🚨 Transparency Alert from Your People's Auditor 🚨
To the People of Kericho County.
📢 TIME FOR ACCOUNTABILITY: A Report Card for Kericho County.
Kericho, this is your People’s Auditor. As we look ahead to the 2027 General Elections, the power is in your hands to choose leaders who will safeguard your money.
Today, we start with Kericho County. And the findings demand an immediate explanation.
We have reviewed the latest financial reports for the County Executive of Kericho, and the findings raise serious questions about how your taxes are being spent.
Your money deserves proper accountability. Here is a breakdown of what the Auditor General could NOT confirm, which totals over Kshs.637 Million!
Kericho County Executive: Kshs.637 Million Unaccounted For.
The Verdict: The Auditor General issued a Qualified Opinion, meaning your money has been spent, but the accuracy and legality of the spending could NOT be confirmed. This is a failure of financial management.
🛑 Where Accountability Was Lost:
Massive Unaccounted Variance: A difference of Kshs.486,797,871 was found between the County's financial statements and the official IFMIS payment records. This is a huge gap that must be explained.
🛑 Unsupported Domestic Travel and Subsistence.
Kericho county spend a total of Kshs. 775, 425, 914 for domestic travel.
This amount includes Kshs. 110,094,629, however Kshs 53, 473, 070 were supported by general ledger but the bank statements reveals withdrawal of Kshs. 63,559, 530 resulting to unreconciled variance of Kshs. 10, 086, 460 (Meaning this amount cannot be accounted for).
Also further review of development bank statements and IFMS revealed payment to various members of staff amounting to Kshs. 10,683,750 ( Point 👉 to note: This expenditure were recurrent in nature reallocated from Capital fund without authority approving reallocation of development funds to re current)
So the county government of Kericho transacted money meant for development to pay recurrent amount for travels to individuals infact without authority approving it.
( So Kshs. 20, 770,210 Million were not accounted).
🛑 Stalled projects.
1. Construction 🚧 and equipping of Theatre at Ainamoi Health Centre.
Contract sum of Kshs. 14,135,859 with completion date of June 2020 but there was a project extension to 19 August 2022 where Completion project allocation of Kshs 12,900,000 was allocated and work at 85% as at June 2024
However inspection revealed that the project had stalled and the contractor was not on site.
(So a project that could have cost tax payers Ksh 14,135,859 is now costing the same tax payers Ksh 27, 035, 859 yet it has stalled and no contractor on site).
2. Sondu Modern Market.
Contract sum signed on 12 June 2019 was Kshs. 128,945,229 Million with a contract period of 52 weeks with effect from 14th August 2019 an extension of the contract was reviewed to six months and completion date set to 13 Dec 2024.
The contractor had been paid a sum of Kshs. 100, 442,289 about 78% of the contract sum for work certified as at 30 June 2024.
However physical inspection of the project as of September 2024 revealed the project was not complete despite the expiry of the project duration and the contractor was not on site.
3. Kapkures Water Supply.
Kshs.63.7 Million paid, but the project is delayed and key approvals were bypassed, denying the public necessary services.
🛑 Irregular Contract Award (Industrial Park).
A contract was awarded to a higher bidder, potentially costing the county Kshs.60.7 Million in lost savings. Furthermore, Kshs.6.6 Million was paid for work that had not yet been done, which is an illegal advance payment.
⚖️ My Call to Action for Kericho Citizens
Demand Answers: Ask your elected representatives (MCAs and Senator) for a public explanation of the Kshs.486 Million variance and the missing supporting documents.
Monitor Projects: Visit local project sites. If you see a sign for a project that is stalled or missing, report it to your local representative.
Insist on Accountability: We need full transparency from the County Executive. Every shilling must be accounted for.
