Taylor’s Legal Team Withdraws Preliminary Evidence Examination Request as Case Moves Forward

MONROVIA, LIBERIA — September 7, 2026: The legal team representing former Vice President Jewel Howard Taylor has withdrawn its request for a preliminary examination of evidence in the ongoing criminal case against her. The defense reportedly told the court that it no longer considers the examination necessary, marking a notable shift in its legal approach.

The decision comes as Taylor continues to face serious allegations, including controlled-drug offenses, criminal conspiracy, facilitation, solicitation, and related charges. Her lawyers had earlier sought the preliminary examination as part of their efforts to challenge the prosecution’s evidence and the case against their client.

NBC Director General Kiazolu Unveils Major Reforms to Strengthen Liberia’s Concession Sector

Monrovia, Liberia — National Bureau of Concessions (NBC) Director General Hon. Hanson S. Kiazolu has announced a series of reforms aimed at transforming the institution, improving staff welfare, and strengthening transparency and accountability within Liberia’s concession sector.

Since taking office, Kiazolu said his administration has addressed challenges including weak internal controls, limited technical capacity, poor working conditions, and low staff morale. Key improvements include the procurement of new operational vehicles and two staff buses, while plans are also underway to relocate the Bureau to a fully renovated and furnished headquarters equipped with a modern conference room, cafeteria, reliable internet, reception area, and improved water facilities.

Beyond infrastructure and staff welfare, the NBC is expanding the publication of concession reports to give the public greater access to information and promote accountability. Kiazolu also clarified that concessions are not limited to multimillion-dollar mining or agricultural projects, but can include various entities operating under formal agreements with the Government of Liberia or government-approved tax incentives. He urged employees to remain committed, work collaboratively, and put political differences aside as the Bureau works to effectively fulfill its national mandate.

What to Expect as Former VP Jewel Howard-Taylor Appears in Court Tomorrow.

Will She Walk Free or Face the Circuit Court?

MONROVIA, LIBERIA — Former Vice President Jewel Howard-Taylor is expected to appear before the Monrovia City Court tomorrow, Friday, September 4, for a preliminary examination in connection with the criminal charges filed against her.

The hearing is not a trial. The court will not decide tomorrow whether the former VP is guilty or innocent.

Instead, the court will look at the evidence presented by the prosecution and decide whether there is enough evidence to show probable cause.

In simple terms, probable cause means there are reasonable grounds to believe that a crime was committed and that the accused may have been involved.

What will happen in court?

The hearing is expected to take place in several steps.

First, the former VP Jewel Howard-Taylor will appear before the magistrate, and the case will be called.

Second, the prosecution will present evidence to support the charges against her. The prosecution may also call witnesses to testify.

Third, if witnesses testify, Madam Howard-Taylor’s lawyers will have the opportunity to question them and challenge their evidence.

Fourth, after hearing the evidence, the magistrate will decide whether the prosecution has established probable cause.

Liberia’s Criminal Procedure Law, Chapter 12, Section 12.3, provides the legal basis for this process. The law also says that an accused person is not required to plead guilty or not guilty during a preliminary examination.

What could happen after the hearing?

There are two main possible outcomes.

If the magistrate finds probable cause:
The court will hold ex-VP Howard-Taylor to answer before the Circuit Court. This means the case will move forward to the next stage of the criminal process. Under Section 12.4 of the Criminal Procedure Law, the records from the preliminary examination will then be sent to the appropriate Circuit Court.

If the magistrate does not find probable cause:

The law provides that the court shall discharge the accused at that stage.

In simple terms, if the prosecution fails to present enough evidence to establish probable cause, Howard-Taylor could leave the Monrovia City Court without the case moving forward to the Circuit Court at that time.

However, a discharge at this stage does not mean the court has found her innocent. It is not the same as being acquitted after a full trial. It simply means the prosecution did not meet the required legal standard at the preliminary-examination stage.

What is the main question before the court?

The main question tomorrow will be:
Has the prosecution presented enough evidence to show that a crime was committed and that Jewel Howard-Taylor may have committed it?

If the answer is yes, the case moves to the Circuit Court.

If the answer is no, the law provides for her discharge at this stage.

It is therefore important to understand that tomorrow’s hearing is not the trial of former Jewel Howard-Taylor. It is a preliminary step to determine whether the evidence is strong enough for the case to continue.

Madam Howard-Taylor remains presumed innocent unless and until she is proven guilty in accordance with the law.
