Bensonville Court Issues Arrest Writ for Pastor Massa D. Tarnue Jr of Free Pentecostal Global Mission Fendell Beach Incorporated Over Contempt and Unpaid Financial Obligation

Bensonville, Liberia – September 3, 2025

The Bensonville Magisterial Court has issued a Writ of Arrest for Massa D. Tarnue Jr., a resident of the Fendell Community in Louisiana Township, Montserrado County, on charges of Contempt of Court relating to
theft of property and misapplication of entrusted property.

According to court documents signed by Stipendiary Magistrate Quincy A.Q. Garnett, the arrest comes after Tarnue allegedly failed to honor a payment agreement stemming from earlier criminal proceedings. Tarnue had committed to settling a financial obligation totaling US$6,075.00 in six installments, but defaulted on the July 2025 payment.

The Court notes that this failure to comply with the stipulated financial obligation amounts to willful disobedience and disrespectful action toward the court, triggering a contempt charge. As a result, officers of the court have been commanded to arrest Tarnue and bring him before the court without delay.

The writ, issued on September 3, 2025, further states that Tarnue shall be held in custody until he can "show cause, if any," why he should not be held in contempt for disregarding the terms of the payment agreement.

The complaint was initiated by the Republic of Liberia through the Bensonville Magisterial Court Private Prosecutor and processed by Clerk of Court Emmanuel D. Fumo Sr.

Tarnue’s legal troubles highlight ongoing enforcement actions by local courts to compel compliance with restitution agreements, especially in cases involving entrusted funds and property. The case has sparked discussions about the consequences of failing to honor court-approved financial settlements.

I bring you greetings from the Liberia Medicines and Health Products Regulatory Authority(LMHRA).
YourExcellency, this is a Whistleblower and call for attention.

Your Excellency, you requested a report regarding the information as published in The front-page Africa headline of the board resolution of revocation of G2 Importers
license for importation of substandard medicines.The report currently submitted by the LMHRA managing director has just been prepared and cooked for your hearing but is far from reality and truth.
The report on the ADR reaction was conducted and the finding was submitted to the Department of Inspectorate for post-marketing surveillance, and a formal complaint was written to the LMHRA hearing board for investigation.
The finding from the hearing board contains 236 packs, with each labelling violation of each packaging as stated in the LMHRA Act of 2010. Each violation got an administrative penalty of 500 USD, resulting to one hundred eighteen thousand(118,000USD).
Instead of USD 118,000 The MD and DMD of LMHRA made G2 pharmacy to pay only 1,000USD. Do the life of Liberian 16 years old boy cost 1,000USD? How did the MD and DMD dropped the fine from USD 118,000 to only USD 1,000?
The packaging and pack size are not components of the ADR report submitted previously. The 24-packs as mentioned in the current MD report is not a reality. He was the formal board chair, and under his watch the medicine was imported. This
was a gross mistake to allow a formal board chair to become managing director at LMHRA.
If not through the Board of directors approach towards this case, G2 would have been set free for causing a death of a young Liberian boy. The Board of directors caught the attention of the case and directed G2’s license cancelation and fined him for the death, but the MD and DMD of LMHRA are behind the board of directors to cancel the resolution of investigation against the very G2 pharmacy. It seems that G2 and the MD and the DMD have certain mutual interest, else why would the regulatory Authority MD and DMD go against the Board of directors legal approach towards the violated G2 pharmacy.
The report was an internal document and did not require a signature. Members of the investigation team was called and manipulated into signing the current report.

Your Excellency, below are some of the action points to investigate.
The honorable currently serving as the managing director of LMHRA previously held the position of board chair before his appointment.
Currently, Hon. Bawo is engaged in anti-discrimination by removing Unity party members from their positions and replacing them with CDCIANNS who campaign against the party.

Currently, Hon. Bawo is engaged in anti-discrimination by giving benefits to selected personnel that he brought and employed under his control, especially those maneuvering his activities.
•He appointed the controller as director of finance and administration after he
succeeded. The controller at that time when he was serving as board chair, but the board rejected this appointment because there was no audit and to no avail; the audit is yet to be conducted up to present.
The core function of LMHRA is not implemented; even lab consumables and reference standards to conduct testing on imported medicines are not available• We see money in the amount of fifty-eight thousand United States dollars (58,000USD)paid in the name of an individual, which violates the PCC law.
The Government of Liberia, through GSA and the Ministry of Finance, has paid the rent for LMHRA for this year, and yet we see wastage of public funds only because people want to get kickbacks.
•We see an MOU signed for a community-based organization for pharmaceutical waste management in which ten thousand United States dollars (S10,000.00 USD)are paid periodically as the law provides only LMHRA is responsible for the disposal of pharmaceutical waste. This is corruption; this is not what we voted for.

Barely over-the period, approximately three million in expenditure with no growth in infrastructure at LMHRA and regulatory system strengthening.

