According to SPOON TV LIVE, the LDEA Nets Two in Back-to-Back Drug Busts Worth Over $115K

The suspects—Mohammed M. Sheriff and Massa Kandakai—were formally processed and escorted to the Monrovia City Court on Thursday, where they now await prosecution.

Checkpoint Interception: Tramadol Seizure Worth Over $112K
The first arrest occurred on Saturday, October 11, 2025, at the Bo-Waterside checkpoint. LDEA officers intercepted 38-year-old Mohammed M. Sheriff, a resident of Jacob Town, in possession of 1,067 packs of Tramadol—a potent prescription painkiller frequently misused for illicit purposes.

According to , Authorities estimate the street value of the seizure at $112,315.78 USD, or approximately L$21.3 million. According to the LDEA’s investigation report, Sheriff admitted to transporting the package but claimed he was unaware it contained drugs. He alleged that a friend, identified only as “Joshua,” had asked him to deliver the goods to Monrovia.

Sheriff now faces multiple charges under Liberia’s drug statutes.

Old Road Raid: Co***ne, Kush, and Ma*****na Confiscated
In a related operation on Tuesday, October 14, 2025, LDEA officers arrested 48-year-old Massa Kandakai at her residence in Old Road, Via Town. The arrest followed a court-authorized search-and-seizure operation.

Kandakai was allegedly found in possession of:

• 23 grams of co***ne, valued at $1,242 USD (approx. L$215,980)
• 98 grams of Kush, valued at $1,960 USD (approx. L$372,400)
• 199 grams of ma*****na, valued at $19.90 USD (approx. L$7,800)

Both suspects have been remanded to the Monrovia Central Prison pending court trials.

NICOL officials brought in for Financial Malpractice

The Liberia Anti-Corruption Commission (LACC) has brought in several officials from the National Insurance Company of Liberia (NICOL) for questioning in connection with alleged financial malpractice.

The action follows the officials’ failure to produce key financial documents requested by the Commission as part of an ongoing investigation into suspected irregularities at NICOL.

Those invited for questioning include Mr. Dweh Thomas Bedell, Chief Financial Officer; Mr. Prince T. Freeman, Account Clerk; and Mrs. Charlotte Y. D. Kpanah, Comptroller. Despite an earlier invitation, the officials failed to submit the required financial records within the two-week period granted by the Commission.

Following repeated follow-ups and continued noncompliance, the LACC took lawful measures to ensure their cooperation and presence to aid the investigation.

The Commission emphasizes that the invitation and subsequent actions are consistent with standard investigative procedures. They are intended to provide the officials with the opportunity to clarify their roles and submit relevant information critical to the case under review.

Martina Johnson, one of the most powerful commanders of Charles Taylor’s National Patriotic Front for Liberia (NPFL) rebel group, is expected to go on trial in Belgium next year for atrocities allegedly committed during Liberia’s first civil war.

A court is considering evidence gathered during a 13-year investigation into allegations she oversaw Operation Octopus, a four-month operation in 1992 during which rebels, including child soldiers, besieged the capital Monrovia. Belgian prosecutors accused Johnson of participating directly in mutilation and mass killings.

In a text message, Hassan Bility, director of Global Justice and Research Project, which helped gather evidence in the case, described the potential trial as “a relief,” noting that a conviction would bring solace to the victims of Johnson’s alleged crimes, “who fell prey to the humiliating and outrageous crimes attributed to her.”

“People committing war crimes will not get away with it. She’s just one of many,” said John Stewart, a TRC commissioner and survivor of the Octopus siege. “There’s a whole list of those who are to be tried.”

The Belgian judicial probes into alleged war crimes by Johnson have been painfully slow. Eleven years after she was arrested in Belgium, and 13 years after the investigation began, a court in the city of Ghent formally closed the investigation in September and found that the investigators discovered sufficient evidence to refer the case to trial. The parties now await a hearing before the judges of the “Chambre des Mises en Accusation” (part of the Appeal court) and a decision on whether to send the case to trial.

