New Legislative Act Aims to Empower Local Development in Liberia
Introduce by Representative Banks

In a significant move towards enhancing local governance and development, Grand Bassa County Electriol District #2 Representative J. Clarence T. Banks has introduced a groundbreaking legislation titled "An Act to Create a Budgetary Line for the 73 Districts Within the Annual National Budget for Development." This act was submitted during the plenary session of the House of Representatives and seeks to allocate specific funds to each district, enabling greater autonomy in project approval and implementation.

According to Representative Banks the proposed act aligns with Articles 29 and 7 of the 1986 Constitution of Liberia, which empower the government to legislate in favor of citizen welfare and ensure equitable participation in the management of the nation’s resources. By establishing a dedicated budget line for local development, the act aims to promote the general welfare of the Liberian people and support economic growth across the country’s 73 districts.

He said Direct Disbursement for Development Projects: Once passed, the act mandates that the annual fiscal budget for each district will be included in the national budget, ensuring regular funding for local initiatives.

The Grand Bassa Lawmaker said Decentralized Decision-Making: Each district will have the authority to decide on and approve developmental projects, with direct involvement from their elected representatives throughout the decision-making process.
Quarterly Fund Release: The act stipulates that budgetary allocations will be released quarterly, promoting timely implementation of development programs.

Regulated Bidding Process: All developmental projects will require a competitive bidding process. Bidders must demonstrate the availability of necessary construction equipment, which will be inspected to ensure compliance before entering the bidding phase.

Immediate Effect: The act is set to take effect immediately upon its passage and publication, reflecting a swift commitment to local empowerment.

Representative Banks Disappointed in Former Project Management Committee Chair Report Amid Incomplete Projects

The Grand Bassa County former Project Management Committee (PMC) presented a detailed report to Representative Clarence T. Banks on Wednesday, highlighting a series of stalled development projects that have remained uncompleted since 2018. The presentation took place during a county caucus setting in Monrovia, where significant concerns were raised regarding the ex*****on of key initiatives taken by the former representative.

Moses G. Henry, the former PMC Chairman, led the report addressing five major projects that have yet to be finalized, a situation that has been a point of contention within the community. These projects, which were initially aimed at improving infrastructure and public health in Grand Bassa County, include:

Rep. Debee Accused of Obstructing Criminal Defendant Arrest

Grand Gedeh County District #3 Representative, Hon. Jacob C. Debee, has been accused of obstructing justice by attempting to prevent the surrender of one Morris Konneh, a suspected criminal who is wanted by the Ganta Magisterial Court in Nimba County.

Konneh is facing charges for allegedly defrauding a cocoa procurement operation of over 10 million CFA (approximately US$16,666 at an exchange rate of 600 CFA to US$1).

Court documents revealed that on December 19, 2024, Konneh received 44 million CFA (approximately US$73,333) for the purchase of cocoa.
However, he only delivered cocoa worth 34 million CFA (about US$56,666), leaving an outstanding balance of 10 million CFA.

Due to Konneh's continued failure to deliver the remaining cocoa or refund the balance, he was arrested and charged with deception and misapplication of entrusted property.

Surprisingly, Konneh was later released during the judicial process after Rep. Debee and Mr. Junior Zlah T, District Administrative Officer of Gbao, signed a guarantee note committing to produce either the cocoa or the money by February 20, 2025.

The written commitment signed by both men reads:

“We the undersigned in persons of Hon. Jacob C. Debee II, Representative of Grand Gedeh County District #3, and Junior Zlah T, District Administrative Officer of Gbao, do hereby guarantee Defendant Morris Konneh, charged with misapplication of entrusted property, and to bring him before court on the 20th day of February A.D. 2025, at 10 o’clock A.M. CFA 3,600,000 (Ivorian money) is left and filed as part of this guaranteed process.”

Despite several court summonses, neither Rep. Debee nor Mr. Zlah has surrendered Konneh to the court.

In his defense, Rep. Debee stated:

“I signed the guarantee note, and we provided the cocoa, but the company refused to accept it because they said it was rotten. So I was forced to step away from the case. I don’t have any time for that.”

Mr. Zlah acknowledged his role and added:

“I signed the document and am making every effort to resolve the issue. I am committed to delivering on it. We were successful to have purchased one ton of cocoa, but it was rejected. I am now in Monrovia trying to negotiate its sale. We owed cocoa, not money.”

When contacted, Mr. John Benedict Totaye, a representative of a European conglomerate corporation involved in cocoa procurement in Liberia, expressed disappointment over Rep. Debee’s interference in the judicial process.

“Initially, I resisted the lawmaker’s involvement, but Magistrate Owen Freeman denied my request,” said Mr. Totaye, who clarified that he is not related in any way to District Administrative Officer Junior Z. Totaye, despite sharing the same surname.

Mr. Totaye further explained that multiple attempts had been made to execute court assignments and arrest Konneh, including covering costs for transport and operations, but enforcement was repeatedly obstructed.

