Jaffna Special Economic Center at Madduvil Reopened Today

The reopening ceremony of the Jaffna Special Economic Center was held this morning – on Tuesday, 30th September 2025 at Madduvil under the patronage of Hon. R. Chandrasekar, Minister of Fisheries, Aquatic Resources, and Marine Wealth.

Hon. Vasantha Samarasinghe, Minister of Trade, Commerce, Food Security and Co-operative Development, Hon. N. Vethanayahan, Governor of the Northern Province, and Hon. Members of Parliament K. Ilankumaran, S. Sribavanantharaja, and J. Rajeevan were present at the event.

The guests also ceremonially inaugurated the wholesale business, along with cutting the ribbon to open the Economic Center.

The event was attended by the Hon. Chairman of the Chavakachcheri Pradeshiya Sabha, the Jaffna District Secretary, the Secretary to the Northern Provincial Ministry of Agriculture, Divisional Secretaries, representatives of farmers’ associations, and many others.

Today, in addition to language proficiency, computer literacy has also become essential. Through that, job opportunities can be accessed more easily. – Hon. Governor

By learning another language along with our mother tongue, we can make employment opportunities more accessible. If one learns Sinhala, it will be possible to work in any part of Sri Lanka. Learning another language will never diminish us. Thus stated the Hon. Governor of the Northern Province, Mr. N. Vethanayahan.

The certificate awarding ceremony for students who completed the Sinhala second-language course, organized by Healthy Lanka and Sooriya Foundation, was held this Monday morning - 29th September 2025 at Sudumalai Kubera Mahal. The founder of the Sooriya Foundation and former Speaker, Mr. Karu Jayasuriya, former Members of Parliament V. Anandasangaree, E. Saravanapavan, and officials from the Embassy of Switzerland also participated.

Addressing the gathering as the Chief Guest, the Governor further stated:
“When I served as the District Secretary of Kilinochchi during the war period, Mr. Karu Jayasuriya was the Minister of Public Administration and Home Affairs. I will always recall with pride the time I worked under him. He provided excellent leadership.

Without any political bias, his institution has been laying the foundation for ethnic and religious harmony by teaching Sinhala to Tamil people and Tamil to Sinhala people. Both Sinhala and Tamil languages are important in our country. In our time, the opportunity to learn Sinhala was very limited. Because of this, we lost many opportunities.

But today, for the benefit of our Tamil people, the Sooriya Foundation has been working for the past 10 years. Many youth have benefitted through it. Today, in addition to language proficiency, computer literacy has also become essential. It must be strengthened, as it enables easy access to job opportunities. Therefore, I believe that all those graduating here today will have a bright future.”

The Governor also awarded certificates to the students who completed the Sinhala course. In addition, former Speaker Karu Jayasuriya honored the Governor with a memento.

எமது தாய்மொழிக்கு மேலதிகமாக இன்னொரு மொழியைக் கற்பதால் வேலை வாய்ப்புக்கான சந்தர்ப்பங்களை நாம் இலகுவாக்கிக் கொள்ள முடியும். சிங்கள மொழியைக் கற்றிருந்தால் இலங்கையின் எந்தப் பாகத்திலும் பணியாற்றக்கூடியதாக இருக்கும். இன்னொரு மொழியைக் கற்பதால் ஒருபோதும் நாம் குறைந்துவிடப்போவதில்லை. இவ்வாறு வடக்கு மாகாண கௌரவ ஆளுநர் நா.வேதநாயகன் அவர்கள் தெரிவித்தார்.

நிகழ்வில் பிரதம விருந்தினராகக் கலந்து கொண்ட ஆளுநர் மேலும் தெரிவித்ததாவது, கிளிநொச்சி மாவட்டச் செயலராக போர்க் காலத்தில் நான் பணியாற்றியபோது, கரு ஜயசூரிய அவர்கள் பொதுநிர்வாக உள்நாட்டலுவல்கள் அமைச்சராக இருந்தார். அவரின் கீழ் பணியாற்றியதை நான் எப்போதும் பெருமையுடன் நினைவுகூர்வேன். மிகச் சிறப்பான தலைமைத்துவத்தை வழங்கியவர் அவர்.

எந்த அரசியல் கலப்புமில்லாமல் இன மற்றும் மத நல்லிணக்கத்துக்கான அடித்தளத்தை ஏற்படுத்தும் வகையில், தமிழ் மக்களுக்கு சிங்கள மொழியும், சிங்கள மக்களுக்கு தமிழ் மொழியும் அவரது நிறுவனத்தின் ஊடாக கற்பிக்கப்படுகின்றது. எமது நாட்டில் தமிழ் மற்றும் சிங்கள மொழி இரண்டும் முக்கியம். எங்களது காலத்தில் சிங்களம் கற்பதற்கு வாய்ப்பு பெரிதாகக் கிடைக்கவில்லை. இதனால் பல வாய்ப்புக்களை நாங்கள் இழந்திருக்கின்றோம்.