Lawyers for victims and Johnson have been critical of the slow pace of the investigation – during which time three other cases have gone from investigation to conviction in European countries. Alain Werner, director of Swiss NGO Civitas Maxima which investigated Martina Johnson’s alleged crimes in 2011, told a reporter in 2020 that a key witness had already died and he feared others would also die.

Johnson’s lawyer, Jean Flamme, said witnesses he wanted to interview were also dead. He has repeatedly petitioned to have the case dismissed or for the file to be closed, citing erosion of evidence and procedural unfairness. Meanwhile, Johnson, now 55, has been subject to strict rules of house arrest and is suffering from a serious liver disease.

Johnson is listed among “most notorious perpetrators” in Liberia’s 2009 Truth and Reconciliation Commission final report. She is accused of having served as a commander in Taylor’s rebel army that sparked Liberia’s first civil war between 1989 and 1996. The rebels launched an assault on Monrovia on October, 1992, known as Operation Octopus, which claimed the lives of hundreds of civilians and members of foreign humanitarian organizations. Johnson is suspected of having herself killed, tortured and maimed several people at a military checkpoint at the Dry Rice Market on the edge of the city.

The NPFL committed 63,843—or 41 percent—of all crimes reported to the commission. News of the closure of the investigation comes on the eve of the 33rd anniversary of the mass killings.

Johnson is being investigated for crimes under the principle of universal jurisdiction, which Belgum’s Parliament passed into law in 1993. The laws allow for the trial of “international crimes”—such as genocide, war crimes, or crimes against humanity—regardless of where or when they occurred. She would be the first woman among the seven people who have faced trial for crimes committed in Liberia in the United States and Europe.

Her case will come as Liberia moves into the next stages of setting up its own war and economics crimes court to try international crimes committed during the 14 years of conflict.

House Summons Health Minister and NPHIL Boss Over Rising Monkeypox Cases; Rep. Ellen Attoh-Wreh Sounds Alarm for Swift Government Action

The House of Representatives has summoned Health Minister Dr. Louise M. Kpoto and the Director General of the National Public Health Institute of Liberia (NPHIL) to appear before its Plenary on October 21, 2025, to address the growing Monkeypox outbreak in the country.

The decision followed a communication from Margibi County District #3 Representative, Hon. Ellen A. Attoh-Wreh, who expressed deep concern over the rising number of cases since the outbreak was announced in August 2025.

Representative Wreh emphasized the need for urgent government action, calling for detailed updates on public awareness campaigns, case detection efforts, and treatment interventions.

Lawmakers are expecting a comprehensive briefing from both the Ministry of Health and NPHIL on measures being taken to contain the virus and ensure the safety and well-being of all Liberians.

Renovation plans for the Capitol Building rotunda

President Pro-Tempore Meets with Chair of National Peoples Congress in Beijing; pleads for renovation of the burnt Capital Building

(BEIJING, PEOPLES REPUBLIC OF CHINA 16th October 2025)

The Peoples Republic of China is considering a request made to renovate the rotunda and other areas of the Capitol Building devastated by fire on 18th December 2024.

The President Pro-Tempore of the Liberian Senate, Senator Nyonblee Karnga-Lawrence, made the appeal during a meeting with the Chairman of the Standing Committee of the National People's Congress (NPC), Mr. Zhao Leji, at the Great Hall of the People in Beijing on Wednesday, 15th October 2025.

Mr. Zhao, also a member of the Politburo Standing Committee, responded favourably to appeal and directed Chinas Vice Foreign Minister to coordinate with the Ambassadors of both China and Liberia to ensure the technical formalities are worked out through the usual diplomatic channels.

During the meeting, Senator Karnga-Lawrence hoped that some mechanism can be arranged to aid in the capacity building of the staff of the Liberias National Legislature through specialized short-term training, seminars and even scholarships.

Mr. Zhao, committed to ensuring that arrangements can be made for the training of legislators and staff at the National Legislature to pursue short-term training in China.

He also gladly accepted an invitation to visit Liberia soon when the necessary modalities are worked out through diplomatic channels based on an invitation extended him by Senator Karnga-Lawrence on behalf of the National Legislature.

