The Director of the Legislative Budget Office (LBO), Mr. Othello S. Tarbah, has called for principled oversight, strategic coordination, and inclusive civic engagement in the review of the Draft National Budget for Fiscal Year 2026, recently submitted by President Joseph Nyuma Boakai, Sr.

The proposed budget, totaling US$1.211 billion, is anchored in the ARREST Agenda and allocates US$280 million to the Public Sector Investment Plan (PSIP)โ€”targeting Agriculture, Roads, Rule of Law, Education, Sanitation, and Tourism. With 94% of the budget sourced domestically, including a US$200 million Mittal Sign-on Bonus, the fiscal framework reflects ambition and reform intent.

Mr. Tarbah emphasized that the LBO will lead a robust and transparent oversight process to ensure that public spending is program-based, impact-driven, and aligned with Liberiaโ€™s Medium-Term Expenditure Framework (MTEF).

โ€œThis budget is not just a financial documentโ€”it is a civic contract. Every dollar must speak to national priorities, uplift communities, and reflect the trust placed in public institutions,โ€ Mr. Tarbah stated.

As part of its statutory mandate, the Legislative Budget Office will also provide technical expertise and analytical support to the Joint Legislative Committee on Ways, Means, Finance and Development Planning, ensuring that the committeeโ€™s review is grounded in data, law, and strategic insight.

According to the new LBO Boss, the Budget Office will convene sectoral hearings, engage development partners, and invite youth and grassroots leaders to contribute to the budget review process, stating that Special attention will be given to the sustainability of one-off revenues and the credibility of contingent projections.

Mr. Tarbah also announced plans to pilot AI-assisted budget analysis tools to enhance transparency, performance tracking, and institutional readiness.

โ€œWe are not here to rubber-stamp. We are here to elevate. Our oversight will be strategic, inclusive, and grounded in law,โ€ he affirmed.

PRESIDENT BOAKAI PRESENTS FISCAL YEAR 2026 NATIONAL BUDGET TO THE LEGISLATURE

November 7, 2025

Executive Mansion, Monrovia โ€” President Joseph Nyuma Boakai, Sr., today submitted the Draft National Budget for Fiscal Year 2026 to the National Legislature, amounting to US$1,211,085,227 (one billion two hundred eleven million eighty-five thousand and two hundred and twenty seven United States dollars).

The Budget was formally presented to House Speaker Richard Nagbe Koon by Finance and Development Planning Minister Augustine Kpehe Ngafuan on behalf of President Boakai.

According to the draft FY 2026 Budget, domestic revenue accounts for US$1.13 billion (94%), while external resources represent US$72 million (6%). Domestic revenue projections include Tax Revenue of US$726.97 million, Non-Tax Revenue of US$83.92 million, Mittal Sign-on Bonus of US$200 million, and Contingent Revenue of US$28 million.

The proposed Budget prioritizes investments which align with the ARREST Agenda. It allocates approximately US$280 million to projects under the Public Sector Investment Plan (PSIP)โ€”a key pillar of the Administrationโ€™s development framework focused on Agriculture, Roads, Rule of Law, Education, Sanitation, and Tourism.

In his Budget Message to the Legislature, President Boakai commended lawmakers for the timely passage of the FY 2025 National Budget, which facilitated a more effective and transparent implementation of government programs during the current fiscal year.

The President urged the National Legislature to ensure a timely and transparent review and approval of the FY 2026 Draft Budget, emphasizing the importance of maintaining legislative due diligence and accountability in the process.

The submission of the Draft National Budget fulfills the requirement of Section 1.7.1 of the 2019 Amendment and Restatement of the Public Financial Management (PFM) Act of 2009, which mandates that the proposed budget be submitted to the Legislature within the statutory period.

Meanwhile, Finance and Development Planning Minister Ngafuan will hold a special press briefing at the Ministry of Information, Cultural Affairs and Tourism (MICAT) on Monday, November 10, 2025, at 12:00 noon, to provide detailed insights into the draft budget and its key priorities.

The House of Representatives- HOR, has cited the Minister of Justice and the Inspector General of the Liberian National Police to appear before full plenary on Tuesday, November 11, 2025.

The decision follows a communication from Representative Gizzie Kรถllince, raising urgent concerns over two separate incidents involving minors in Lofa County.

Representative Kollince referenced the tragic death of Little Yarkpawolo Moisemah, who was reportedly killed while in police custody in Voinjama City, and the mysterious disappearance of Little Fesseh Aggrey in Konia Town.

The communication called for immediate clarity and accountability from the relevant authorities.

He said the instrument seeks to ensure transparency and justice in both cases, and to restore public confidence in the nationโ€™s law enforcement institutions.

In addition to the Justice Minister and Police IG, the House has mandated the appearance of the Voinjama Depot Commander and the officer allegedly linked to the death of Little Yarkpawolo.

The House emphasized that these matters are of national concern and require urgent attention to uphold the rule of law and protect the rights of all citizens, especially children.

The invited officials are expected to provide detailed reports and respond to inquiries from lawmakers during the scheduled plenary session.

The House Committee on Youth and Sports, chaired by Rivercess County Electoral District #2 Representative Hon. Steve Tequah, has placed a temporary hold on the interference of the Minister of Youth and Sports, Hon. Cole Bangalu, in the affairs of the Federation of Liberian Youth (FLY).

The Committeeโ€™s decision comes pending the Ministerโ€™s appearance before the Committee to provide legal justification for his reported decision to appoint a government officialโ€”a diplomatโ€”to serve as interim president of FLY.

According to the Committee, the Federation of Liberian Youth is a civil society organization and, as such, should operate independently of direct government control.

The Committee emphasized that the Ministry of Youth and Sports, being a government institution, cannot make political or administrative decisions for an autonomous youth body.

During a hearing held on Monday, two Deputy Ministersโ€”Hon. Alphanso Belleh, Deputy Minister for Youth Development, and Hon. Laraamand Shenkin Nyanton, Deputy Minister for TVETโ€”appeared before the Committee.

The Deputies argued that the Public Financial Management (PFM) Law and the Executive Law grant the Ministry oversight authority over FLY.

However, the Committee disagreed, maintaining that such interpretation undermines the independence of civil society organizations.

The Committeeโ€™s investigation was prompted by a communication from Maryland County Electoral District #2 Representative Hon. Anthony Williams, who petitioned plenary to invite Minister Bangalu and his Acting Deputy for Youth Affairs to explain the Ministryโ€™s reported interference in FLYโ€™s internal processes.

The House Committee has therefore instructed that all activities relating to the leadership of FLY remain suspended until the Minister appears and provides the legal basis for his actions.

PRESIDENT BOAKAI MAKES NEW CHANGES IN GOVERNMENT

Executive Mansion, Monrovia: President Joseph Nyuma Boakai, Sr., has made series of new nominations and changes across key government institutions, subject to Senate
confirmation where applicable.

The appointments reflect the Presidentโ€™s continued efforts to strengthening governance, improving institutional performance, and ensuring accountability and efficiency within the public sector in line with the ARREST Agenda.

The House of Representatives (HOR) has appointed a new Officer within the Sergeant-at-Arms Department.

She is Catherine Wright, popularly known as โ€œFemale General.โ€

Prior to her appointment by the House on Thursday, October 23, 2025, Officer Wright was assigned to the Department of Legal Drafting.

She served as Office Assistant from 2011 to 2025.

Following her appointment, Officer Wright commended the leadership of the House of Representatives for the confidence reposed in her.

She promised to uphold professionalism in the discharge of her duty.
