LIBERIA NATIONAL POLICE CHARGE LWSC EMPLOYEE IN ALLEGED FORGERY AND PASSPORT FRAUD SCHEME

Monrovia, Liberia – June 11, 2026 – The Liberia National Police (LNP) has charged Reuben M. Sauser, a Technical Assistant assigned to the Office of the Managing Director of the Liberia Water and Sewer Corporation (LWSC), with the crimes of Criminal Conspiracy, Forgery, and Criminal Facilitation following an extensive criminal investigation into an alleged passport fraud scheme.

The investigation was initiated after the Liberia Water and Sewer Corporation filed a formal complaint concerning a suspicious communication purportedly issued from the Office of the Managing Director to the Ministry of Foreign Affairs requesting the renewal of a service passport.

Investigators established that Mr. Sauser allegedly prepared and transmitted the communication without the knowledge, approval, or authorization of the Managing Director, Hon. Mohammed Ali. The investigation further determined that the suspect allegedly utilized the institution's official stamp and forged the Managing Director's signature to give the document an appearance of authenticity.

According to the findings, the fraudulent communication was intended to facilitate the renewal of a service passport for Lucas Williams, a former contractor of the Liberia Water and Sewer Corporation and co-defendant in the matter.

The investigation further revealed that Mr. Sauser allegedly received L$56,600 through a mobile money transaction from Mr. Williams as compensation for his role in preparing and processing the fraudulent documentation.
Evidence obtained during the investigation included mobile money transaction records, forensic examination of the questioned document, electronic communications, witness statements, and admissions made by the accused during the course of the investigation. Collectively, this evidence established probable cause to support the charges.

Based upon the facts and evidence uncovered, the Liberia National Police has charged Mr. Sauser with Criminal Conspiracy, in violation of Section 10.4; Forgery, in violation of Section 15.70(a); and Criminal Facilitation, in violation of Section 10.2 of the Revised Penal Code of Liberia.

The case file has been forwarded to the appropriate court for prosecution in keeping with due process and the rule of law.
The Liberia National Police remains steadfast in its commitment to combating fraud, forgery, corruption, and other criminal activities that undermine the integrity of public institutions.

The LNP assures the public that all allegations of criminal conduct will be thoroughly investigated and prosecuted where sufficient evidence exists.

LIBERIA NATIONAL POLICE TO ENFORCE NOISE POLLUTION REGULATIONS; ZONE COMMANDERS RECEIVE OPERATIONAL EQUIPMENT

Monrovia, Liberia – June 10, 2026 – The Liberia National Police (LNP) has announced the commencement of enhanced enforcement measures aimed at ensuring compliance with Liberia's Environmental Protection Agency (EPA) Noise Pollution Control and Standards Regulations.

The move is part of ongoing efforts to maintain public order, protect community well-being, and support environmental standards designed to safeguard public health and tranquility.

Speaking during a program to distribute operational equipment to Police Zone Commanders, the Commissioner for Operations, Prince T. Davis, received the equipment on behalf of the operational arm of the LNP and praised Inspector General of Police Gregory O. W. Coleman for his continued commitment to modernizing the Police and strengthening law enforcement capacity across the country.

Commissioner Davis stated that the equipment will be deployed strictly for its intended purpose of enhancing operational effectiveness, public safety, and enforcement activities.
"We commend the Inspector General for his visionary leadership and unwavering efforts to modernize the Liberia National Police.

The LNP emphasized that enforcement of noise pollution regulations will be conducted in collaboration with the Environmental Protection Agency (EPA) and other relevant stakeholders.

According to Part III, Section 12 of the EPA Noise Pollution Control and Standards Regulations, public nuisance noise is prohibited, while Section 13 specifically regulates noise emanating from radios, televisions, sound systems, amplifiers, and other sound-producing devices. Additionally, Section 8 of the Regulations prohibits the generation of excessive noise and vibrations that disturb public peace, health, comfort, and community harmony. Violators may face enforcement actions, including warnings, citations, seizure of equipment, closure orders, fines, or prosecution in keeping with the law.

The Liberia National Police therefore calls on owners of entertainment centers, nightclubs, bars, religious institutions, event organizers, street DJs, and members of the public to ensure that their activities comply with established noise standards.

The LNP remains committed to creating safer and more peaceful communities while upholding the rule of law and protecting the rights of all citizens to enjoy a healthy and peaceful environment.
