ខ្ញុំបានទទួលដំណឹងថា ប្រជាជនយើងនៅតាមព្រំដែនពិសេសនៅប៉ោយប៉ែត នៃខេត្តបន្ទាយមានជ័យ ដែលមានប្រាក់បាតថៃ នាំគ្នាដូរយកប្រាក់រៀលតាំងពីខ្ញុំបង្ហោះសារបានប្រមាណ២ម៉ោងកាលពីថ្ងៃទី៦ ខែតុលា ឆ្នាំ២០២៥។
វាជារឿងល្អដែលប្រជាជនកម្ពុជាប្រើប្រាស់ប្រាក់រៀលលើទឹកដីរបស់ខ្លួន ដើម្បីជៀសវាងការខាតបង់ និងក្លាយជាចំណុចខ្សោយសម្រាប់ជាតិ នៅពេលដែលគេប្រើជាអាវុធនយោបាយ។ ខ្ញុំក្តាប់បានថា បងប្អូនខ្មែរយើងមួយចំនួនដែលធ្វើការ និងរកស៊ីនៅថៃមិនអាចដកប្រាក់ពីធនាគារនៅថៃបានទេ។
នេះបានបង្ហាញថា ប្រាក់បាតថៃកំពុងសម្លាប់ប្រជាជនខ្មែរដែលធ្វើការ និងរកស៉ីនៅក្នុងប្រទេសថៃ និងនាពេលខាងមុខប្រាក់បាតថៃ និងសម្លាប់ប្រជាជនខ្មែរលើទឹកដីកម្ពុជាចំពោះតែប្រជាជនខ្មែរណាដែលបន្តចាយ និងទុកប្រាក់បាតថៃ។
ប៉ុន្តែអ្វីដែលខ្ញុំចង់អំពាវនាវគឺសូមបងប្អូនដែលរកស៉ីប្តូរប្រាក់ សូមមេត្តាប្តូរប្រាក់តាមតម្លៃទីផ្សារកុំស្វែងរកប្រាក់ចំណេញហួសហេតុតាមរយៈបញ្ចុះតម្លៃប្រាក់បាត ដំឡើងថ្លៃប្រាក់រៀល ដែលធ្វើឲ្យអ្នកត្រូវការប្តូរប្រាក់ត្រូវខាតបង់។
ខ្ញុំក៏ចង់និយាយទៅកាន់បងប្អូនជនរួមជាតិថា ពីពេលនេះតទៅឈប់កំណត់ប្រាក់ឈ្នួលធ្វើការ ឬតម្លៃទំនិញ ឬតម្លៃសេវាជាប្រាក់បាតថៃ ហើយមកកំណត់ជាប្រាក់រៀល ឬប្រាក់ដុល្លារវិញ និងកាន់តែល្អគឺកំណត់ជាប្រាក់រៀលដើម្បីពង្រឹងរូបិយវត្ថុជាតិ។
ប្រសិនស្រឡាញ់ជាតិត្រូវទុកក្រដាសប្រាក់ដែលមានព្រះឆាយាល័ក្ខ ព្រះបិតាជាតិ ព្រះមាតាជាតិ និងព្រះមហាក្សត្រយើងក្នុងទូ ក្នុងកាបូប ឬក្នុងហោប៉ៅយើង ជាជាងទុកព្រះឆាយាល័ក្ខ ព្រះមហាក្សត្រប្រទេសមួយ ដែលចាត់ទុកយើងជាសត្រូវ និងប្រមាថមើលងាយយើងនោះទេ។
ខ្ញុំសូមស្នើរាជរដ្ឋាភិបាល និងអាជ្ញាធរគ្រប់លំដាប់ថ្នាក់កំចាត់ចោលមន្ត្រី និងឈ្មួញដែលនៅបន្តលួចនាំទំនិញថៃ ចូលក្នុងពេលព្រំដែននៅបិទ ដែលធ្វើឲ្យអ្នកជិតខាងយើងមើលងាយយើងថា អត់ទំនិញគេមិនបាន។ ប្រសិនបើខ្ញុំនៅធ្វើនាយករដ្ឋមន្ត្រីដូចពេលមុនខ្ញុំមិនបាច់និយាយភាសានេះទេ គឺចេញបញ្ជាចាប់ខ្លួន ឬដកចេញពីមន្ត្រីតែម្តង ប៉ុន្តែសូមកុំគិតថា (ឆ្មាមិននៅកណ្តុរឡើងរាជ្យឲ្យសោះ)៕
I have received information that our citizens, particularly those living along the border in Poipet, Banteay Meanchey province, have begun exchanging Thai Baht for Riel within approximately two hours after I posted my message on 6 October 2025.
It is a good thing that Cambodian citizens are using the Riel on their own soil, helping to avoid financial losses and preventing the Riel from becoming a national vulnerability when foreign currencies are used as political tools.
I have also learned that some of our fellow Khmers who work and earn a living in Thailand are currently unable to withdraw money from banks there.
This situation reveals how the Thai Baht is harming Cambodians working and living in Thailand. In the future, the Baht will also harm Cambodians inside Cambodia if they continue to spend and save in Baht.
However, what I wish to appeal for is this: to all our compatriots engaged in currency exchange, please trade at market rates. Do not seek excessive profit by devaluing the Baht and inflating the Riel, which causes losses to those who need to exchange money.
I would also like to call upon our fellow compatriots to stop quoting wages, product prices, or service charges in Thai Baht. From now on, please switch to quoting in Riel or US dollars, and preferably in Riel, in order to strengthen our national currency.
If you truly love your country, keep banknotes bearing the image of our King Father, Queen Mother, and His Majesty the King in your wallets, pockets, or purses, rather than the banknotes of a foreign king who sees us as enemies and treats us with contempt.
I also urge the Royal Government and all levels of authorities to take action and eliminate any officials and traders who continue to smuggle Thai goods into the country while the border remains officially closed. This behavior makes our neighbors look down on us, assuming we cannot live without their goods.
If I were still Prime Minister as I once was, I wouldn’t need to speak in such language. I would simply issue orders for arrests or removals from office. But please don’t think that “when the cat’s away, the mice will play.”