ஆனால் இன்று எமது தமிழ் மக்களும் நன்மையடையவேண்டும் என்ற வகையில் கடந்த 10 ஆண்டுகளாக சூரிய நிறுவகம் பணியாற்றி வருகின்றது. பல இளையோர் இதன் ஊடாகப் பலன் பெற்றிருக்கின்றார்கள். இன்று மொழியறிவுக்கு மேலதிகமாக கணனியறிவும் அவசியம். அதனை வளர்த்துக் கொள்ளவேண்டும். அதனூடாக வேலை வாய்ப்புக்களை இலகுவாகப் பெற்றுக் கொள்ளக் கூடியதாக இருக்கும். எனவே இன்று இங்கு கற்று வெளியேறும் அனைவருக்கும் சிறப்பான எதிர்காலம் கிடைக்கும் என்று நம்புகின்றேன், என்றார் ஆளுநர்.

சிங்களக் கற்கை நெறியைப் பூர்த்தி செய்த மாணவர்களுக்கு ஆளுநர் சான்றிதழ்களையும் வழங்கி வைத்தார். அத்துடன் ஆளுநருக்கான நினைவுச் சின்னத்தை, முன்னாள் சபாநாயகர் கரு ஜயசூரிய வழங்கி கௌரவித்தார்.

අපගේ මව් භාෂාවට අමතරව වෙනත් භාෂාවක් ඉගෙන ගැනීමෙන් අපට රැකියා අවස්ථා පහසු කළ හැකිය. අපි සිංහල ඉගෙන ගන්නේ නම්, අපට ශ්‍රී ලංකාවේ ඕනෑම ප්‍රදේශයක වැඩ කිරීමට හැකි වනු ඇත. වෙනත් භාෂාවක් ඉගෙන ගැනීමෙන් අපට කිසි විටෙකත් අඩුවීමක් සිදු නොවේ. උතුරු පළාත් ගරු ආණ්ඩුකාරතුමා එන්. වේදනායකන් මහතා මෙසේ පැවසීය.
හදල්දි ලංකා ආයතනය සහ සූර්ය ආයතනය විසින් සංවිධානය කරන ලද සිංහල දෙවන භාෂා පාඨමාලාව සම්පූර්ණ කළ සිසුන් සඳහා සහතික ප්‍රදානෝත්සවයක් අද සඳුදා (2025.09.29) උදෑසන සුදුමලෙයි හි කුබෙරාමහල් හිදී පැවැත්විණි. මෙම අවස්ථාවට සූර්ය ආයතනයේ නිර්මාතෘ සහ හිටපු කථානායක කරු ජයසූරිය මහතා, හිටපු පාර්ලිමේන්තු මන්ත්‍රීවරුන් වන වී. ආනන්දසංකාරි, ඊ. සරවනභවන් සහ ස්විට්සර්ලන්ත තානාපති කාර්යාලයේ නිලධාරීන් සහභාගී විය.
ප්‍රධාන ආරාධිත අමුත්තා ලෙස උත්සවයට සහභාගී වූ ගරු ආණ්ඩුකාරතුමා තවදුරටත් මෙසේ පැවසීය. යුද්ධය පැවති සමයේ මම කිලිනොච්චි දිස්ත්‍රික් ලේකම්වරයා ලෙස සේවය කළ කාලයේ කරු ජයසූරිය මහතා රාජ්‍ය පරිපාලන හා ස්වදේශ කටයුතු අමාත්‍යවරයා ලෙස කටයුතු කළ බව. ඔහු යටතේ කටයුතු කළ ආකාරය මම සැමවිටම ආඩම්බරයෙන් සිහිපත් කරමි. ඔහු විශිෂ්ට නායකත්වයක් ලබා දුන්නේය.

කිසිදු දේශපාලන මැදිහත්වීමකින් තොරව ජනවාර්ගික හා ආගමික සහජීවනය සඳහා අඩිතාලම දැමීම සඳහා, ඔහුගේ ආයතනය හරහා සිංහල භාෂාව දෙමළ ජනතාවටත්, දෙමළ භාෂාව සිංහල ජනතාවටත් උගන්වනු ලැබේ. දෙමළ සහ සිංහල භාෂා දෙකම අපේ රටේ වැදගත් ය. අපේ කාලයේ සිංහල භාෂාව ඉගෙන ගැනීමට එතරම් අවස්ථාවක් නොතිබුණි. මේ නිසා අපට බොහෝ අවස්ථා අහිමි වී ඇත.

