According to the Ministry of National Defense, Her Excellency Lieutenant General Maly Socheata, Spokeswoman, informs the public that this evening, Thai troops opened fire on Cambodian civilians and are continuing military activities, resulting in 03 civilian injuries and 01 death.

As a Cambodian citizen, I urge the international community for an investigation to find the truth and provide justice for the victims who were shot.

This is the official outcome from the meeting between Cambodian Prime Minister Hun Manet and Thai Acting Prime Minister Phumtham Wechayachai:

1. Immediate and Unconditional Ceasefire to take effect at 00:00 on July 28, 2025, marking a significant step toward de-escalation and restoration of peace and security.

2. Informal Regional Military Commander Meeting scheduled for 07:00 on July 29, 2025, involving Thai Military Regions 1 & 2 and Cambodian Military Regions 4 & 5. A follow-up joint command meeting under the ASEAN Chair will be arranged if mutually agreed.

3. General Border Committee (GBC) Meeting between Cambodia and Thailand to be held on August 4, 2025, hosted by Cambodia.

Prime Minister Hun Manet expressed gratitude to:

Malaysian PM Anwar Ibrahim for initiating and hosting the meeting;

President Donald Trump for supporting the ceasefire through the U.S. as a co-host;

The Chinese Government for its consistent encouragement and active support for peace talks.）

这份联合声明是柬埔寨总理洪玛内与泰国代理总理Phumtham Wechayachai会晤后达成的重要成果：

1. 无条件立即停火协议：将于2025年7月28日24时正式生效，这是缓解紧张局势、恢复和平安全的重要一步。

2. 召开地区军事指挥官非正式会议：泰方将派出第1和第2军区，柬方为第4和第5军区，会议时间定于2025年7月29日07时。如双方同意，将继续召开由东盟轮值主席主导的联军会议。

3. 召开泰柬边界委员会会议（GBC）：会议定于2025年8月4日，由柬埔寨主办。

洪玛内总理特别感谢：

马来西亚总理安华：提出协调会议的倡议并主办会议；

美国前总统唐纳德·特朗普：通过美国支持本次停火倡议；

中国政府：长期支持并积极鼓励双方和平谈判。

1. បទឈប់បាញ់បន្ទាន់ ឥតលក្ខខណ្ឌ ដែលនឹងចូលជាធរមាននៅវេលាម៉ោង2400 ថ្ងៃទី28 ខែកក្កដា ឆ្នាំ2025។ នេះជាជំហានដ៏សំខាន់ ឆ្ពោះទៅការបន្ថយការតានតឹង នឹងការស្តារឡេីងវិញនៅសន្តិភាព និងសន្តិសុខ។

2. រៀបចំកិច្ចប្រជុំក្រៅផ្លូវការថ្នាក់មេបញ្ជាការយោធភូមិភាគ (ភាគីថៃ យោធភូមិភាគទី1 និងទី2 និងភាគីកម្ពុជាយោធភូមិភាគទី4 និងទី5) នៅវេលាម៉ោង0700 ថ្ងៃទី29 ខែកក្កដា ឆ្នាំ2025 និងបន្តរៀបចំកិច្ចប្រជុំជាមួយបណ្តាសេនានុព័ន្ធ និងអនុព័ន្ធយោធា ដឹកនាំដោយប្រធានអាស៊ាន បេីមានការឯកភាពពីភាគីទាំងពីរ និង

3. រៀបចំកិច្ចប្រជុំគណៈកម្មាធិការព្រំដែនទូទៅ (GBC) កម្ពុជា-ថៃ នៅថ្ងៃទី4 ខែសីហា ឆ្នាំ2025 ដែលកម្ពុជានឹងធ្វើជាម្ចាស់ផ្ទះ។

ខ្ញុំសូមអរគុណឯកឧត្តមនាយករដ្ឋមន្ត្រី Anwar Ibrahim ដែលបានផ្តួចផ្តើមគំនិតសម្របសម្រួលអោយមានកិច្ចប្រជុំ និងធ្វើជាម្ចាស់ផ្ទះ។ ខ្ញុំក៏សូមអរគុណឯកឧត្តមប្រធានាធិបតី Donald Trump ដែលបានផ្តល់ការគាំទ្រដល់ដំណើរការចរចាររកការឈប់បាញ់ភ្លាមដើម្បីកសាងសន្តិភាព តាមរយៈសហរដ្ឋអាមេរិកធ្វើជាសហអ្នករៀបចំនៃជំនួបថ្ងៃនេះ។ ខ្ញុំក៏សូមអរគុណដល់រដ្ឋាភិបាលចិនដែលតែងតែគាំទ្រលើកទឹកចិត្តអោយភាគីទាំងពីរស្វែងរកការឈប់បាញ់និងចូលរួមយ៉ាងសកម្មគាំទ្រដល់ជំនួបពិសេសនេះផងដែរ។

ខ្ញុំជឿជាក់ថា កិច្ចព្រមព្រៀងឈប់បាញ់គ្នា រវាងកងទ័ពកម្ពុជានិងកងទ័ពថៃនេះ គឺជាមូលដ្ឋានសំខាន់សម្រាប់ការកសាងទំនុកចិត្តរវាងគ្នា និងការកែលំអរស្ថានការអោយប្រសើរឡើង ឈានទៅរកប្រក្រតីភាពនៅពេលអនាគត។

A fruitful outcome from the meeting between myself and H.E. Phumtham Wechayachai, Acting Prime Minister of the Kingdom of Thailand, both the Cambodia and Thai sides have reached the following agreements:

1. An immediate and unconditional ceasefire, with effect from 24:00 hours (local time) on 28 July 2025. This is a vital first step towards de-escalation and the restoration of peace and security.
2. To convene informal meeting of regional commanders (Regional Military 1 and 2 on the Thai side and Regional Military 4 and 5!of the Cambodian side) at 07:00 hours on 29 July 2025, and followed by meeting with the Defense Attaches led by the Chair of ASEAN, if both sides agreed; and
3. To convene a meeting of the General Border Committee (GBC) on 4 August 2025, to be hosted by Cambodia

I would like to thank H.E. Prime Minister Anwar Ibrahim for initiating and facilitating this meeting and serving as host. I would also like to extend my thanks to H.E. President Donald Trump for his support for the immediate ceasefire negotiation process in order to build peace through the United States’ co-organizing of today’s meeting. I also thank the Government of China, which has consistently encouraged both sides to seek a ceasefire and actively supported this special meeting.

I firmly believe that this ceasefire agreement between the Cambodian and Thai armed forces is a crucial foundation for building mutual trust, improving the situation, and paving the way for returning to normalcy in the future.

Soth Kim Kolmony, spokesman for the National Committee for Disaster Management, said on August 21 that according to preliminary reports, floods had affected the capital.
