Washington is not stopping at new visas anymore. A proposed DHS rule would stretch the existing $4,000 to $4,500 "9-11 Response Fee" to cover H-1B and L-1 renewals too, hitting companies every single time they extend a worker's status instead of just once at hiring. Indian professionals make up the overwhelming majority of these renewal cases, which means the cost eventually lands on the very workforce US tech has leaned on for decades. Nothing is locked in yet, but the direction is clear.
