Good Bye to Giklor

Your extensive contributions to advancing Liberia's foreign policy objectives spanned the decades, beginning in the 1970's.

I came to know you better as a professional colleague when I served as Minister of Foreign Affairs of Liberia. For the first two of my nearly four-year service as Minister of Foreign Affairs, you served as Deputy Minister for Foreign Affairs, my principal deputy. Although you were many years older than I, you treated me with the utmost respect and accorded me your fullest cooperation.

As professionals, we didn't agree on everything; but as professionals, we achieved a lot working together for the collectuve good of the country.

Diplomacy and finesse were so deeply etched on every fiber of your gentle and handsone being that I can't recall a moment during our stay at the Ministry of Foreign Affairs when you lost your temper over anything. You didn't bring strong emotions to the argument. You brought a sharpeness of logic mixed with a smoothness of demeanor that was truly powerful.

Effectively managing the legion of Liberian diplomats across the world and the team at heaquarters was no small feat. But your invaluable counsel helped us in no small measure to navigate the challenges and achieve our goals.

In my mind's eyes, I see you sitting right beside me, smartly dressed as always in one of our regular Monday morning senior management meetings as you slip to me a short note with some factual updates to help buttress my response to the "latiitudinal and longitudinal" queries and suggestions of our lively Policy Advisory Council (PAC) member, Alhaji G. V. Kromah, a former member of the collective presidency of one of Liberia's transitional governments in the 1990's.

Fast forward, we were to work again on the same team in government when I joined the Cabinet of our illustrious President Joseph Nyuma Boakai in the middle of September 2024. This time you were the Minister of State for Presidential Affairs, the President's Chief of Staff.

What I noticed was that your proximity to the President did not change your trademark humility and gentle demeanor.

And as happened before, you and I did not always agree on policy choices and approaches, but we still achieved a lot in the interest of the goverment and people, working together with other wonderdul colleagues in government

Although you were much advance in age, your passing came to me and many others as a shock. But as I wrote some years ago in my poem titled "O Death", death is
"no respecter of seasons and plans;
no respecter of protocol and etiquette." It just barges in anytime it chooses.
And this time around, death has blown off the life candle of you, my friend, our own Giklor ( how we affectionately called you during our days at the Ministry of Foreign Affars).

May your gentle soul find peaceful repose in the bosom of Abraham.

CB Dunbar Hospital Clarifies Medical Service Fee Charges Under Government’s Cost-Sharing Policy; Not a “Guest House” Charge

The administration of C.B. Dunbar Comprehensive Hospital has dismissed claims circulating on social media and in some news outlets that it is charging patients “guest house–style” fees, describing the reports as misleading and lacking context.

The clarification follows the Government of Liberia’s recent introduction of a Community Revolving Drugs Fund and Cost-Sharing Scheme across all government-run health facilities.

Implemented by the Ministry of Health, the policy is designed to sustain essential drug supplies, improve service delivery, and address budget shortfalls, particularly after the withdrawal of some NGOs from the health sector.

Under the policy, patients admitted to specific hospital wards are required to pay a one-time admittance service fee.

This fee covers the cost of initial treatment, medication, and related services for the duration of the patient’s stay in the ward.

In line with this provision, CB Dunbar Comprehensive Hospital has reduced the Emergency Room (ER) admission service fee from L$2,000 to L$500.

Meanwhile, given the circumstances of the patient’s medical condition, the L$500 covers initial medications and related care for patients admitted to the ER until their discharge.

Importantly, the L$500 ER fee applies only to patients admitted to the Emergency Room, not to all hospital visitors or those receiving outpatient care.

For comparison, the admittance fee for the Labor Ward is L$800, while the Gynecology (GYN) Ward is L$1,000. These are one-time payments per admission, not nightly charges as some reports have falsely claimed.

Hospital Administrator Mr. Enoch Kermue Darwolo Morris Sr. emphasized that these adjustments are aimed at easing the financial burden on residents while ensuring the hospital can maintain operations and replenish medical supplies.

Mr. Morris made it emphatically clear that the hospital's administration ensures that nurses or doctors on shift provide initial treatment to patients while their relatives or caregivers make payments for their medical services, especially during emergency cases.

CB Dunbar Comprehensive Hospital’s administrator is urging residents of B**g County and its catchment communities to seek accurate information from its administration or the County Health Team to avoid the spread of misinformation.

CBL Sets Standard Cash-Out Fee for Mobile Money Transactions Starting August 2025

Monrovia: 3 August 2025: The Central Bank of Liberia (CBL) has announced a new mobile money standard cash-out fee policy that guarantees a competitive pricing within the mobile money market.

Under the new policy, all mobile money providers are required to apply a cash-out fee of 2% for withdrawals made through their platforms.

The Policy takes effect as of August 1, 2025.

This change is part of Liberia’s effort to modernize the way money moves within the market and reduce dependence on physical cash. By encouraging electronic payments, the CBL aims to make financial services more accessible, safer, and better suited for today’s digital economy.

What Does This Mean for the Public?

• Whether you are withdrawing money through your mobile wallet or at an agent location, a minimum fee of 2% will apply.
• Digital payments (buying goods, paying bills, sending money) remain a convenient and low-cost way to handle daily transactions.
Why the Change?

CBL is working to:

• Standardize cash-out fees across all mobile money operators.
• Safeguard agent and consumer protection.
• Promote a less cash-reliant economy that reduces the frequency and cost of printing new banknotes.
• Make electronic payments easier and more widely accepted, especially by businesses.
• Reduce the hassle, risks, and costs linked to handling cash.
• Build a stronger financial system that works for everyone.
• Enhance financial inclusion and better position the citizenry to save, invest and access credit in rural areas lacking banking services
• Improves transaction efficiencies for businesses and government operations.
The CBL continues to work to promote the adoption and usage of digital payments. The Bank is implementing key components of the National Electronic Payment Switch (NEPS) that will enable mobile money transaction between Liberia’s two Mobile Money Operators (MMOs).

This initiative will enable all Liberians - regardless of their mobile network provider - to seamlessly send and receive money across mobile wallets. Once implemented, customers will be able to transact across networks in real time, enhancing convenience, accessibility, and financial inclusion.

The transaction between the two mobile money operators will also support real-time payment from the Government of Liberia (GoL) to employees, contractors, vendors, and pensioners directly into their mobile money wallets - promoting efficiency, transparency, and accountability in public payments.

“The transition to a digital-first financial system is central to fostering innovation, resilience, and inclusiveness in Liberia’s payment landscape,” said Executive Governor Henry F. Saamoi. “This directive reflects our commitment to modernizing financial services and unlocking the full potential of mobile and electronic platforms.”

PRESS STATEMENT

(Capitol Hill, Monrovia, June 23, 2025):- The Central Bank of Liberia (CBL) in collaboration with the National Identification Registry (NIR), has issued a directive requesting all commercial banks to relax the enforcement on the usage of the National Identification Card as a pre-requisite for all banking transactions.

The National Identification Registry (NIR) informs all public social service providers to take note and act in compliance with this directive. At the same time, the issuance of the National Identification Cards is hereby suspended with immediate effect for administrative reasons.

The public will be informed of the date of resumption of mass enrolment.