නමුත් අද, සූර්ය ආයතනය පසුගිය වසර 10 තුළ ක්‍රියාත්මක වන අතර එමඟින් අපගේ දෙමළ ජනතාවටද ප්‍රතිලාභ ලබා ගත හැකිය. බොහෝ තරුණ තරුණියන් මෙයින් ප්‍රතිලාභ ලබා ඇත. අද, භාෂා දැනුමට අමතරව, පරිගණක දැනුම ද අවශ්‍ය වේ. එය දියුණු කළ යුතුය. ඒ හරහා, රැකියා අවස්ථා පහසුවෙන් ලබා ගැනීමට හැකි වනු ඇත. එබැවින්, අද මෙහි අධ්‍යාපනය ලබන සෑම කෙනෙකුටම විශිෂ්ට අනාගතයක් ලැබෙනු ඇතැයි මම විශ්වාස කරමි, ඔහු පැවසීය.

The 'Jaffna Viksit Bharat Run 2025' event, organized by the Indian Consulate, was held on Sunday morning (28.09.2025) at the Thiruvalluvar Cultural Hall in Jaffna. The event was graced by the Honorable Minister of Fisheries, Aquatic Resources, and Marine Resources, R. Chandrasekaran, the Hon. Governor of the Northern Province, N. Vethanayahan, and Consul General of India, Jaffna, Sai Murali, who jointly inaugurated the run and honored the winners by presenting certificates.

The Viksit Bharat Run 2025, held simultaneously in over 150 locations worldwide, celebrates India’s journey of progress while promoting service, unity, and sustainability, connecting communities globally. The event showcased India’s progress and cultural values.

Farmers can achieve higher yields with lower investment by adopting modern methods- Hon. Governor

"There needs to be a shift in the mindset of constantly opposing everything. Instead, we should make use of available opportunities to engage in dialogue and secure what we need. By doing so, we can uplift the standard of living for the people of our province," emphasized the Honorable Governor of the Northern Province, Mr. N. Vethanayahan.

The Silver Jubilee Celebration of the Jaffna Chamber of Commerce and Industry was held on Saturday evening (27.09.2025) at Selva Palace, Jaffna, under the chairmanship of Mr. K. Vaseekaran, Chairman of the Chamber.

The Honorable Governor of the Northern Province, Mr. N. Vethanayahan, attended the event as the Chief Guest and addressed the gathering. In his speech, he noted that the Northern Province currently contributes only 4 percent to Sri Lanka's Gross National Product (GNP). He emphasized that the region has the potential to raise this figure to 10 percent or more, but that its resources remain underutilized.

"Our contribution to national production can be significantly increased through two key approaches: converting raw materials into value-added products and expanding exports.

As several speakers before me rightly pointed out, the majority of people in our province are engaged primarily in rice cultivation. However, we are working to diversify this pattern. Many of the irrigation schemes that supported agriculture before the war have been destroyed, and to this day, 21 such schemes remain non-operational.
By reviving these schemes—particularly the lift irrigation systems—we can promote the cultivation of alternative crops and support farmers in transitioning to more sustainable and profitable agricultural practices," the Governor stated.

"Our provincial farmers are highly skilled and capable of producing a wide range of crops in sufficient quantities. However, they are often affected by price volatility, which undermines their efforts. If stable and fair prices can be ensured, they will remain committed and enthusiastic about farming.
As I mentioned earlier, there is a pressing need to focus on value-added processing and export-oriented production. I urge the entrepreneurs present here today to take note of this opportunity and play an active role in transforming our agricultural sector," the Governor emphasized.

"Some of our farmers still prefer to cultivate using traditional methods. However, with the advancement of modern agricultural techniques, it is now possible to achieve higher yields with lower investment. It's important that our farmers begin to adopt these modern methods—there is a clear need for a shift in mindset.
More broadly, our people must move away from a habit of opposing initiatives with a negative attitude. I recall, during my time as the Jaffna District Secretary, a project was introduced to desalinate seawater. There was resistance from the public, who feared that the discharge of purified water back into the sea would harm fish populations. Yet today, fishermen in that very area report increased catches.

Similarly, when the wind farm was established in Palai, there were fears that it would prevent rainfall. But we now know that those concerns were unfounded. Instead of approaching every project with suspicion or resistance, we must start evaluating them based on the potential benefits they can bring to our people and our province," the Governor said.

