The Liberia Immigration Service (LIS) has registered over 40,000 Burkinabé cocoa farmers in order to monitor and legalize their status. The Assistant Immigration Comptroller of Grand Gedeh County, Alex Kpakolo, stated that the aim is to track the entry points of these farmers and their whereabouts in order to easily locate them if necessary.

Since the 2010s, Burkinabés have been crossing the Ivorian border into Liberia to plant cocoa. Taking advantage of Liberia's limited monitoring, vast rainforests, and higher cocoa prices, these farmers have been able to establish themselves in various towns and communities. The impact of this influx of farmers on Liberia's forests is concerning, with significant deforestation occurring in recent years.

It has been noted that over 1,000 Liberians are hosting Burkinabe farmers, predominantly of the Mossi ethnic group, in counties such as Maryland, River Gee, and Grand Gedeh. With Grand Gedeh alone hosting over 36,000 registered Burkinabes, the immigration authorities have set up 18 registration sectors in the county to facilitate the registration process.

Kpakolo explained that the registration process has been successful, as more Burkinabes are coming forward to register with the encouragement of their hosts. This proactive approach has resulted in a high number of registrations and ensures that these farmers are accounted for and legally recognized in Liberia.

Liberia’s Ministry of Education Launches Historic National Teacher Wellbeing Survey to Strengthen Educator Support Across the Country

Monrovia, Liberia – July 24, 2025

In a landmark move to uplift the teaching profession and advance educational transformation in Liberia, the Ministry of Education has officially launched the first-ever Liberia National Teacher Wellbeing Survey.

This national initiative is aligned with Priority #2 of the Ministry’s Education Reform Agenda, which focuses on enhancing teacher standards, competencies, and overall welfare.

The nationwide survey is being implemented in strategic partnership with the UNESCO International Institute for Capacity Building in Africa (IICBA), under the framework of the AU Continental Teachers' Awards 2025.

Liberia joins several African nations in this regional effort to collect data that will inform policy and practice in support of teachers.

During the official launch, Hon. Dr. Jarso Maley Jallah, Minister of Education, emphasized the critical importance of prioritizing teacher wellbeing as a foundational element of education reform.

“Teacher wellbeing is not a luxury—it is a necessity,” Dr. Jallah declared. “This initiative reflects the government’s unwavering commitment to investing in the individuals who are shaping the future of our nation through education.”

She further announced that two outstanding Liberian teachers have been selected to represent the country at the prestigious UNESCO Best Teacher Award Ceremony scheduled for October 2025 in Addis Ababa, Ethiopia—a proud moment of national recognition and honor.

Speaking at the ceremony, Dr. Steve Nwokeocha, Consultant at UNESCO-IICBA, explained that the data collected from the survey will be instrumental in guiding public policy, educational research, and development programming.

He underscored the importance of using evidence-based insights to make targeted investments that uplift and empower the teaching profession.

Education stakeholders present at the event commended the Ministry for its visionary leadership and applauded the initiative as a timely and strategic intervention to boost teacher morale and improve learning outcomes across the country.

The Ministry of Education reaffirmed its commitment that all data collected will be used exclusively to inform and strengthen policies designed to promote the holistic wellbeing of Liberia’s educators.

MOE Lessors (Landlords) Threaten School Shutdown Over Lease Arrears as Minister Jallah Allegedly Walks Out Without Addressing Them

Lessors of buildings used by public schools across Liberia are threatening to shut down their properties in September, citing years of unpaid lease fees by the Ministry of Education (MOE).

The group claims the Ministry owes them between one to 10years of rent, depending on individual agreements. The move could disrupt the 2025–2026 academic year for primary and secondary schools nationwide.

The lessors say the Ministry paid 50% of the arrears in October 2024 and promised to settle the balance by April 2025. However, they claim no additional payment has been made since then, despite multiple engagements with the Ministry.

On Wednesday, dozens of lessors gathered peacefully at the Ministry of Education, demanding to speak with Minister Dr. Jarso Maley Jallah. They say the Minister refused to engage them and instead attempted to leave the premises.

Tension briefly flared as the lessors reportedly surrounded her vehicle, preventing her departure. They later alleged that the Minister absconded the grounds without addressing their concerns.

Efforts by Spoon News to get the Ministry's response were unsuccessful. Officials declined to comment, saying they were waiting for authorization from Minister Jallah.

However, sources close to the Ministry said the Minister left due to an urgent call from President Joseph Boakai. The source admitted that no explanation was given to the lessors at the time, something which might have led to the brief tension.

According to our source, the Ministry is expected to issue an official statement regarding the incident on Thursday, July 24, 2025.

President Boakai Launches “Excellence in Learning in Liberia” (EXCEL) Project – A $88.7 Million Investment to Transform Foundational Education Nationwide

July 23, 2025

Executive Mansion, Monrovia – President Joseph Nyuma Boakai, Sr., President of the Republic of Liberia, today officially launched the Excellence in Learning in Liberia (EXCEL) Project, a transformative national initiative aimed at improving foundational literacy and numeracy across all public early childhood and primary schools in Liberia.

The project, led by the Ministry of Education, is financed through a $60 million concessional credit from the International Development Association (IDA) of the World Bank and a $28.7 million grant from the Global Partnership for Education (GPE)—totaling $88.7 million in support of improving learning outcomes and building a stronger education system.

