Liberia Extractive Industries Transparency Initiative (LEITI) in Partnership with the Mininer industry of Liberia with support From GYZ climaxed a day-long Stakeholder dialogue Citizens in Gbarnga.

Speaking to Journalists following the event, the President of Mininer industry of Liberia, Mr. Abraham B. Gappie said the gathering was geared towards enlightening citizens minds of the mining law of Liberia and deepen their understanding on Multi Stakeholders Platform (MSP) in the country.

According to Mr. Gappie, Citizens should be now gravitating thier interest to the energy sector and climate change, thus stating that this approach will greatly contribute the economy growth.

"We're rollout these Community dialogues, that will provide wider knowledge to citizens, Women lead group, Civil Society Network, County Leadership and other grouping, LEITI and and her partner will continue to have education to citizens, about the Multi Stakeholders Platform (MSP), Mr. Abraham Gappie stressed out."

He explained that currently the majority of the benefits from the mining sector are going to foreign investors, leaving the local communities and citizens without proper compensation or benefits.

Gappie who also emphasized the importance of a more transparent and inclusive process in the mining sector to ensure that all stakeholders, especially the citizens of Liberia, are able to benefit from the country's natural resources.

The partnership between LEITI, the Mininer industry of Liberia, and GYZ aims to promote transparency and accountability in the extractive industries in Liberia.

Howard added that, they are now collaborating to educate and engage citizens in understanding their rights and the laws governing the mining sector. By empowering citizens with knowledge about the industry and the laws that govern it, they aim to create a more transparent and inclusive mining sector that benefits the country as a whole.
The stakeholder dialogue in Gbarnga was just the beginning of a series of events and initiatives planned by the partnership to engage citizens across Liberia.

Meanwhile, Mulbah Howard and other participants expressed their appreciation for LEITI and its partner for organizing the dialogue, and recommended for support to Civil Society Organizations (CSOs) to carry out more awareness campaigns in the community.

Mayor of Gbarnga Expresses Disappointment Over Low Allotment to City Cooperation.

The Mayor of Gbarnga, Mr. Gallah Varpliah, has expressed disappointment over what he described as the โ€œlow allotmentโ€ of funds to the Gbarnga City Cooperation, a situation he says is severely undermining the operation of the institution.

Speaking to journalists, Mayor Varpliah disclosed that during the first County Sitting, the County Council under the leadership of Mr. Aaron Sackie Fenlah made available only $5,000 to the City Cooperation. He said a report of the usage of the fund was submitted as required, but since then, the Cooperation has not received any additional allotments.
According to him, the lack of essential equipment and resources including grass cutters, tractors, funds to pay sanitation workers, and an operational vehicle, continues to hinder the proper functioning of the Cooperation.

Mr. Varpliah further alleged that the County Council has failed to provide accountability to the people of B**g County in relation to allotments made for county development.
The Mayor also expressed dissatisfaction with the county leadership for not consulting the office of the Mayor during the recent rehabilitation of roads within the city of Gbarnga. He said such a move undermines the collaborative efforts needed to ensure the cityโ€™s proper development.

Despite the challenges, Mayor Varpliah extended appreciation to the citizens of Gbarnga for their cooperation and support in working with the City Cooperation. He emphasized that with greater transparency, consultation, and increased financial support, the Cooperation can deliver better services to the people.

The County Council Chair, Mr. Aaron Sackie Fenlah trashed the claims made by the Mayor of Gbarnga, saying his statements are politically motivated.