The event was graced by the presence of several distinguished guests, including Ms. Ramya Chandrasekaran, Head of Commercial and Consular Affairs at the Indian Consulate in Jaffna; Mr. Lakshman Abhayasekara, Chairman of the National Enterprise Authority; and Mr. Rajendra Thiyagarajah, Chairman of Best Capital Holdings.

எனக்கு முன்னர் உரையாற்றிய பேச்சாளர்கள் குறிப்பிட்டதைப்போன்று எமது மாகாணத்தில் அதிகளவான மக்கள் நெல் உற்பத்தியையே மேற்கொள்கின்றனர். அதை மாற்றியமைப்பதற்கு நாங்கள் முயற்சிக்கின்றோம். போருக்கு முன்னர் இருந்த ஏற்று நீர்பாசனத் திட்டங்கள் பலவும் அழிவடைந்து விட்டன. இன்னமும் 21 ஏற்று நீர்பாசனத் திட்டங்கள் மீள ஆரம்பிக்கப்படவில்லை. ஏற்று நீர்பாசனத் திட்டத்தை மீள ஆரம்பிப்பதன் ஊடாக மாற்றுப் பயிர் செய்கையை விவசாயிகளிடம் ஊக்குவிக்க முடியும்.

எமது மாகாண விவசாயிகள் திறமையானவர்கள். எந்தவொரு பயிர் வகையையும் வேண்டியளவில் உற்பத்தி செய்யக் கூடிய இயலுமை உடையவர்கள். ஆனால் விளைபொருட்களுக்கான விலைத் தளம்பல் அவர்களைப் பாதிக்கின்றது. நிலையான விலை கிடைக்குமாக இருந்தால் அவர்கள் இன்னமும் உற்சாகமாக பயிர்ச்செய்கையில் ஈடுபடுவார்கள். அதற்கு நான் முன்னரே குறிப்பிட்;டதைப்போன்று பெறுமதி சேர் பொருட்களாக மாற்றுதல் மற்றும் ஏற்றுமதியை மேற்கொள்ள வேண்டும். இந்த அரங்கிலுள்ள தொழில்முனைவோர் அதைக் கவனத்திலெடுக்க வேண்டும்.

எமது விவசாயிகளில் சிலர் இன்னமும் பாரம்பரிய முறையிலேயே பயிர்ச்செய்கையை மேற்கொள்ள விரும்புகின்றனர். இன்று நவீன முறைகள் பல வந்துள்ளன. அதன் ஊடாக குறைந்த முதலீட்டில் அதிகளவு உற்பத்தியைப் பெற்றுக் கொள்ள முடியும். அதை நோக்கி அவர்கள் செல்லவேண்டும். அவர்களின் நடத்தைகளில் மாற்றம் தேவை.

எமது மக்கள் எல்லாவற்றையும் எதிர்ப்பு மனநிலையில் அணுகக் கூடாது. நான் யாழ். மாவட்டச் செயலராக இருந்த காலத்தில், கடல் நீரை நன்னீராக்கும் திட்டம் கொண்டு வரப்பட்டது. எமது மக்கள் அதனையும் எதிர்த்தார்கள். சுத்திகரிக்கப்பட்ட பின்னர் செறிவு கூடிய நீர் கடலுக்குச் செல்லும்போது மீன் வளம் அழிவடையும் என்றார்கள். ஆனால் இன்று அந்தப் பகுதியில் அதிகளவு மீன்கள் பிடிபடுவதாகக் கூறுகின்றார்கள். அதைப்போல பளையில் காற்றாலை அமைக்கப்பட்டபோது மழை வராது என்று சொன்னார்கள். ஆனால் இன்று அவ்வாறான நிலைமை இல்லை. எனவே எந்தவொரு விடயத்தையும் எதிர்ப்பது என்ற மனநிலையில் சிந்திக்காமல் அந்தத் திட்டங்கள் ஊடாக எங்களுக்கு என்ன நன்மைகளைப் பெற்றுக் கொள்ளலாம் என்ற கோணத்தில் சிந்திக்கவேண்டும், என்றார் ஆளுநர்.

සියල්ලටම විරුද්ධ වීමේ ජනතාවගේ මානසිකත්වයේ වෙනසක් ඇති කළ යුතුයි. පවතින අවස්ථාවන් භාවිතා කර සාකච්ඡා කර අපට අවශ්‍ය දේ ලබා ගත යුතුයි. මේ හරහා අපේ පළාතේ ජනතාවගේ ජීවන තත්ත්වය වැඩි විය යුතුයි. මේ අනුව උතුරු පළාත් ගරු ආණ්ඩුකාරතුමා එන්. වේදනායකන් මහතා අවධාරණය කළේය.

