LPP YOUTH LEAGUE DEMANDS IMMEDIATE RESIGNATION OR DISMISSAL OF CSA DIRECTOR-GENERAL FOR BLATANT VIOLATION OF THE CODE OF CONDUCT
The Youth League of the Liberia People’s Party (LPP) strongly condemns the conduct of Dr. Josiah F. Joekai Jr., Director-General of the Civil Service Agency (CSA), for his clear, deliberate, and unlawful violation of the 2014 Code of Conduct for Public Officials and Employees of the Government of Liberia.
The law is explicit and leaves no room for interpretation.
Part V, Section 5.1 of the Code of Conduct states that “All officials appointed by the President of the Republic of Liberia shall not engage in political activities, canvass or contest for elected offices.”
Dr. Joekai, being a presidential appointee and the head of the Civil Service Agency, is fully bound by this provision. His participation in a political gathering associated with partisan mobilization is a direct breach of Section 5.1(a) of the Code of Conduct. This is not an allegation—it is a violation grounded in law.
Furthermore, Section 5.1(b) prohibits the use of government influence or association in support of political activities, while Section 5.1(c) forbids serving or aligning with any political campaign structure. By his visible involvement in a politically charged event, Dr. Joekai has undermined not only the letter but the spirit of these provisions.
The Civil Service Agency, established under the 1973 Act of the National Legislature, carries the core mandate to maintain a professional, merit-based, and politically neutral public service. The 2012 CSA Standing Orders reinforce this obligation by demanding strict political neutrality from all civil servants, especially those in leadership.
As Director-General, Dr. Joekai is the chief enforcer of these rules. His actions therefore represent a gross abuse of office, a betrayal of public trust, and a dangerous precedent that weakens the integrity of the entire civil service system.
This violation cannot be minimized, justified, or ignored. Ordinary civil servants have lost jobs and careers for far less. The law must not be applied selectively.
The LPP Youth League therefore declares:
Dr. Josiah F. Joekai Jr. is in violation of the 2014 Code of Conduct and has rendered himself unfit to continue as Director-General of the Civil Service Agency.
In light of this, we demand:
His immediate resignation from the position of Director-General of the Civil Service Agency;
Failing his resignation, his immediate dismissal by the President of the Republic in keeping with the law.
Anything short of this will confirm that the enforcement of Liberia’s laws depends on status and political convenience rather than justice and accountability.
The Civil Service Agency must remain apolitical—not just in words, but in conduct.
The rule of law must stand firm—without fear, without favor, and without exception.