The House of Representativesโ€™ Committee on Education has concluded a day long strategic briefing session with Education Minister, Jarso Marley Jallah and members of her Senior Management Team, reaffirming a shared commitment to collaborate on critical reforms aimed at strengthening Liberiaโ€™s education sector.
The meeting, held at the Capitol Building, focused on a wide range of pressing issues, including the reorganization of County School Boards, the status of regularizing volunteer teachers, updates on bilateral and donor-supported interventions, and the welfare of Liberian students studying abroad under USAID sponsorship in Liberia, Ghana, and Nigeria.
Also discussed were stipends for foreign scholarship students and new policy innovations designed to improve education delivery nationwide.
In her introductory remarks, Minister Jallah addressed concerns surrounding students who have overstayed their academic programs abroad.
She explained that the Ministry has taken proactive steps to engage these students, assess the reasons for delays, and implement accountability measures.
โ€œWeโ€™ve met with students who overstayed, identified the challenges, and developed contracts outlining the semesters required for completion,โ€ she said. โ€œThe government, through the Ministry of Education, is holding them to these terms, and once they complete their programs, resettlement assistance is provided to support their return.โ€
Minister Jallah added that just yesterday, her office processed additional resettlement support for students who have completed their studies and are returning home.
She also highlighted ongoing efforts to digitize academic results, a move she said will help integrate graduates into the public sector and enhance transparency and efficiency in credential verification.
However, the committee members praised the Ministerโ€™s detailed briefing and expressed support for the Ministryโ€™s reform agenda.
The Committee pledged to work closely with the Ministry to ensure that legislative backing and budgetary support are aligned with the sectorโ€™s evolving needs.

For Immediate Release

The Ministry of Finance and Development Planning, through its ECOWAS National Office (ENO), announces the development of a New Human Capital Development Strategy for Liberia, as directed by ECOWAS for all ECOWAS member states.

During the 59th Ordinary Session of the Authority of Heads of State and Government, the Economic Community of West African States (ECOWAS) adopted an ambitious Regional Integrated Human Capital Development Strategy (HCDS) aimed at becoming a top-performing regional economic community in human capital development by 2030.

The Capacity Assessment (2020), leading to the HCDS 2030, placed Liberia's Human Capital Index (HCI) at 0.32, which is below the regional average of 0.38 and 0.40 for sub-Saharan Africa.

Based on HCD performance and the competitive index, Liberia's archetype is among states lagging in competitiveness due to limited HCD performance, along with Guinea, Sierra Leone, and Guinea-Bissau.

Thus, with a grant of USD 75,000 from the ECOWAS Commission, the MFDP, through the ECOWAS National Office, will facilitate the development of a comprehensive HCDS for Liberia.

The key thematic priorities of interest to ECOWAS for support include Health and Nutrition, Education, Skills and Labor Participation, Entrepreneurship, Financial Inclusion, and Digital payments, focusing on how people come together to boost economic productivity, create wealth, and on the approaches that must be employed to accelerate this process.

In view of the above, the Ministry of Finance and Development Planning will conduct a two (2) days workshop on generating the Human Capital Development Strategies for Liberia from September 4- 6, 2025, with 50 Key Informants.

This Two-Day workshop will convene sector leaders, practitioners, and analysts to review foundational HCD content, the AAID National Development Plan, and the context for Liberia.

Co-create priority strategies for acceleration plans across education, health, workforce, and governance and develop concrete action plans, ownership matrices, and next-step commitments.

By focusing on these key areas, we aim to create a dynamic and thriving society where citizens feel empowered to reach their full potential. This will not only benefit the citizens but will also contribute to the overall growth and success of the society."

The Ministry of Finance and Development Planning, through the ECOWAS National Office, is committed to regularly evaluating the effectiveness of the country's human capital development strategy and making necessary adjustments to ensure its continued success.

The Ministry of Finance and Development Planning believes that a strong focus on human capital development is essential for effectively and efficiently navigating the regional, continental, and global Complexities in achieving the country's long-term success of inclusive growth and development.

The Liberian Legislative Delegation on an electoral boundary delimitation study tour has held an exchange session with Rwandaโ€™s Gender Monitoring Office (GMO) to learn mechanisms for increasing womenโ€™s participation in politics and governance.

During the session, the Chief Gender Monitor, Madam Umutoni Gatsinzi Nadine, emphasized that the Government of Rwanda is committed to building a society where everyoneโ€™s rights are respected and upheld. She noted that gender equality in Rwanda is not only a human rights issue but also a strategy for advancing democracy, good governance, and sustainable development.