යාපනය වාණිජ හා කර්මාන්ත මණ්ඩලයේ රිදී ජුබිලි සැමරුම අද සෙනසුරාදා (2025.09.27) සවස යාපනයේ සෙල්වා මාලිගාවේදී මණ්ඩලයේ සභාපති කේ. වසීකරන් මහතාගේ ප්‍රධානත්වයෙන් පැවැත්විණි.

මෙම අවස්ථාවට ප්‍රධාන ආරාධිත අමුත්තා ලෙස සහභාගී වී සිටි ගරු ආණ්ඩුකාරතුමා පැවසුවේ අපගේ පළාත ශ්‍රී ලංකාවේ දළ ජාතික නිෂ්පාදනයට දායක වන්නේ සියයට 4 ක් පමණක් බවයි. මෙය 10 ක් හෝ ඊට වැඩි කිරීමට අපගේ පළාතට සම්පත් තිබේ. අපි අපගේ සම්පත් සම්පූර්ණයෙන්ම භාවිතා නොකරමු.

අගය එකතු කළ නිෂ්පාදන සහ අපනයන ක්‍රම දෙකෙන්ම ජාතික නිෂ්පාදනයට අපගේ දායකත්වය සැලකිය යුතු ලෙස වැඩි කළ හැකිය.

මට පෙර කතා කළ කථිකයන් සඳහන් කළ පරිදි, අපේ පළාතේ බොහෝ දෙනෙක් වී නිෂ්පාදනයේ නියැලී සිටිති. අපි එය වෙනස් කිරීමට උත්සාහ කරනවා. යුද්ධයට පෙර වාරිමාර්ග යෝජනා ක්‍රම බොහොමයක් විනාශ වී ඇත. තවමත්, වාරිමාර්ග යෝජනා ක්‍රම 21ක් නැවත ආරම්භ කර නැත. වාරිමාර්ග යෝජනා ක්‍රමය නැවත ආරම්භ කිරීමෙන්, විකල්ප භෝග වගා කිරීමට ගොවීන් දිරිමත් කළ හැකිය.

අපේ පළාතේ ගොවීන් දක්ෂයි. ඔවුන්ට ඕනෑම ආකාරයක බෝගයක් ප්‍රමාණවත් ප්‍රමාණයකින් නිෂ්පාදනය කිරීමට හැකියාව ඇත. නමුත් නිෂ්පාදනවල මිල උච්චාවචනයන් ඔවුන්ට බලපායි. ඔවුන්ට ස්ථාවර මිලක් ලැබෙන්නේ නම්, ඔවුන් තවමත් ගොවිතැන කෙරෙහි උද්යෝගිමත් වනු ඇත. ඒ සඳහා, මා කලින් සඳහන් කළ පරිදි, අපි ඒවා අගය එකතු කළ නිෂ්පාදන සහ අපනයන බවට පරිවර්තනය කළ යුතුය. මෙම ක්ෂේත්‍රයේ ව්‍යවසායකයින් ඒ බව සැලකිල්ලට ගත යුතුය.

අපේ ගොවීන්ගෙන් සමහරක් තවමත් සාම්ප්‍රදායික ආකාරයෙන් වගා කිරීමට කැමතියි. අද වන විට බොහෝ නවීන ක්‍රම පැමිණ ඇත. ඒවා හරහා, අඩු ආයෝජනයකින් අපට වැඩි නිෂ්පාදනයක් ලබා ගත හැකිය. ඔවුන් ඒ දෙසට ගමන් කළ යුතුය. ඔවුන්ගේ හැසිරීමේ වෙනසක් අවශ්‍ය වේ.

අපේ අය හැමදේටම සෘණාත්මක ආකල්පයකින් ප්‍රවේශ විය යුතු නැහැ. මම යාපනය දිස්ත්‍රික් ලේකම්වරයාව සිටියදී මුහුදු ජලයේ ලවණ ඉවත් කිරීමේ ව්‍යාපෘතියක් ගෙනාවා. අපේ අයත් ඒකට විරුද්ධ වුණා. පිරිසිදු කළ ජලය මුහුදට ගිය විට මත්ස්‍ය සම්පත විනාශ වන බව ඔවුන් පැවසුවා. නමුත් අද ඔවුන් කියනවා ඒ ප්‍රදේශයේ වැඩිපුර මාළු අල්ලනවා කියලා. ඒ වගේම පලෙයිහි සුළං බලාගාරය ඉදිකරන විට වැසි නොලැබෙන බව ඔවුන් පැවසුවා. නමුත් අද එය එසේ නොවේ. එබැවින්, සෘණාත්මක ආකල්පයකින් සිතීම වෙනුවට, එම ව්‍යාපෘති හරහා අපට ලබා ගත හැකි ප්‍රතිලාභ මොනවාද යන්න පිළිබඳ දෘෂ්ටිකෝණයෙන් සිතා බැලිය යුතු බව ඔහු පැවසීය.

