Capitol Hill - Liberian Senate

June 17, 2025

Nimba County Senator, Nyan Twayen has written a communication requesting Senate Plenary to investigate ArcelorMittal Liberia regarding the cost of a $1.4 billion Iron Ore processing plant built in Nimba.

Senator Twayen believes that the cost of ArcelorMittal processing plant may have been inflated or overstated.

"An inflated or overstated investment swallows profit and deprives Liberia of receiving dividend-a case with us and ArcelorMittal for 20 years now that has always declared loss instead of profit; we will get to the bottom of this one", said Twayen.

The Senate's relevant committees are expected to probe into the matter.

The House of Representatives has invited authorities of the National Identification Registry (NIR) to appear before plenary on Thursday, June 19, 2025, to explain the persistent delays in issuing National Identification Cards to citizens across the country.

The decision follows a formal communication from B**g County District #6 Representative, Hon. Moima Dabah Briggs-Mensah, who raised concerns over the slow processing of ID cards despite applicants completing full registration, including biometric photo capture and payment.

According to the lawmaker, the delays have affected access to basic financial servicesโ€”particularly for civil servants, contractors, rural residents, and vulnerable groupsโ€”due to the enforcement of Executive Order No. 126, which requires a valid National ID for receiving or cashing government-issued checks.

Rep. Briggs-Mensah also expressed concern over the limited recognition of the Liberian passport for financial transactions, arguing that the Executive Order has unfairly sidelined the internationally accepted travel document.

The Salala District lawmaker urged plenary to demand full disclosure from the NIR on the causes of the backlog, any technical or financial constraints, and what steps are being taken to address the situation.

She further recommended the inclusion of the Liberian passport as an alternative identification document for banking and public transactions.

The Houseโ€™s decision mandates the NIR to present a clear plan for improving service delivery and explain how the Legislature may assist in strengthening its operations.

Lawmakers Move to Amend Local Government Act

June 17, 2025

By: Ayeason Yeeba

The House of Representatives is reviewing a proposed bill that seeks to repeal and amend specific sections of the Local Government Act of 2018.

The changes aim to restore oversight powers to county Legislative Caucuses, particularly concerning county budgets and development plans.

Titled โ€œAn Act to Repeal Section 2.2 Subsections (e & f) of the Local Government Act of 2018,โ€ the bill was introduced by Hon. Jeremiah Sokan Sr., Representative of Grand Gedeh County District #1, during the 10th sitting of the 2nd Quarter of the 55th Legislatureโ€™s 2nd Session.

Rep. Sokan argued that the current exclusion of the county Legislative Caucuses from the budget approval and development planning processes weakens the system of checks and balances.

He expressed concern that this lack of oversight compromises transparency and accountability in county governance.

The proposed amendment targets two key subsections:

2.2(e):which currently grants approval of the annual county budget
2.2(f): which pertains to approval and implementation of county development plans

Plenary has forwarded the bill to the Committees on Good Governance, Ways, Means and Finance, Internal Affairs, and Judiciary. The committees are expected to review the proposal and report their findings within two weeks.