Madam Nadine explained that the GMO has been strategically positioned to achieve these goals through laws, policies, strategies, and regulations, alongside the domestication of regional and international commitments. She also outlined the powers of the GMO, which include:
โ€ข Reviewing draft laws to ensure compliance with gender principles.
โ€ข Recommending amendments to laws that conflict with gender equality.
โ€ข Submitting opinions on draft legislation to the Cabinet or Chamber of Deputies.
โ€ข Monitoring institutionsโ€™ compliance with gender principles.
โ€ข Receiving and forwarding complaints on Gender-Based Violence and gender-related injustices for action and follow-up.
โ€ข Receiving reports of gender inequality and analyzing them for submission to relevant authorities.

Responding, the head of the Liberian Delegation, Hon. Prof. Thomas Romeo Quioh, Chair of the House Committee on Elections and Inauguration, thanked the GMO for the insightful exchange, describing Rwandaโ€™s model as one worth emulating.

On her part, Hon. Moima Briggs-Mensah, Chair of Liberiaโ€™s House Committee on Gender, praised the work of the GMO and described it as an important framework for promoting equality. She pledged to submit a draft bill seeking the establishment of an independent Gender Monitoring Office in Liberia to strengthen accountability and womenโ€™s participation in politics.

The Liberian Delegation continues its engagements with key Rwandan institutions as part of its study tour aimed at informing Liberiaโ€™s upcoming electoral reforms, threshold setting, and boundary delimitation.

Deputy Minister Presents Letters of Appointment to Chiefs in Grand Kru

In accordance with the Local Government Act of 2018, Section 2.15Y, which mandates the Minister of Local Government to appoint Acting Paramount Chiefs, Clan Chiefs, and General Town Chiefs, Deputy Minister Edward K. Mulbah, on behalf of Minister F. Sakila Nyumalin Sr., has presented official letters of appointment to several local chiefs in Grand Kru County.

During the presentation ceremony, Deputy Minister Mulbah urged the newly appointed chiefs to serve with integrity, patriotism, and a firm commitment to upholding the rule of law. MFDP COMMUNICATIONS UNIT RESPONDS TO GAC AUDIT REPORT

Monrovia โ€“ The Ministry of Finance and Development Planning (MFDP) welcomes the recently released 2024 General Auditing Commission (GAC) Audit Report of the Government of Liberiaโ€™s Consolidated Accounts.

The report confirms substantial progress in financial management, budget discipline, and accountability under this administration.

The Government of Liberia has considerably improved in the management of the Consolidated Account.

This is evidenced by a comparative analysis of the 2023 and recently released 2024 GAC Report of the GoLโ€™s Consolidated Accounts.

The Audit Report of 2024 describes the Audit Opinion as โ€œQualifiedโ€ in contrast to a 2023 Audit Opinion that was Adverse.

The shift from an ADVERSE to a QUALIFIED audit opinion reflects meaningful reform. Improvements were made in budget discipline, documentation and internal controls, cash and debt transparency, reconciliation, and financial reporting.
Additionally, reconciliation efforts and IPSAS compliance have advanced significantly. According to the Reports, in 2023, financial statements were materially misstated and unreliable due to pervasive control failures.

In 2024, all financial statements were fairly reported in all material respect. This is a reflection of the fact that most transactions were properly documented.
Furthermore, the analysis revealed that in 2023, US$18.97M was recorded under the CBL Sundry Account without supporting schedules; while in 2024, transactions to CBL Sundry Account were fully disclosed with reconciled schedules.

Meanwhile, the audit reports of the GAC Consolidated Account for 2023 and 2024 showed that in 2023, there was no disclosure of externally restricted cash balance, while in 2024, restricted balances were fully disclosed in financial statements.

Another area of improvement in the management of the GoL Consolidated Account according to the 2024 GAC Audit Report is Bank Account Reconciliation. According to the report, in 2023, 473 bank accounts and 37 transitory accounts were not reconciled, while in 2024, 95% were reconciled, with 5 per cent flagged for closure

Contrary to some opinion in the public domain, the audit reports did not state that any money was missing or misappropriated at the MFDP. All payments were done with proper documentation.

Of the more than 700m spent in 2024, the GAC during the audit saw documentation for all transactions, except for transactions amounting to 2.8m.

This issue reflects one of the recurring challenges in audit - locating original documentation, especially given that audits are done months or years after the period being audited.