Puluthiyaaru Lift Irrigation Scheme Re-launched by the Hon. Governor

The Hon. Governor of Northern Province N. Vethanayahan, re-launched the Puluthiyaaru Lift Irrigation Scheme Friday – September 26, 2025.

At present, about 30 farmers will be able to cultivate per quarter acre of land, and depending on the efforts of farmers, the scheme could be further expanded in the future, the Governor noted during the event. Following this, the Governor also inspected the lands where cultivation will take place under the Puluthiyaaru Lift Irrigation Scheme.

In response to farmers’ requests, this Lift Irrigation Scheme has been upgraded by the Provincial Department of Irrigation, Northern Province at a cost of 12 million rupees, from the Provincial Specific Development Grant (PSDG) Fund. Notably, the system has been redesigned to operate using solar power.

People of Northern Province Satisfied with Financial Knowledge but Lags Behind in Financial Behavior – Hon. Governor

The people of the Northern Province continue to be deceived by financial institutions and microfinance companies due to a lack of awareness. In this context, the financial literacy initiatives undertaken by the Central Bank of Sri Lanka are both commendable and essential. This was stated by the Hon. Governor of the Northern Province, Mr. N. Vethnayaham.

The Financial Literacy Month event, organized by the Northern Regional Office of the Central Bank of Sri Lanka, Friday morning (26.09.2025), at its office in Kilinochchi Ariviyalnagar, under the chairmanship of Regional Manager Mrs. Paheerathy Senthilmaran.

In his guest address, the Governor noted that our country has made significant progress in financial inclusion, with the majority of the population now holding bank accounts. However, according to the 2021 Financial Literacy Survey, while financial knowledge is at a satisfactory level, financial behavior still lags behind. This gap must be addressed. Financial literacy is not just about managing money, it is about having the ability and confidence to make informed decisions that contribute to a better quality of life.

The Central Bank of Sri Lanka has a legal responsibility to promote financial inclusion. As a strong testament to this commitment, initiatives like the Financial Literacy Roadmap (2024–2028) have been launched. The objective is to bridge the gap between financial knowledge and behavior, particularly among youth, women, and small and medium-scale entrepreneurs, to create empowered citizens.

The Central Bank’s regional office in Kilinochchi Ariviyalnagar plays a significant role in these efforts, conducting programs and webinars tailored to regional needs. The FinLir Expo held today serves as a vibrant platform to provide the community with essential tools and knowledge.

“I urge you to make full use of the resources available here. Engage with representatives from financial institutions, participate in sessions, and ask your questions and doubts. Let us work together to create a future where every individual and family in Kilinochchi and beyond can achieve financial well-being,” the Governor said.

Addressing the event, Kilinochchi District Secretary Mr. S. Muralitharan stated that the people of the Northern Province have maintained the highest levels of fixed deposits in Sri Lanka. They are well-versed in saving money and understanding the value of hard work. Even during the war, their savings protected them. However, post-war circumstances have changed, and people now make mistakes in managing their earned income. Aspiring for lifestyles beyond their means and turning to microfinance institutions has led to the destruction of families. This event will play a crucial role in raising awareness to address these issues.

He further urged banks and financial institutions in the region to adopt the same procedures for loan requests from farmers and entrepreneurs as those followed in other provinces. The stringent practices of these institutions often drive people to microfinance organizations, and he requested that this issue be taken into consideration.

The event was attended by Mr. Sathura Ariyadasa, Director of Regional Development at the Central Bank of Sri Lanka.

In celebration of Financial Literacy Month, an exhibition was also held today at the Northern Regional Office of the Central Bank of Sri Lanka, which was visited by school students and many others.

