Team Webster Clayeh Demands Impartial Investigation and Immediate Disqualification of Barclay Momo Karnley; Commends PUL for Postponing RAL Elections

Monrovia, Liberia – November 7, 2025:
Team Webster J.H. Clayeh, representing the campaign of Mr. Webster J.H. Clayeh, aspirant for President of the Reporters Association of Liberia (RAL), commends the Press Union of Liberia (PUL) for its prudent and timely decision to put on hold the impending RAL leadership elections scheduled for Saturday, November 8, 2025.

This decisive action by the PUL, grounded in the findings of the Independent Investigative Panel of Journalists and Media Professionals, demonstrates true leadership and a commitment to safeguarding the integrity and credibility of journalism in Liberia. The postponement provides the necessary opportunity for due process, accountability, and fairness to prevail before any electoral process resumes.

However, we Call for Immediate Disqualification of Mr. Barclay Momo Karnley..

In line with the PUL’s call for calm and the restoration of integrity within the RAL, Team Webster Clayeh hereby demands a comprehensive and impartial investigation into the credentials and eligibility of Mr. Barclay Momo Karnley, a provisionally qualified presidential aspirant.

Our independent inquiry, supported by official academic records from the A. Romeo Horton College of Business & Public Administration, of the University of Liberia reveals that Mr. Karnley does not meet the constitutional and electoral requirements as stipulated in the 2016 RAL Constitution and the 2025 Electoral Guidelines.
Specifically, the records show the following:

College: A. Romeo Horton College of Business & Public Administration
Major: Public Administration
Total Credit Hours Earned: 32.00
Cumulative GPA: 2.2188

These details confirm that Mr. Karnley is not a junior or senior student, as required under Article 8, Section 2(b) of the RAL Constitution and the 2025 Electoral Guidelines, which mandate that a presidential aspirant must be a junior or senior student of a recognized institution or a bachelor’s degree holder with not less than five years of service in the media.

Given these findings, Mr. Karnley’s continued participation in the RAL elections constitutes a clear violation of the Association’s governing instruments and an act of misrepresentation.

Allowing such a breach to go unaddressed undermines the values of transparency, fairness, and meritocracy that the media community must uphold.

We therefore:
Commend the PUL for suspending the elections and for acting in defense of integrity and order within the RAL.

Demand the immediate disqualification of Mr. Barclay Momo Karnley from the 2025 RAL Presidential Race on the grounds of ineligibility and misrepresentation.

Call for an impartial, independent investigation into the fraudulent attempt to contest, and for sanctions consistent with the RAL Constitution and PUL oversight authority.

Urge all journalists and media stakeholders to remain calm, respectful, and united in pursuit of transparency, accountability, and professionalism within the RAL.

Team Webster Clayeh reaffirms its unwavering commitment to a credible, democratic, and inclusive electoral process that reflects the true spirit and standards of Liberian journalism.

PRESIDENT BOAKAI PRESENTS FISCAL YEAR 2026 NATIONAL BUDGET TO THE LEGISLATURE

November 7, 2025

Executive Mansion, Monrovia — President Joseph Nyuma Boakai, Sr., today submitted the Draft National Budget for Fiscal Year 2026 to the National Legislature, amounting to US$1,211,085,227 (one billion two hundred eleven million eighty-five thousand and two hundred and twenty seven United States dollars).

The Budget was formally presented to House Speaker Richard Nagbe Koon by Finance and Development Planning Minister Augustine Kpehe Ngafuan on behalf of President Boakai.

According to the draft FY 2026 Budget, domestic revenue accounts for US$1.13 billion (94%), while external resources represent US$72 million (6%). Domestic revenue projections include Tax Revenue of US$726.97 million, Non-Tax Revenue of US$83.92 million, Mittal Sign-on Bonus of US$200 million, and Contingent Revenue of US$28 million.

The proposed Budget prioritizes investments which align with the ARREST Agenda. It allocates approximately US$280 million to projects under the Public Sector Investment Plan (PSIP)—a key pillar of the Administration’s development framework focused on Agriculture, Roads, Rule of Law, Education, Sanitation, and Tourism.

In his Budget Message to the Legislature, President Boakai commended lawmakers for the timely passage of the FY 2025 National Budget, which facilitated a more effective and transparent implementation of government programs during the current fiscal year.

The President urged the National Legislature to ensure a timely and transparent review and approval of the FY 2026 Draft Budget, emphasizing the importance of maintaining legislative due diligence and accountability in the process.

The submission of the Draft National Budget fulfills the requirement of Section 1.7.1 of the 2019 Amendment and Restatement of the Public Financial Management (PFM) Act of 2009, which mandates that the proposed budget be submitted to the Legislature within the statutory period.

Meanwhile, Finance and Development Planning Minister Ngafuan will hold a special press briefing at the Ministry of Information, Cultural Affairs and Tourism (MICAT) on Monday, November 10, 2025, at 12:00 noon, to provide detailed insights into the draft budget and its key priorities.