The document management system inherited by this administration leaves much to be
desired. All documents related to particular transactions are duly filed and taken to the MFDP archives for storage. Currently, the archives are overwhelmed due to limited space to store documents for multiple fiscal years.

The US 2.85m alluded to in the GAC audit relates to transactions executed in 2024 , whose documentations could not be readily found in the MFDP archives within the five-day period given to MFDP by the auditors who conducted the audit during a four-month period. Third-party verification involving line ministries involved could have helped confirm the existence of that documentation.

It is precisely in recognition of these facts that he MFDP is investing in an Electronic Document Management System (EDMS) to automate document storage. The EDMS would be fully operational in a few months. Meanwhile, until the EDMS comes into fully operational, the ministry have introduced manual scanning of all documents

supporting transactions beginning 2025.
Let it be noted that excess expenditure over appropriation does not necessarily imply wrongdoing. Situations often arise where urgent or unforeseen expenditures must be addressed, such as by-elections, and other emergencies.

The budget ex*****on process provides mechanisms for such contingencies:
The budget ex*****on process provides the mechanism for dealing with unplanned budget pressures one of which is the contingency reserve fund which is an unallocated poll of funds in the budget that can be use to give supplementary support to macs, to deal with urgent demands; furthermore, the budget transfer law provides for interagency transfer below the threshold of 2 per cent that doesnโ€™t require legislative approval.

Where the GAC has identified the amount of 2.88 million in appropriation, with the exception of the Bureau of National Concessions, whose expenditure exceeded appropriation by US$373,000 due to intervention to stave off a brewing crisis, all other expenditures, including Public Works, remained below the 20% threshold.

The Bureau of National Concessions expenditure was duly reported to the Legislature in regular budget reports. In budget excution, it is sometimes difficult to secure prior legislative approval for urgent expenditures, particularly when the Legislature is on recess.

In conclusion, the 2024 GAC Report demonstrates a clear and significant improvement in the management of public finances under the current administration. Contrary to some public opinion, the report does not state that any funds are missing or misappropriated by MFDP.

Of the more than US$700 million executed in 2024, documentation was validated for all transactions except for US$2.8 million, which is an archiving challenge, not an indication of misappropriation.

The archiving challenge is currently being addressed through manual scanning and the soon to be introduced electronic document management system (EDMS).

Monrovia, Liberia - In a significant development project, President Joseph Nyuma Boakai Sr. is expected to breakground for the construction of two overpass bridges in the Congo Town tomorrow September 2, 2025.

This infrastructure development aims to enhance traffic flow, improve road safety, and boost economic activity in the region.

According to previous reports, the Liberian government had initiated demolition exercises in preparation for the construction of the overpass bridges on Tubman Boulevard near the Ministerial Complex in Congo Town and SKD Boulevard Junction.

Supreme Court Justice in chambers denied Arson case petitionerโ€™s writ of mandamus.

The Supreme Court of Liberia justice in chamber justice Jamesisetta Wolokollie has declined to issue the alternative writ of mandamus as prayed by lawyers representing former House Speaker Fonati Koffa and several others.

According to documents obtained by this news outlet, the former speaker's legal team is challenging a lower courtโ€™s ruling which accepted the prosecutionโ€™s objection to their bail bond.
They argue that the judge committed reversible error in disqualifying their bond and are asking the Supreme Court to review and overturn that decision.

The Ministry of Justice, represented by the County Attorney of Montserrado and the City Solicitor of Monrovia, is listed as the plaintiff in the matter. The State has continued to argue that the bond filed by the defendants is insufficient under the law and fails to meet the legal criteria necessary for pretrial release.

The petitioners, on the other hand, contend that their bond meets all legal requirements and that the objections raised by the prosecution are frivolous and politically motivated. They are seeking relief through the highest court, insisting that their rights under the Constitution are being violated.

The accused individuals maintain their innocence and claim that their continued detention is a breach of due process and fair trial rights guaranteed under Liberian law.

However, the case is expected to continue on Tuesday September 2, 2025, before criminal court Aโ€™โ€™ judge Roosevelt Z. Willie.