கிளிநொச்சி மாவட்டத்தில் பிணக்கின்றி ஆட்சி செய்து வருகின்ற மக்களுக்குரிய காணிகளின் ஆவணங்களை அவர்களுக்கு விரைந்து வழங்குவதற்கான விசேட வேலைத்திட்டத்தை நடைமுறைப்படுத்துவதற்கு வடக்கு மாகாண கௌரவ ஆளுநர் நா.வேதநாயகன் அவர்கள் தலைமையில் நடைபெற்ற கூட்டத்தில் தீர்மானிக்கப்பட்டுள்ளது. அத்துடன் அதற்கான பொறிமுறையை உருவாக்குமாறும் மாகாணக் காணி ஆணையாளருக்கு ஆளுநர் பணிப்புரை விடுத்தார்.

கிளிநொச்சி மாவட்டச் செயலக கேட்போர் கூடத்தில் காணி தொடர்பான முன்னேற்ற மீளாய்வுக் கூட்டமும், காணி நடமாடும் சேவையும் இன்று வெள்ளிக்கிழமை (26.09.2025) மாவட்டச் செயலர் சு.முரளிதரன் தலைமையில் நடைபெற்றது.

முன்னேற்ற மீளாய்வுக் கூட்டத்தின் தலைமையுரையில், பொதுமக்கள் எதிர்கொள்ளும் காணி பிரச்சினை தொடர்பில் நடமாடும் சேவைகள் நடத்தி தீர்ப்பதற்கான நடவடிக்கைகள் எடுக்கப்பட்டு வருவதாகக் குறிப்பிட்டார். பிணக்குகள் இல்லாமல் ஆட்சி செய்து வருபவர்களுக்கான காணி ஆவணங்களை வழங்கும் நடவடிக்கை எடுக்கப்பட்டுள்ள போதிலும் அதிலுள்ள சவால்கள் தொடர்பில் மாவட்டச் செயலர் குறிப்பிட்டார். இதற்கான விசேட பொறிமுறையை உருவாக்குவதற்கும் ஆளுநரிடம் கோரிக்கை முன்வைத்தார்.

மாவட்டச் செயலரின் கோரிக்கையை ஏற்றுக்கொண்ட ஆளுநர், இந்தத் திட்டத்தை நடைமுறைப்படுத்தி முடிப்பதற்கான மேலதிக ஆளணிகளை யாழ். மாவட்டத்திலிருந்து பெற்று இலக்கை நிர்ணயித்து செயற்படுத்தி முடிக்குமாறும் அதற்குரிய கொடுப்பனவுகள் உள்ளிட்ட ஏனைய விடயங்களைப் பெற்றுக் கொள்வதற்குரிய கோரிக்கைகளை உரிய நடைமுறைக்கு அமைவாக விண்ணப்பிக்குமாறும் மாகாண காணி ஆணையாளர் ஆர்.குருபரனுக்கு பணிப்புரை விடுத்தார்.

மேலும், கிளிநொச்சி மாவட்டத்திலுள்ள காணிப் பிணக்குகளுடன் தொடர்புடைய நடைமுறை ரீதியான பல்வேறு பிரச்சினைகள் தொடர்பாகவும் கலந்துரையாடப்பட்டது. இதன்போது, வடக்கு மாகாணம் போரால் பாதிக்கப்பட்டது என்பதையும், போரால் ஆவணங்கள் அழிவடைந்தது என்பதையும் கருத்திலெடுத்து விசேடமாக கவனம் செலுத்தி பிரச்சினைகளைத் தீர்ப்பதற்கு நடவடிக்கை எடுக்குமாறும் தேவையேற்படின் கொள்கை ரீதியான தீர்மானங்களை எடுப்பதற்கு ஏதுவான செயற்பாடுகளை முன்னெடுக்குமாறும் காணி ஆணையாளருக்கு ஆளுநர் அறிவுறுத்தல் விடுத்தார்.

காணி சீர்திருத்த ஆணைக்குழுவின் காணிகள் தொடர்பான பிரச்சினைகளும் ஆராயப்பட்டன. பளை பிரதேச செயலர் பிரிவில் காணி ஆவணங்கள் வழங்கப்பட்டு அதில் தற்போதுள்ள சவால்கள் தொடர்பாக ஆராயப்பட்டு அதற்குரிய நடவடிக்கை எடுக்கவும் ஆளுநரால் பணிப்புரை வழங்கப்பட்டது. மேலும் பளை மற்றும் பூநகரி பிரதேச செயலர் பிரிவிலுள்ள காணி சீர்திருத்த ஆணைக்குழுவின் காணிகளை வழங்குவது தொடர்பிலும் சில அறிவுறுத்தல்கள், காணி சீர்திருத்த ஆணைக்குழுவின் வடக்கு மாகாண பிரதிப் பணிப்பாளருக்கு வழங்கப்பட்டன.

