Word Bank report on Liberia's Economy

Political Overview
The Government of Liberia has established the “Office of a War and Economic Crimes Court for Liberia” through an Executive Order on May 2, 2024. The Court will investigate atrocities committed during Liberia’s 14 years of civil war and will aim to hold responsible parties accountable for their crimes. On May 3, 2024, the Liberian Senate and House of Representatives endorsed a joint resolution in support of the mechanisms for the court’s establishment.

In line with a strong focus on accountability and good governance, the Government has also established an Assets Recovery and Property Retrieval Taskforce (AREPT) to pursue allegations of illegal acquisition of wealth and property while placing emphasis on transparency and accountability.

According to the Liberia Anti-Corruption Commission (LACC), only 26.5% of officials across the three branches of government have fully met asset declaration compliance requirements. As a result, President Joseph N. Boakai suspended over 300 public officials with salaries cut pending declaration of their assets.

The General Auditing Commission has been actively conducting financial audits, some of which have led to arrests and issuance of indictments. The Government has outlined its vision for Liberia’s development through the ARREST agenda – an acronym representing Agriculture, Roads, Rule of Law, Education, Sanitation, and Tourism. The Government wants to leverage these key sectors to reverse economic stagnation, emphasizing the need for comprehensive and interconnected development strategies.

Economic Overview
Liberia's economy expanded by 4.8% in 2024, driven by mining, services, and agricultural recovery. The industrial sector expanded by 6.0%, driven by iron ore, gold mining, and construction, while services grew by 4.2%, boosted by finance, hospitality, trade, and transport. Agricultural output rose by 3.5%, up from 1.4%, reflecting higher rubber production. On the demand side, growth was driven by private consumption and increased gold and iron ore exports.

Inflation eased in 2024 but resurfaced late in the year. Headline inflation eased to 8.4% in 2024, down from 10.1% in 2023, driven by the Central Bank of Liberia’s tight monetary policy, stable exchange rates, and lower food and fuel prices. The policy rate remained above inflation, holding at 20% for most of the year before dropping to 17% in the last quarter. The exchange rate depreciated by 8% on average, an improvement from 12% in 2023. Food inflation fell to 9.7% by December 2024, down from 26.9% a year earlier, while imported fuel saw disinflation of 10.4% from a previous inflation of 13%. However, inflationary pressures started building at the end of 2024 and inflation reached 13.1% in February 2025, driven by rising costs in food, healthcare, and the restaurant sector.

Persistent economic challenges—slow growth, high inflation, limited job opportunities, and inadequate social protection—have significantly increased poverty. By 2022, the extreme poverty rate had climbed to 40.9%, up from 24.8% in 2019. However, more favorable economic conditions and easing inflation have helped reverse this trend, with poverty declining to 26.4% in 2024. These estimates, based on the international poverty line of $2.15 per person per day (2017 PPP), use a new methodology that integrates both economic growth and inflation.

Fiscal conditions improved during 2024. The overall fiscal deficit shrank to 2.7% of GDP from 7.1% a year earlier, while the primary deficit declined to 1.5% from 6.1%. This improvement was largely due to a 4% GDP reduction in public spending on goods and services and a modest 0.8% GDP increase in domestic revenue. Public debt stood at 57% of GDP in 2024, slightly lower than 58.8% in 2023.

The current account deficit is substantial but fully financed. Liberia's current account deficit (CAD) remained high at 22.1% of GDP in 2024, though lower than 26.4% in 2023, reflecting a persistent gap between savings and investment. The trade deficit narrowed to 13.7% of GDP, down from 19% in 2023, thanks to a 4 percentage points increase in exports driven by gold and iron ore exports. The CAD is financed by capital and financial account inflows equivalent to 21.6% of GDP, comprising 10% from foreign direct investment, 8.7% from multilateral and private financing, and 3% from capital account inflows..

FOR IMMEDIATE RELEASE

LNP Denied Access to Former President Weah’s Residence; Forensic Investigation Continues into Fire at NSA Director Prince C. Johnson’s Home

(Monrovia, Liberia – September 26, 2025)– The Liberia National Police (LNP) confirms its response to two separate fire incidents reported in Monrovia and Paynesville between September 21 and 24, 2025.

On Sunday, September 21, 2025, the Special Investigation Unit of the Crime Services Department received information regarding a fire outbreak at the residence of Hon. Prince C. Johnson, Director of the National Security Agency, located in New Kamah Town, Soul Clinic Community, Paynesville. A team of investigators was immediately dispatched to the scene to gather preliminary information.

Statements obtained from witnesses and occupants of the property indicate that the fire occurred during the early morning hours and affected a three-bedroom structure. The Liberia Fire Service responded promptly; however, the house had already sustained significant damage prior to their arrival. The Forensic Team continues to gather evidence in support of establishing the circumstances surrounding the fire.

Separately, on Wednesday, September 24, 2025, a fire incident was reported at the 9th Street, Sinkor residence of former President George M. Weah. Upon arrival, the LNP Forensic Team and investigators were informed by Mr. Jack N. Nyanapee, Special Agent in Charge of the premises, that the residence was closed and that no instruction had been given to permit entry for investigation. Follow-up calls were made, but no further response was received as of this release.

