The Legislature’s Joint Public Accounts Committee (PAC) has issued a final directive requiring Health Minister Dr. Louise M. Kpoto to appear before the Committee on Wednesday, December 3, 2025, at 10:00 AM. The Minister is expected to appear along with her legal counsel and all deputy ministers.

Minister Kpoto was scheduled to appear today for a hearing but again failed to honor the Committee’s mandate, an action the PAC considers a breach of legislative respect and an impediment to its oversight responsibilities.

During today’s sitting, members of the Joint PAC deliberated on the Minister’s repeated absence. A motion was subsequently proffered and endorsed, granting her one final opportunity to appear and provide the required information before the Committee.

The Legislature reaffirms that compliance with legislative oversight is not optional. The PAC remains committed to ensuring full accountability and transparency within the Ministry of Health and across all government institutions.

The Honorable House of Representatives has intensified the exercise of its constitutional oversight functions to address several pressing national concerns confronting the Republic of Liberia.

Under the leadership of Speaker Richard Nagbe Koon, the House has directed its relevant committees to initiate targeted investigations and inquiries to ensure that laws enacted by the Legislature are implemented effectively and in the best interest of the Liberian people.

As part of these ongoing efforts, the House is:

Probing major concession agreements to assess compliance, performance, and alignment with national development priorities.

Scrutinizing the Draft National Budget for FY2026, with committees thoroughly reviewing the expenditure framework to ensure transparency, accountability, and responsiveness to citizens’ needs.

Engaging the public on the draft Bill to Ban Female Ge***al Mutilation (FGM) and other critical legislative proposals, in order to foster inclusive participation and strengthen policymaking.

These actions reflect the House’s commitment to safeguarding good governance, promoting accountability, and ensuring that national policies and agreements serve the collective welfare of all Liberians.

The Honorable House of Representatives remains steadfast in fulfilling its constitutional mandate and reassures the public of its continued dedication to advancing democratic governance and protecting the national interest.

"I just had a very good telephone call with President Xi, of China. We discussed many topics including Ukraine/Russia, Fentanyl, Soybeans and other Farm Products, etc. We have done a good, and very important, deal for our Great Farmers — and it will only get better. Our relationship with China is extremely strong! This call was a follow up to our highly successful meeting in South Korea, three weeks ago. Since then, there has been significant progress on both sides in keeping our agreements current and accurate. Now we can set our sights on the big picture. To that end, President Xi invited me to visit Beijing in April, which I accepted, and I reciprocated where he will be my guest for a State Visit in the U.S. later in the year. We agreed that it is important that we communicate often, which I look forward to doing. Thank you for your attention to this matter!