இந்தக் கலந்துரையாடலில் மாவட்டச் செயலர், மேலதிக மாவட்டச் செயலர் (காணி), மாகாண காணி ஆணையாளர், பிரதேச செயலர்கள், காணி அபிவிருத்தி உத்தியோகத்தர்கள் ஆகியோர் பங்கேற்றனர்.

கலந்துரையாடலைத் தொடர்ந்து மக்களின் காணி நடமாடும் சேவை ஆளுநரின் பங்கேற்புடன் நடைபெற்றது.

ප්‍රගති සමාලෝචන රැස්වීමේදී ඔහු කළ කතාවේදී, ජංගම සේවා පැවැත්වීමෙන් මහජනතාව මුහුණ දෙන ඉඩම් ගැටළු විසඳීමට පියවර ගනිමින් සිටින බව සඳහන් කළේය. ආරවුල් නොමැතිව පාලනය කරන අයට ඉඩම් ලේඛන ලබා දීමට පියවර ගෙන ඇතත්, දිස්ත්‍රික් ලේකම්වරයා ඊට සම්බන්ධ අභියෝග සඳහන් කළේය. මේ සඳහා විශේෂ යාන්ත්‍රණයක් නිර්මාණය කරන ලෙසද ඔහු ආණ්ඩුකාරවරයාගෙන් ඉල්ලා සිටියේය.

ඉඩම් ප්‍රතිසංස්කරණ කොමිෂන් සභාවේ ඉඩම්වලට අදාළ ගැටළු ද පරීක්ෂා කරන ලදී. පලෙයි ප්‍රාදේශීය ලේකම් කොට්ඨාශය තුළ ඉඩම් ලේඛන නිකුත් කරන ලෙසත්, එහි පවතින අභියෝග පරීක්ෂා කර සුදුසු ක්‍රියාමාර්ග ගන්නා ලෙසත් ආණ්ඩුකාරවරයා නියෝග කළේය. තවද, පලෙයි සහ පූනගරි ප්‍රාදේශීය ලේකම් කොට්ඨාශවල ඉඩම් නිකුත් කිරීම සම්බන්ධයෙන් ඉඩම් ප්‍රතිසංස්කරණ කොමිෂන් සභාවේ උතුරු පළාත් නියෝජ්‍ය අධ්‍යක්ෂවරයාට උපදෙස් කිහිපයක් ලබා දෙන ලදී.

The Governor has directed the establishment of a mechanism to promptly provide land documents to individuals without disputes in Kilinochchi.

At a meeting chaired by the Hon. Governor of the Northern Province, N. Vethanayahan, it was decided to implement a special program to promptly provide land documents to residents of the Kilinochchi District who have undisputed ownership. The Governor also instructed the Provincial Land Commissioner to establish an effective mechanism to facilitate this process.

A land-related progress review meeting and land mobility service were held on Friday, 26th September 2025, at the Kilinochchi District Secretariat Auditorium, under the chairmanship of District Secretary S. Muralitharan.

In his address at the progress review meeting, District Secretary S. Muralitharan stated that steps are being taken to address the land issues faced by the public through the implementation of mobile services. While efforts have been made to provide land documents to those with undisputed ownership, he highlighted the challenges involved in the process. He also appealed to the Governor to establish a special mechanism to overcome these challenges and expedite the issuance of land documents.

"The Governor, upon accepting the request of the District Secretary, instructed Provincial Land Commissioner R. Guruparan to obtain additional personnel from the Jaffna District to support the implementation of the project. He further directed that clear targets be set and the project be completed within a defined timeframe. The Governor also advised that all necessary requests, including those related to payments and other required resources, be submitted in accordance with the appropriate procedures.

Furthermore, various practical issues related to land disputes in the Kilinochchi District were discussed during the meeting. The Governor instructed the Land Commissioner to give special attention to resolving these issues, taking into consideration the impact of the war on the Northern Province, including the destruction of land documents. He also emphasized the need to take appropriate policy decisions to address these challenges effectively.

Issues related to lands under the Land Reforms Commission were also reviewed. The Governor instructed that land documents be issued in the Palai Divisional Secretariat Division, and that the existing challenges be thoroughly examined and appropriate actions taken. In addition, specific instructions were given to the Northern Provincial Deputy Director of the Land Reforms Commission regarding the issuance of lands in both the Palai and Poonagari Divisional Secretariat Divisions.

The discussion was attended by the District Secretary - Kilinochchi, Additional District Secretary (Land), Provincial Land Commissioner of the Northern Province, Divisional Secretaries, and Land Development Officials.
Following the meeting, a public land mobility service was conducted with the participation of the Governor.