The LNP wishes to reassure the public that it remains fully committed to conducting impartial, professional, and lawful investigations in all cases, irrespective of personality, position, or political affiliation. No individual or institution is above the law, and our role is to uphold the rule of law in a manner that protects lives, property, and democratic stability.

While the Liberia Fire Service is mandated to determine the technical causes of fire outbreaks, the LNP Forensic Team continues to provide investigative support to ensure transparency, accountability, and public confidence in these processes. Updates will be provided to the public as investigations progress.

The LNP expresses its concern and solidarity with Former President Weah and Hon. Johnson, their families, and all those affected by these unfortunate incidents.

President Boakai Welcomes New Petroleum Agreement with Oranto; Pledges Responsible Development of Liberia’s Resources

September 22, 2025

Executive Mansion, Monrovia: -President Joseph Nyuma Boakai, Sr., has welcomed the signing of four Production Sharing Contracts (PSCs) between the Liberia Petroleum Regulatory Authority (LPRA) and Atlas/Oranto Petroleum, granting exploratory rights over offshore blocks LB-15, LB-16, LB-22, and LB-24.

The signing ceremony took place in Paris, France.

The contracts, which include a signature bonus of US$12 million and an estimated investment value of US$200 million per block, represent an important step in reviving Liberia’s oil and gas sector after more than a decade of limited activity. They follow a recent agreement with TotalEnergies and further demonstrate Liberia’s readiness to responsibly engage credible investors.

“Our goal is to ensure that Liberia’s resources are managed with transparency and responsibility. These contracts will be implemented with strict standards of environmental protection, strong local participation, and clear accountability so that Liberians benefit directly from the opportunities created.” The President said.

Atlas/Oranto, a privately held African oil group founded in 1991, operates in several African countries. In Liberia, the company’s activities will be guided strictly by national laws and oversight to guarantee responsible exploration.

The Government of Liberia, through the National Oil Company of Liberia (NOCAL), expressed appreciation to TGS, its long-standing geophysical and geological partner, for nearly 25 years of support in promoting Liberia’s offshore potential.

President Boakai also commended the efforts of the Liberian negotiating team, led by the LPRA, and with the participation of:
• Hon. Fabian Michael Lai, President & CEO of NOCAL
• Hon. Augustine Kpehe Ngafuan, Minister of Finance and Development Planning
• Hon. Cllr. N. Oswald Tweh, Minister of Justice

As required by law, the four PSCs will now be forwarded to the National Legislature for ratification. Once approved and signed by the President, they are expected to boost investment in Liberia’s energy sector, create jobs, and contribute to the long-term goals of President Boakai’s ARREST Agenda for national growth and development.

Breaking News: LDEA & LNP Arrest Two in Massive Drug Bust in Brewerville, District #17

MONROVIA – September 19, 2025 – In a major victory against the illegal drug trade, the Liberia Drug Enforcement Agency (LDEA), in collaboration with the Liberia National Police (LNP), has arrested two individuals in connection with a massive drug seizure in the Peace Land community of Brewerville, District #17.

According to law enforcement officials, the joint operation led to the confiscation of more than three pickup truckloads of illicit substances from a private residence. Although the exact type and market value of the narcotics are yet to be disclosed, authorities have described the bust as one of the largest in recent memory.

“This operation represents a significant breakthrough in our ongoing campaign to dismantle drug networks operating across the country,” an LDEA spokesperson said during a preliminary briefing.

The operation is part of a broader crackdown on narcotics-related activities in Montserrado County, following a series of successful seizures in recent weeks. Officials say the growing prevalence of drugs in local communities poses a serious threat to public health and security.

Residents have been urged to remain vigilant and to report any suspicious activity that may aid law enforcement in its continuing investigations.

As the probe deepens, authorities are working to trace the origins and intended distribution routes of the confiscated drugs.

More details to follow as the story develops.

The Director General of the National Public Health Institute of Liberia (NPHIL), Dr. Dougbeh Chris Nyan, has declared that the institution will not allow public health emergencies in the country to be commercialized or monetized under his leadership.

Dr. Nyan emphasized that NPHIL, in collaboration with the Africa Centres for Disease Control and Prevention, will uphold transparency and scientific integrity in addressing health threats.

“Our institution will not give test results that do not exist. Transparency will be the hallmark of our work,” Dr. Nyan said. “Public health should never be compromised for financial gain. We will not politicize the NPHIL, because this is a scientific institution. I do not want what happened to my predecessors to befall the NPHIL.”

President Boakai 🗣️✍️

"Today, I welcomed the signing of Production Sharing Contracts between the Liberia Petroleum Regulatory Authority and TotalEnergies for four offshore blocks in the Liberian Basin. This is a historic step toward reviving our oil and gas sector after more than a decade.

Once sent to the Legislature for ratification and signed, these agreements will open doors for jobs, skills development, investment, and sustainable growth.

They reflect our commitment to transparency, safety, environmental care, and ensuring that Liberia’s natural resources work for the benefit of our people.

I commend the LPRA, our interagency team, and all partners whose hard work made this possible.

Together, we are charting a path where our resources create lasting value for every Liberian today and for generations to come.

This is how we Think Liberia, Love Liberia, and Build Liberia- one sector at a time."
