” one resident stated, echoing the sentiments of many who feel neglected by their local leadership.

Lack of Awareness Creation
Another significant grievance is the ward administrator’s failure to conduct awareness campaigns about programs and opportunities in the ward. Community members report that they are often left in the dark about initiatives that could benefit them, further exacerbating feelings of exclusion and mistrust. This lack of communication has hindered the community’s ability to engage with development efforts and access resources that could improve their quality of life.

A Call for Change
Frustrated by these ongoing issues, residents and students have issued a passionate appeal to the Governor of Wajir County H.E Ahmed Abdullahi EGH to address the situation. They are urging the county government to appoint a hardworking and responsible ward administrator who understands and fulfills their roles and responsibilities. “Dear Governor of Wajir, kindly employ hardworking people as ward administrators, people who know their responsibilities,” the community pleaded, emphasizing the need for accountable leadership to drive progress in Khorof Harar.
Conclusion
The mounting complaints against the Khorof Harar ward administrator highlight a broader issue of ineffective local governance that is stifling the community’s growth and development. From missed educational opportunities to lack of transparency in program implementation, the residents’ grievances paint a picture of an administration in need of urgent reform. As the community awaits action from the Wajir County government, their call for competent and dedicated leadership grows louder, underscoring the critical role of effective ward administration in fostering inclusive and sustainable development.

Senator Abass KK of Wajir has strongly criticized the Competency-Based Curriculum (CBC), also referred to as Competency-Based Education (CBE), labeling it a disaster for the nation. He argues that the policy is deeply flawed and confusing. The Senator highlighted the case of his three-year-old granddaughter, who was required to purchase 37 books despite being unable to read. He pointed out that young children are expected to acquire comprehensive encyclopedias covering all subjects, which he considers unreasonable.
Additionally, Senator Abass raised concerns about the curriculum’s structure for Grade 7 students, who are required to choose subjects at the age of 15. The curriculum mandates 10 compulsory subjects, with optional subjects including Visual Arts, which fosters creativity through visual art forms; Performing Arts, which develops skills in music, dance, and drama; Home Science, which focuses on practical life skills related to home management; Computer Science, which introduces learners to computing; Foreign Languages, such as French, German, Mandarin, or Arabic; and Kenyan Sign Language. He questioned how a 15-year-old can make informed subject choices under such a system and called for an urgent review of the CBC policy to address these issues.

Cabinet Secretary for Health Aden Duale , during the 60th anniversary celebration of Wajir High School, announced that under the Social Health Insurance Fund (SHIF), specialized services are accessible by registering and paying Ksh. 5,000, which provides up to Ksh. 550,000 in coverage for cancer treatment. He emphasized that SHIF supports maternal healthcare by covering Ksh. 10,000 for normal deliveries and Ksh. 30,000 for cesarean sections to encourage hospital deliveries. For ICU admissions, SHIF covers Ksh. 27,000 per day for registered members. Unlike the former National Health Insurance Fund (NHIF), which limited coverage to one wife and four children, SHIF allows registration of up to four wives and unlimited children. Duale urged all Kenyans to register with the Social Health Authority (SHA) to access these benefits, with primary healthcare at Level 2 and Level 3 facilities provided free of charge, fully funded by President Ruto’s government. He encouraged reporting any facilities demanding payment by calling 147, which could lead to the revocation of their licenses.
