EU Eyes Regional Green Hydrogen Market —Saint Kitts and Nevis Potential Hub

Basseterre, St. Kitts, March 10, 2025 (PMO)— Saint Kitts and Nevis is strategically positioning itself to become a net exporter of renewable energy, capitalizing on the European Union's (EU) growing interest in sourcing green hydrogen from the Caribbean. Prime Minister Hon. Dr. Terrance Drew highlighted this significant economic opportunity during a recent Cabinet-wide press conference (March 6th), emphasizing the alignment with the nation's Sustainable Island State Agenda.

“The EU has expressed a strong interest in buying renewable energy, including hydrogen, from our region. This means that beyond achieving energy independence, St. Kitts and Nevis has the potential to become an energy exporter, creating new economic opportunities for our people,” Prime Minister Drew stated.

The government is accelerating investments in geothermal, solar, and wind energy projects, working in partnership with key international stakeholders, including the Saudi Fund for Development and the Caribbean Development Bank (CDB). Dr. Drew highlighted that his administration has already secured full funding for the Nevis geothermal project, which will harness the island’s vast geothermal resources to generate approximately 50-60 megawatts of electricity. This initiative will not only meet domestic energy demands but also facilitate energy exports to neighboring islands and beyond.

In addition to geothermal energy, the government is advancing a 50-megawatt solar farm project in collaboration with the Republic of China (Taiwan). This project follows a renegotiation of a previous agreement to ensure more favorable terms for St. Kitts and Nevis. Plans for a wind energy project at Port Zante are also in motion, with the installation of cutting-edge wind turbines designed to withstand severe weather conditions. These renewable energy developments will significantly reduce electricity costs for citizens and businesses while contributing to the Federation’s transition toward energy sustainability.

“Investing in renewable energy is crucial for the long-term resilience of our economy,” Prime Minister Drew stated. “Not only will we achieve energy security, but we will also open doors to new revenue streams that will benefit our nation for generations to come.”

With its ambitious renewable energy agenda, St. Kitts and Nevis is taking decisive steps to secure a sustainable and prosperous future, establishing itself as a key player in the Caribbean’s green energy revolution.

The agreement, signed on November 25, 2024, is a significant step toward enhancing the strategic partnership between the U.S. and St. Kitts and Nevis, particularly in sectors such as renewable energy, cybersecurity, infrastructure, and critical minerals. EXIM President and Chair, Reta Jo Lewis, and Hon. Dr. Terrance Michael Drew, Prime Minister of St. Kitts and Nevis, formalized the agreement in a ceremony hosted by U.S. Ambassador to Barbados and the Eastern Caribbean, Roger Nyhus, at the U.S. Embassy in Bridgetown, Barbados.

This collaboration will focus on identifying and financing high-impact projects that benefit from U.S. exports of goods and services, providing critical support for the Federation's Sustainable Island State Agenda. The MOU highlights several priority sectors, including climate resilience, energy security, technology and digital connectivity, and social development. These areas align with St. Kitts and Nevis’ goals to modernize infrastructure, enhance technological capabilities, and strengthen its resilience to climate change. EXIM’s financing, available through medium- and long-term guarantees and direct loans, aims to provide the necessary funding to support these ambitious projects.

EXIM’s President Lewis, in highlighting the agreement's importance, stated, “This MOU is a symbol of the United States’ deepening commitment to St. Kitts and Nevis and the broader Eastern Caribbean region. By working together, we can help create new business opportunities and support sustainable development, ultimately benefiting both nations and fostering regional growth. EXIM is proud to play a role in advancing this partnership and facilitating U.S. exports to the region.”

Prime Minister Dr. Terrance Drew also expressed his satisfaction with the partnership, emphasizing that the agreement represents a major milestone in the country’s efforts to modernize and diversify its economy. “This partnership will be instrumental in advancing our key strategic sectors, including renewable energy and infrastructure. It supports our efforts to build a sustainable and resilient economy that meets the needs of our people while positioning St. Kitts and Nevis as a leader in the Caribbean’s green transition,” said Prime Minister Drew.

The MOU marks a major expansion of the longstanding relationship between EXIM and St. Kitts and Nevis, which has already seen over $23 million in transactions since 1991. This new agreement lays the foundation for future collaboration, not only strengthening economic ties but also creating jobs and promoting growth in both the U.S. and the Caribbean.

With the agreement set to remain in effect until November 2026, the partnership between EXIM and the Government of St. Kitts and Nevis is expected to bring lasting benefits for the country’s infrastructure development, environmental sustainability, and economic diversification. By leveraging U.S. exports and financing, this collaboration is poised to enhance the quality of life for citizens while supporting broader regional development goals.

Our Standards Dictate the CBI’s Relationship with Economic Citizens, Says Prime Minister Drew

Basseterre, St. Kitts, November 21, 2024 (PMO) – The government of St. Kitts and Nevis is committed to safeguarding the integrity and sustainability of the Citizenship by Investment (CBI) Program, a cornerstone of the nation’s economic framework. This was expressed by Prime Minister Hon. Dr. Terrance Drew, during his Roundtable discussion on November 20, 2024. There, the Prime Minister emphasized the rigorous measures introduced by his administration to protect the CBI and ensure its long-term viability.

Prime Minister Drew highlighted the importance of robust governance within the CBI framework, introducing unprecedented reforms designed to enhance accountability and transparency. “Our standards dictate that we ensure robust due diligence and that no questionable actors exploit our program,” he said. One of the key measures introduced is the concept of continuous due diligence, a groundbreaking policy requiring ongoing and repeated assessments of both applicants and projects. This ensures that any anomalies or concerns are promptly identified and addressed, bolstering the credibility of the program.

Dr. Drew also stressed his administration's zero-tolerance approach to fraudulent practices within the CBI. Underselling, a practice that undermines the integrity of the program, has been criminalized under new regulations. This pioneering move makes St. Kitts and Nevis the first country in the region to enforce such a measure. “We are the only government in the region to make underselling a criminal offense, empowering the Director of Public Prosecutions (DPP) to investigate and prosecute those who seek to defraud the system,” the Prime Minister stated. This reform ensures that all transactions meet the highest ethical and legal standards, protecting the nation’s reputation and ensuring maximum benefit to its citizens.

The Prime Minister also addressed allegations surrounding past shortcomings in due diligence processes. He reiterated his government’s proactive stance in rectifying inherited issues, implementing stringent checks to prevent recurrence. “When we uncovered discrepancies from the past administration, we took swift action to distance our government from questionable projects and individuals,” he noted. “This government remains unwavering in its commitment to transparency, holding those who attempt to undermine the program accountable through legal avenues.”

Acknowledging the program’s critical role in national development, Dr. Drew outlined how CBI revenue has been responsibly utilized to fund infrastructure projects, improve social programs, and provide direct financial benefits to citizens. The government’s reforms have not only ensured the integrity of the program but have also enhanced its value proposition, positioning it as a sustainable economic driver for generations to come.

Prime Minister Drew emphasized that the reforms align with the government’s broader vision of building a resilient and sustainable economy under the Sustainable Island State Agenda. “It is this government that has reformed the CBI to make it more resilient and sustainable, preserving its benefits for future generations,” he concluded.