“Each time we paid for an assignment and traveled to Grand Gedeh County, we couldn’t locate Konneh. It’s frustrating. Nothing is being done, even though we followed the legal process,” he noted.

He added that Magistrate Freeman claimed he lacked the authority to arrest the guarantors due to Rep. Debee’s legislative immunity but assured that contempt charges would be filed against Mr. Junior Totaye. However, to date, no such actions have been taken.

When contacted, Magistrate Freeman confirmed concern over Rep. Debee’s handling of the matter, stating:

“The February 20 deadline has passed, and they refused to return the balance cocoa or the money. Given the lawmaker’s involvement, I will refer the matter to the Circuit Judge for further advice.”

As of the time of publication, there has been no resolution or further development in the case.

"I Apologized to MCC, PCC ,LNP MPW Boss"

Mr. Mamudu Saah Dabor, also known as Baba 2Sweet, has issued an apology to various officials, including the mayor of Paynesville, the Ministry of Public Works, and the Inspector General of the Liberia National Police, Col. Gegroy Coleman.

Dear Fellow Citizens,

On this 46th Monrovia Day, we unite to honor our capital city, the vibrant heart of Liberia. Monrovia stands as a testament to our shared aspirations, challenges, and triumphs.

Reflecting on my tenure as Mayor, I am profoundly grateful to the residents of Monrovia for their unwavering support. Your collaboration and trust were the foundation of our initiatives. I extend special appreciation to the youth and student communities, whose energy and commitment infused our endeavors with hope and dynamism. Your immeasurable love and admiration were both humbling and inspiring.

I also wish to express my deepest gratitude to former President George Weah, who, despite my youthfulness, entrusted me with the opportunity to serve as the youngest mayor in the history of our country. President Weah’s belief in the potential of young people extended beyond me, as he provided similar opportunities to many other young Liberians, empowering a new generation of leaders. Amidst my age, the workers at City Hall embraced me and celebrated my leadership. For this, I want to express my heartfelt thanks and appreciation for their unflinching support during my time in office. It is imperative to address the inconsistencies in support from the central government under Mr. Boakai’s administration. While public declarations often emphasized a commitment to urban development, the tangible support required to actualize these promises have been lacking. This disparity between rhetoric and action has hindered the city’s progress and undermined the efforts of the City Government.

A notable instance of this disconnect is the recent dismissal of nine Monrovia City Corporation employees. These individuals were terminated following allegations of criticizing government officials on social media, including Mr. Boakai. Such actions raise concerns about the administration’s commitment to free speech and the fair treatment of civil servants.

For Monrovia to thrive, a genuine partnership between the City Government and the central administration is essential. This collaboration must transcend political affiliations and focus on the collective well-being of our citizens. I frankly call upon Mr. Boakai to move beyond symbolic gestures and provide the necessary resources and autonomy to the City Government, enabling effective urban management and development.

Moreover, the cleanliness and prosperity of Monrovia are not solely the responsibility of City Government. They depend significantly on the attitudes and actions of its residents. I urge all citizens to embrace a culture of responsibility, ensuring that our daily practices contribute to a cleaner and more harmonious city. By working together and holding ourselves accountable, we can transform Monrovia into a beacon of progress and unity.

R**e Claims' against British-Norwegian Businessman Hans Armstrong

Barkon Dwah, a Liberian UN hired medical practitioner assigned with the Gender Based Violence Section at the Liberia National Police (LNP), also a boyfriend of Christine Tumu has claim that the British- Norwegian businessman Hans Armstrong r***d his girlfriend Christine Tumu.

Hans Armstrong himself had an intimacy relationship with Christine Tumu, Barkon's girlfriend.

Armstrong got involved with Dwah's blackmailing, immediately after another boyfriend of Christine only identified as Prince accused Barkon of performing multiple abortion on Christine at the Earlbert Medical Services in Sinkor, Monrovia.

Earlbert Medical Services is owned by Mr. Tweh who is one of the closet medical friends of Barkon.

Prince, the mediate boyfriend of Christine made public Barkon's abortion allegations for the first time, during a press conference organized with several journalists, to include James and of the Justice Online Center (JoC).

Prince told journalists that he received a WhatsApp voice message from Hans Armstrong, Christine's intimacy partner, which voice message Prince shared with the journalists.

In the voice message, Christine incriminated Barkon Dwah to the act of abortion. She also said Barkon did not damàge my private part

When Barkon was contacted by the journalists through WhatsApp, texts and messager messages for ìcomment on the accusation, he response by the very WhatsApp messages.

In one of Barkon's WhatsApp messages, he wrote, "Trust me you will provide the person that give you this incriminating documents. "

contacted by the journalists through WhatsApp, texts and messager messages for comment on the accusation, she response by the very same WhatsApp message.
"I have no idea of what you're talking about and if you don't publish that you're story I will publish you on social media," Christine wrote to the journalists.

Christine also wrote " if Prince provide you with Information what the hell I have to do with that go to Prince the informer for more information not me."

Though r**e is a rarely-discussed topic in Liberia, Barkon's accusation have resonated with dozens of women who are interested in pursuing the story.