The President Pro-Tempore, at the head of a two-member legislative delegation, were in Beijing at the invitation of the National Peoples Congress to participate in the 2025 Global Leaders Meeting on Women co-hosted by China and UN Women. Montserrado County District #1 representative, Honorable Rugie Yatu Barry formed part of the delegation.

During the meeting, she used the opportunity to renew to the Chinese Government the high priority and importance that the Government of Liberia attaches to the enhancement of the cordial relations that exists between both countries, as well as the cooperation and the mutual trust that continues to grow from strength to strength.

This current visit to China is a further manifestation of the strength of our growing relationship and cooperation that is similarly developing between the Liberia National Legislature and the National Peoples Congress, Senator Karnga-Lawrence emphasized.

She reiterated Liberias preparedness to work closely with the National Peoples Congress to ensure that there is an outcome that not only represents the spirit and vision of both Presidents Joseph Nyuma Boakai, Sr. and Xi Jinping, but one that will strengthen the engagements between members of the National Peoples Congress and the members of the Liberian National Legislature that will enhance their cooperation leading to win-win.

Senator Karnga Lawrence, again, reaffirmed Liberias commitment to the One China Policy and reemphasized the countrys belief in the principles of non-interference in the internal affairs of other countries.

Additionally, the Government of Liberia fully supports the efforts of the Chinese Government to continue to work in building this community with a shared future for mankind, a concept envisioned by President Xi Jinping as a foreign policy goal, she stressed.

In his response, Mr. Zhao acknowledged that under President Boakais administration, political mutual trust continues to deepen and pragmatic cooperation across various fields have yielded fruitful results. He emphasized Chinas commitment.

China supports President Boakai government strategy and stands ready to work with Liberia to consolidate the good development momentum of our bilateral relations, he stressed; adding, We will continue to support each other on issues concerning our core interests and issues of major concern.

He indicated that China is ready to work with Liberia to deliver on the important consensus of both Heads of State and the measures from the 2024 Forum on China Africa Cooperation (FOCAC) Beijing Summit, promote greater development of China-Liberia relations; provide more benefits to both peoples so as to contribute to the all weather China-Africa community with a shared future.

In another development, the President Pro-Tempore of the Liberian Senate accompanied by Liberias Ambassador to China, H.E. Dudley McKinley Thomas, paid a brief courtesy call on head of the China International Development Cooperation Agency (CIDCA), Mr. Chen Xiaodong on Thursday, 16th October 2025.

In welcoming the Liberian delegation to his offices, Mr. Chen highlighted the cordial relations subsisting between the two countries and briefed them on ongoing development activities undertaken by his agency in Liberia.

He named the commencement of the construction of two overhead bridges along the Tubman Boulevard, ongoing construction of the new Liberian Broadcasting System facilities, the National Diagnosis and Treatment Laboratory, and the 13 million grain food assistance recently given to Liberia. China has also agreed to provide agricultural machines to Liberia as well as vehicles that will be donated to the government.

For her part, Senator Karnga Lawrence thanked CIDCA for the good work theyre doing in Liberia and said her visit there was to show appreciation. She highlighted, with delight, the construction of the two overhead bridges along the Tubman Boulevard which commenced recently.

The Liberia National Police (LNP) has announced temporary traffic diversions to be implemented on Saturday, October 18, 2025, in connection with the groundbreaking ceremony for the headquarters of the Congress for Democratic Change (CDC).

According to the LNP, vehicles coming from Central Monrovia will be rerouted through the Congo Town back road, while those traveling from Paynesville toward Central Monrovia will continue on their regular route. The traffic measures will be enforced from 8:00 a.m. until the evening.

The police further reminded operators of motorbikes and tricycles (kehkeh) that restrictions in designated areas remain in effect. The LNP extended appreciation to the public for its cooperation, noting that the temporary diversions are aimed at ensuring public safety and smooth vehicular movement during the ceremony. Normal traffic flow, the statement assured, will resume immediately after the event.
