JAIL vs. PRISON: KNOW THE DIFFERENCE

Many people casually use jail and prison as though they mean the same thing, but in legal practice, they are fundamentally different institutions serving different purposes within the criminal justice system.

Letโ€™s clarify this properly.

JAIL and PRISON are both custodial facilities, but they differ in duration, legal status, administration, and function.

JAIL is a short-term custodial facility, typically managed by local authorities. It houses individuals awaiting trial, bail determination, or serving brief sentences, usually less than ONE YEAR.

PRISON is a long-term correctional institution, administered by state or federal governments. It accommodates individuals who have been formally convicted and sentenced for more serious offences, often for one year or MORE.

In essence, JAIL often reflects accusation or temporary detention, while PRISON reflects final conviction and sentencing.

Administrative Control

JAILS are typically operated by local authorities such as, county sheriffs or municipal law enforcement agencies.

PRISONS are administered at the state or federal level, under correctional service institutions or departments of justice.

In essence:

Jail = pre-trial or short-term detention
Prison = post-conviction long-term incarceration.

Precision in terminology reflects precision in law.

The Speaker of the House of Representatives, Richard Nagbe Koon, has called on members of the Honorable House particularly newly elected lawmakers to exercise caution and responsibility in their public statements, warning that unguarded comments risk bringing the institution into public disrepute.

Speaker Koon stressed that the House of Representatives is a rule-based institution that operates strictly in accordance with its established procedures and guidelines. He urged all members to familiarize themselves with these rules and to ensure that both their conduct and public communication reflect the integrity of the Legislature.

The Speaker made specific reference to Bomi County Representative, Sam P. Jallah, noting concerns over what he described as inconsistent public statements.

According to Speaker Koon, the lawmaker has on occasion misled the public by contradicting his own actions, including reported instances where he signed official documents and later denied doing so.

Addressing recent claims by Representative Jallah regarding the Supplementary Budget, Speaker Koon clarified that the budget process was duly undertaken by both chambers of the Legislature the House of Representatives and the Liberian Senate.

He noted that the report was endorsed by more than nine members of the Committee on Ways, Means and Finance, along with five members of the Public Accounts Committee, constituting a simple majority in line with established legislative rules.

The Speaker further questioned the basis of claims that the budget was not signed, pointing out that the Liberian Senate would not have concurred with the House in passing the Supplementary Budget without proper documentation and procedural compliance.

He also reminded the public that the Legislature retains the authority to convene at any time under a special session, in keeping with its constitutional mandate.

Following complaints from several members of the House regarding Representative Jallahโ€™s statements, Speaker Koon disclosed that the Bomi County lawmaker has been summoned to appear before the leadership on Monday to respond to the concerns raised.

In a move aimed at strengthening institutional capacity, Speaker Koon announced that the leadership will organize a comprehensive workshop for lawmakers. The initiative is intended to deepen membersโ€™ understanding of legislative rules, procedures, and ethical expectations.

The Speaker reaffirmed the leadershipโ€™s unwavering commitment to upholding discipline, integrity, and the credibility of the House of Representatives in the discharge of its constitutional responsibilities.

FOR IMMEDIATE RELEASE

Nine Liberian Nationals Deported from the United States Following Criminal Convictions

Monrovia, Liberia โ€” April 23, 2026 โ€” The Government of the United States has deported nine Liberian nationals to Liberia following their convictions for various criminal offenses committed during their residence in the United States.

The individuals arrived in Liberia on Thursday, April 23, 2026, and were received by officers of the Liberia Immigration Service (LIS) at Roberts International Airport.

Their deportation follows the completion of prison sentences related to a range of offenses, including robbery, weapons violations, sexual assault, aggravated assault, kidnapping, burglary, driving under the influence (DUI), fraud, resisting arrest, and larceny.

According to the LIS, additional offenses committed by the deportees include domestic violence, drug trafficking, identity theft, and making false statements.
Authorities noted that deportations of this nature are typically conducted via chartered flights under the supervision of United States security personnel. Individuals are repatriated only after serving their respective sentences in full.

Upon arrival, the deportees were transferred to the Liberia National Police (LNP) for fingerprint identification, documentation, and background checks.

Following the completion of these procedures, they are released to their families under the supervision of the Liberia Immigration Service.

This process, authorities say, is intended to ensure accountability while also providing an opportunity for the individualsโ€™ reintegration into society.
