கல்முனை வடக்கு பக்கம் உள்ள ஆதார வைத்தியசாலையின் பணிப்பாளர், உப பணிப்பாளர்களுக்கு இந்த கடிதம் அனுப்பி வைக்கப்பட்டுள்ளது.
கி.த 9 STS என்று கூறப்படும் முஸ்லிம் சிற்றூழியர்களை அரசியலமைப்பினால் பாதுகாக்கப்பட்ட அவர்களுடைய கலாச்சார ஆடைகளை அணிந்து கொண்டு கல்முனை வடக்குப் பக்கமாக உள்ள ஆதார வைத்திய சாலையில் தங்களுடைய கடமைகளை நிறைவேற்றும் பணிப்பாளர், பிரதிப் பணிப்பாளர்கள் தடைவிதித்து வருவதாக எனக்கு இன்று கிடைத்த தகவலின் அடிப்படையில் பின்வரும் கடிதத்தை அனுப்பியுள்ளேன்.
தமிழ்-முஸ்லிம் உறவை சீர்கெடுக்க திரைமறைவில் அரசியல் காரணங்களுக்காக திட்டமிடும் இத்தகையோரை இனிமேல் சட்டம் தண்டிக்க நடவடிக்கை எடுக்கும் அதேவேளை நகமும் சதையும் போல் இருந்த தமிழ்-முஸ்லிம் உறவு மீண்டும் மலர சகல மனித குல விரும்பிகளும் ஒத்துழைக்க வேண்டும் என பணிவாக வேண்டுகிறோம்

Dear Sir,
*Request to Assume Duties While Wearing Constitutionally Protected Religious and Cultural Attire*
We, the undersigned newly appointed officers of Base Hospital, Kalmunai North, respectfully request that we be permitted to assume our duties while wearing our constitutionally protected religious and cultural attire.
We respectfully draw your attention to the following provisions of the Constitution of the Democratic Socialist Republic of Sri Lanka:
Article 10 guarantees every person the freedom of thought, conscience, and religion.
Article 11 prohibits torture and cruel, inhuman, or degrading treatment or punishment, including mental suffering caused by unlawful acts.
Article 12 guarantees equality before the law and prohibits discrimination on the grounds of, inter alia, race or religion.
Article 14(1)(e) guarantees every citizen the freedom, either individually or in association with others, and either in public or in private, to manifest his or her religion or belief in worship, observance, practice, and teaching.
Article 14(1)(f) guarantees every citizen the freedom to enjoy and promote his or her own culture.
We further draw your attention to Section 162 of the Sri Lankan Penal Code, which provides that a public officer who knowingly disobeys any direction of the law governing the manner in which he or she is required to act as a public officer, intending to cause, or knowing that such disobedience is likely to cause, injury to any person, commits an offence.
We also refer to Section 183 of the Penal Code, which makes it an offence to voluntarily obstruct any public officer, or any person acting under the lawful authority of such public officer, in the discharge of his or her public duties.
Accordingly, preventing us from signing the attendance register and assuming our duties, in the absence of any lawful authority, would amount to an unlawful obstruction and may also constitute a violation of our constitutionally guaranteed fundamental rights.
If there exists any law, regulation, or government circular that lawfully authorizes the refusal to permit us to assume duties while wearing our constitutionally protected religious and cultural attire, we respectfully request that you kindly provide us with the relevant legal provision or circular in writing.
In the absence of any such lawful authority, and if we continue to be prevented from assuming our duties, we will have no alternative but to seek appropriate legal remedies to safeguard our constitutional and legal rights.
We look forward to receiving your official written response at your earliest convenience.
