និយ័តករមូលបត្រកម្ពុជា (ន.ម.ក.) មានកិតិ្តយសសូមជម្រាបជូនដំណឹងដល់ក្រុមហ៊ុនធ្វើអាជីវកម្មក្នុងវិស័យមូលបត្រ និងសាធារណជនទាំងអស់ជ្រាបថា៖ ដោយទទួលបានការឯកភាពដ៏ខ្ពង់ខ្ពស់បំផុតពី សម្តេចមហាបវរធិបតី នាយករដ្ឋមន្រ្តីនៃព្រះរាជាណាចក្រកម្ពុជា គណៈកម្មាធិការសេដ្ឋកិច្ច និងធុរកិច្ចឌីជីថល បានកែសម្រួលនិយមន័យនៃ "ទ្រព្យឌីជីថល" ក្នុងឧបសម្ព័ន្ធនៃគោលនយោបាយអភិវឌ្ឍបច្ចេកវិទ្យាហិរញ្ញវត្ថុកម្ពុជា ២០២៣-២០២៨ ដែលមានខ្លឹមសារដូចខាងក្រោម៖

"ទ្រព្យឌីជីថល ឬទ្រព្យនិម្មិត សំដៅដល់ឯកតាតម្លៃជាឌីជីថលដែលពឹងផ្អែកលើគ្រីបតូក្រាហ្វី (cryptography) និងបច្ចេកវិទ្យាឌីអិលធី (distributed ledger technology ឬ DLT) ឬបច្ចេកវិទ្យាប្រហាក់ប្រហែល និងដែលអាចត្រូវបានជួញដូរ ឬផ្ទេរក្នុងទម្រង់ជាឌីជីថលសម្រាប់គោលបំណងទូទាត់ ឬវិនិយោគ។ ទ្រព្យឌីជីថល ឬទ្រព្យនិម្មិតមិនរាប់បញ្ចូលរូបិយវត្ថុឌីជីថលរបស់ធនាគារកណ្តាល (CBDC) ដែលបោះផ្សាយដោយធនាគារកណ្តាលទេ។”

The Securities and Exchange Regulator of Cambodia (SERC) has the honor to inform all companies operating in the securities sector and the general public that: with the highest approval from Samdech Moha Borvor Thipadei, Prime Minister of the Kingdom of Cambodia, the Digital Economy and Business Committee has amended the definition of "Digital Asset" in the Appendix of the Cambodia Financial Technology Development Policy 2023-2028 as follows:

“Digital Asset or Virtual Asset is defined as a digital representation of value that depends primarily on cryptography and a distributed ledger or similar technology and that can be digitally traded or transferred for payment or investment purposes. Digital Asset or Virtual Asset does not include central bank digital currency (CBDC) issued by a central bank.”