Your Excellency, this is not what we advocated for. We spoke against these unlawful attitudes that continue to break the governing of our institution, marginalization, anti-discrimination, and subjective selection of personnel for maneuvering. We were hunted for a good six (6)years for campaigning for you, and still we are being hunted.
Currently, they are calling on critical voices and threatening suspension of affixed documentation in their favor. Urgent Call to Close Down G2 Pharmacy Following Teen’s Death.

On January 3, 2025, a 16-year-old boy tragically died at Catholic Hospital shortly after being administered Bupivacaine (Marcaine, Spinal Heavy 0.5%), a spinal anesthetic imported by G2 Pharmacy.

An LMHRA investigation confirmed that the drug had no batch number, expiry date, or English labeling, violating national regulations. Shockingly, it was imported under a special permit, bypassing standard safety checks.

Despite desperate efforts by hospital staff, the patient suffered severe adverse reactions within minutes and died during emergency interventions. To make matters worse, the hospital refused entry to LMHRA inspectors, obstructing the investigation.

This is not just a medical error it is a regulatory failure that cost a young life.

The medication that entered the country was in Dutch Language and had no English, lacking expiry and manufacturing date.
The LMHRA board of directors intervened and did an investigation since March 2025 and found that the product entered the market without IPD signed or approved, thus leading to fatality.

We strongly urge His Excellency President Joseph Nyuma Boakai to act swiftly by ordering the immediate closure of G2 Pharmacy, and to launch a broader crackdown on illegal or unsafe drug importation in Liberia.

One life lost is one too many. G2 Pharmacy must be held accountable.

Today marks a truly memorable and heartfelt occasion as the Assistant Minister for Special Services-Ministry of State for Presidential Affairs, Hon. George A. T. “Decentralization Cannot Run on Goodwill Alone,” Montserrado Commissioners Warn:

Montserrado- Commissioner Edward Horton Lahai has warned, that Liberia’s experiment with decentralization is “running on fumes” as most local governments remain unfunded, understaffed and overlooked 15 months after the Boakai administration pledged to put power and resources closer to the people.

“We inherited a roofless office, zero electricity and a bank account that had been dormant for six years,” Lahai told Kalando TV this week.

“That is not decentralization; that is abandonment dressed up as policy.”

Lahai, who was confirmed by the Senate July 11, 2024, rallied friends and private partners to repair the building, restock basic tools, and launch monthly clean-ups.

He also enlisted 74 volunteers, cut to 50 when the township could no longer feed the payroll, to create departments for sanitation, dispute resolution, and parking enforcement.

“Our first wheelbarrow came from the Monrovia City Corporation,” he said. “Imagine a capital-county township starting with no brooms, no shovels, nothing.”

While cabinet ministers draw comfortable pay, many township commissioners have yet to receive a year’s salary.

Lahai’s own wage fell from about US $200 to US $91.99 and LRD 7,794 in May.

“Some colleagues haven’t seen a single Liberian dollar since they took the oath,” he complained.

“We are called ‘Honorable, but the honor stops at the title.”

Local staffers fare worse, often earning below the national minimum wage while fielding every complaint, from land disputes to public-health emergencies.

Montserrado hosts 33 local jurisdictions, five cities, 21 townships, one borough, and five chiefdoms, yet fewer than five receive regular budget transfers, according to county records.

Community fees that should fund trash collection, streetlights, and minor works go largely uncollected because residents “don’t know the fee exists or see no benefits when they do pay,” Lahai said.

Although Liberia’s Local Government Act promises to devolve authority, ministries and agencies still roll out projects with scant input from township leaders.

“MACs arrive with directives from Monrovia, bypass the commissioner, and then blame us when projects stall,” Lahai noted.

“True decentralization means handing over both power and purse strings.”

Lahai credits Representative Prescilla Abram Cooper for funding a new Congo Town fire sub-station and singles out citizens Richard Dorbor and Cytarus Grace Dahn, whose combined LRD 75,000 kick-started the township’s parking-meter service, now its most reliable revenue stream.

The commissioner wants next year’s national budget to include a protected line item for every local administration and legislation giving townships limited taxing authority.

“Liberia cannot develop from Newport Street down,” he argued.
“Give local governments the tools and watch how fast communities change.”

Until then, Lahai says he and his peers remain Liberia’s “Public Servants Pro Max”, working without fuel slips, medical cover, or even scratch cards.

“We will keep improvising,” he said, “but a nation can not live forever on improvisation.”

Tarnue, Jr., and his sureties, on charges of contempt of court and bail jumping.

The order, as directed by His Honour Quincy A.Q. Garnett mandates the immediate arrest of Rev. Tarnue and his sureties, Rev. Abraham T. Sackie, Totaye Abraham Browne, and Dr. Elimelech J. Powoe—who are accused of failing to ensure Tarnue's appearance in court on specified dates.