“This is not just a project; it is a declaration of our commitment to the children of Liberia,” said President Boakai. “The EXCEL Project is a key pillar in our ARREST Agenda and a direct response to the need for equitable, high-quality education for every Liberian child—especially in our public schools.” He added.

The EXCEL Project will be implemented in all 15 counties and directly support 2,337 public early childhood and primary schools, with an estimated 362,000 students, teachers, and education staff expected to benefit from project interventions.

Key highlights include:
• 350,000 students in the final year of early childhood education and Grades 1–6 will receive improved teaching and learning materials in literacy and numeracy.
• 12,000 teachers and school principals will receive training in foundational learning, teacher mentoring, instructional leadership, school management, and use of education data.
• Approximately 14,000 school management committee (SMC) members, along with Ministry of Education staff at the county and central levels, will benefit from capacity-building support.
• About 48% of all direct project beneficiaries are expected to be female, aligning with national goals to promote gender equity in education.

Madam Georgia Wallen, World Bank Country Manager for Liberia, praised the EXCEL Project as “historic in ambition, scale, and urgency.”

“EXCEL is the largest education investment the World Bank has ever made in Liberia,” Madam Wallen said. “It reaches every public early childhood and primary school and lays the foundation for real transformation in literacy, numeracy, inclusion, and school leadership.” She added.

She noted the project’s alignment with Liberia’s Vision 2030 and the ARREST Agenda for Inclusive Development and the World Bank’s new Country Partnership Framework, which prioritizes human capital development.

“Liberia’s children deserve more and better,” she added. “EXCEL is a downpayment on the kind of transformation that will unlock opportunity and restore dignity. We applaud the Government of Liberia and thank Dr. Jarso Marley Jallah for her strong leadership at the Ministry of Education.”

Speaking at the launch, Dr. Jarso Marley Jallah, Liberia’s Minister of Education, described the EXCEL Project as “a game-changing intervention for public education.”

“EXCEL allows us to tackle Liberia’s learning crisis at its root by investing in classrooms, teachers, and communities,” said Minister Jallah. “It will strengthen the foundation on which the rest of the education system stands—early childhood and primary education.” She noted.

She emphasized the project’s focus on practical solutions, including training, materials, and support for school leadership and communities.

“Our goal is to deliver real results, real skills, and real confidence to our students and educators,” she added. “We are proud to lead this important effort and are deeply grateful to our partners—the World Bank and GPE—for their continued faith in Liberia’s potential.”

To unlock the full financing, the Government of Liberia urges the National Legislature to ratify the $60 million IDA credit. Upon ratification, the EXCEL Project will begin immediate rollout to public schools across the country.

“This is a national effort that touches every county, every classroom, and every child,” President Boakai concluded. “Let us act with urgency to secure this investment for the future of our nation. He said.

Honorable Augustine K. Ngafuan, Minister of Finance and Development Planning signed on behalf of the Liberian government and Madam Georgia Wallen, Country Manager signed for the World Bank.

PRESIDENT BOAKAI COMMISSIONS NEW FIREFIGHTING EQUIPMENT TO STRENGTHEN LIBERIA NATIONAL FIRE SERVICE

Executive Mansion, Monrovia – President Joseph Nyuma Boakai, Sr., today commissioned a new fleet of firefighting equipment to enhance the operational readiness and capacity of the Liberia National Fire Service (LNFS).

The commissioning ceremony, held on the grounds of the Executive Mansion in Monrovia, featured the formal handover of critical assets including:
• 6 state-of-the-art fire trucks
• 3 water trucks
• 2 operational Jeeps
• 10 motorcycles for rapid response and community engagement.

These additions mark a significant step in the Administration’s commitment to improving national safety infrastructure and reducing the risk of fire-related disasters across Liberia.

In his remarks, President Boakai emphasized that the initiative reflects his Administration’s dedication to protecting lives, property, and the environment under the ARREST Agenda.

“These equipment will not sit in garages. They are tools of service—tools that represent our duty to protect every Liberian community from the devastating impact of fire outbreaks,” President Boakai stated,” noting, “This Government is determined to build a Liberia where citizens feel safe, and institutions are empowered to deliver.”

The President encouraged the Liberia National Fire Service (LNFS) to maintain high levels of professionalism and urged the public to cooperate with fire safety initiatives.

LNFS Director G. Wasuwah Barvoul, Sr. expressed deep gratitude for the landmark investment.

“This is a historic moment for the Fire Service. With these new trucks, water carriers, jeeps, and motorcycles, we can now respond faster, reach remote areas, and save more lives. For too long, we’ve worked with limited resources. Today’s commissioning is not just about vehicles—it is about restoring confidence in our ability to protect this nation,” said Col. Barvoul.

He further assured that the equipment will be deployed strategically across the country to ensure equitable service delivery, especially in fire-prone and underserved communities.

The Liberia National Fire Service will begin immediate regional deployment of the new fleet, with trained personnel assigned to manage and operate the equipment to full effect.

This development is part of the Boakai Administration’s ongoing investment in public safety and institutional revitalization, as it works to build a resilient, service-oriented government for the people of Liberia
