‎President Boakai Issues Cabinet Directive on Excessive Foreign Trips, Orders Restrictions on Officials’ Travel

‎Thursday, May 28, 2026

‎Executive Mansion, Monrovia: President Joseph Nyuma Boakai, Sr., has issued a cabinet directive significantly restricting official foreign travel by Cabinet Ministers and senior government officials, citing growing concerns over the need for stronger focus on mounting national priorities.

‎The directive immediately imposes stringent conditions on all foreign trips undertaken by ministers, heads of agencies and commissions, ambassadors, and other senior officials.

‎Issuing the "Cabinet Directive” at a cabinet meeting this afternoon, President Boakai asserted that some of the travels have negatively affected Cabinet participation and disrupted key government operations, depriving the Administration of critical policy input and leadership at important decision-making levels.

‎The President in the directive further noted that repeated international trips financial burdens on the Government at a time when resources are needed for urgent national development priorities.

‎According to the directive, no government official will be allowed to embark on official foreign travel without expressed prior approval from the President.

‎Meanwhile, the Liberian Leader has also introduced a “Virtual Participation First Policy,” directing Ministries, Agencies, and Commissions to prioritize participation in international meetings through platforms such as Zoom and Microsoft Teams whenever practical.

‎The Chief Executive and Chair of the Cabinet further mandates that all travel requests must now provide detailed justification, including the strategic relevance of the trip to Liberia, estimated costs, funding sources, delegation composition, and explanations as to why virtual participation would not be sufficient.

‎President Boakai in the directive stressed that physical attendance at conferences and international engagements will only be approved where it is “demonstrably necessary” and clearly in Liberia’s national interest.

‎The President ordered that, except under extraordinary circumstances, no Cabinet Minister or senior official should undertake more than one official foreign trip per quarter unless expressly authorized by him.

‎Additionally, travel requests will be denied if the absence of the official is likely to affect Cabinet deliberations, institutional leadership, urgent decision-making, or critical government functions.

‎The directive also reinforces strict compliance with government travel regulations, including limitations on class of travel, per diem allowances, accommodations, and related expenditures.

‎Implementation and monitoring of the directive will be jointly supervised by the Ministry of State for Presidential Affairs and the Cabinet Office, while reserving the right to grant exceptions in cases involving compelling national interests.

‎The President cautioned that all officials are expected to fully comply with the new policy in the interest of responsible governance, operational efficiency, and prudent management of public resources.

Judge Willie Releases 45 Pretrial Detainees Over Delayed Prosecution

Monrovia, Liberia – Criminal Court “A” Judge Roosevelt Z. Willie has ordered the release of 45 pretrial detainees from the Monrovia Central Prison (South Beach), citing violations of Liberia’s constitutional and statutory guarantees for speedy trial.

The detainees, who face charges ranging from murder, robbery, trafficking, manslaughter, aggravated assault, and theft of property, are part of 219 inmates expected to be released “without prejudice to the state,” allowing prosecutors to refile charges if necessary.

Among those released are Alieu Kamara, Abraham Maryland, Jerome Brown, Blessings Sherman, Emmanuel Momo, and others who reportedly spent between two and four years in detention without indictment or trial.
Judge Willie based his ruling on Sections 18.1 and 18.2 of Liberia’s Criminal Procedure Law, which requires dismissal of cases when the government fails to prosecute defendants within the required court terms unless good cause is shown.

The ruling followed a motion filed by defense lawyer Cllr. Sennay Carlor II, who argued that the state failed to prosecute the detainees within the timeframe mandated by law.

During the hearing, prison authorities informed the court that overcrowding at South Beach Prison had worsened, with inmates allegedly “sleeping on each other.”
Judge Willie said the prolonged detention and severe prison congestion justified enforcement of the law.
This is not the first of such ruling by Judge Willie. In April 2025, he released more than 100 detainees over similar statutory violations after motions filed by defense lawyers including Cllr. Carlor II and Cllr. Aloysius Toe.
The Judge has repeatedly maintained that detainees are being released not because they are innocent, but because the government failed to prosecute them as required by law.

Representative Hopeful District #3, Margibi County, Kaifa M Holmes decends on Representative Ellen Attoh Wreh following her incompetency as lawmaker of District #3. He writes ✍️...

Representative Ellen Attoh Wreh has failed the people of District #3.

District #3, Margibi county deserves accountable, inclusive, and people-centered leadership. Unfortunately, Rep. Ellen Attoh Wreh has not lived up to the expectations of many citizens who entrusted her with their mandate.

Over the years, there has been no visible district office or active District Development Council (DDC) to ensure citizens’ participation in decision-making and the development agenda of the district. Representation should go beyond occasional handouts of rice, oil, or seasoning cubes. The people deserve sustainable development initiatives, accessibility, and genuine engagement from their elected representative.

It is also concerning that the representative rarely visits the district, even during legislative breaks, creating a growing disconnect between the leadership and the people.

District #3 needs serious and effective representation focused on development, accountability, and consistent engagement with the citizens. The people deserve leadership that prioritizes service over appearance and visibility over symbolism.
The pictures below are a clear manifestation of where the District took Representative Ellen Attoh Wreh from and how it has developed and made her. She ought to show appreciation and ensure genuine Representation.
