AFRICAN WOMEN EMBRACE FAMILY PLANNING AS A CRITICAL COMPONENT OF SUSTAINABLE REGIONAL DEVELOPMENT

By Dr. Sheila Macharia, managing director, FP2030 East & Southern Africa Hub and Dr. Martin Migombano, managing director, FP2030 North, West, & Central Africa Hub

As the global community strives to achieve the family planning goals, a continent often stereotyped for high fertility rates deserves recognition – Africa.

Through dedicated efforts by governments, international organizations, and local communities, significant strides have been made in improving access to family planning services and empowering individuals to make informed choices about their reproductive health.

The success story is evident in the soon-to-be-released FP2030 annual report slated for 24 April 2024 in Washington DC.

The 2023 Measurement Report is a vital tool for tracking progress and also reveals encouraging trends across various indicators, reflecting Africa's commitment to advancing reproductive health and rights.

One of the most notable achievements is the rise in modern contraceptive prevalence rates. More people than ever before are using reliable methods like pills, injectables, implants, and Intrauterine Devices (IUDs) to plan their families and improve their health.

This surge speaks volumes about the effectiveness of efforts to expand access to a diverse range of contraceptive options.

Another crucial aspect is addressing unmet need for family planning. This refers to the gap between individuals who desire to delay or space pregnancies but lack access to effective methods.

By providing comprehensive information and a variety of contraceptives, African countries are empowering individuals to make choices that align with their reproductive goals. This reduction in unmet need translates to healthier families and communities.

Africa recognizes that adolescents and youth are key players in shaping the continent's future. The FP2030 agenda prioritizes their sexual and reproductive health needs.

Through targeted interventions like comprehensive sexuality education and youth-friendly services, young people are gaining the knowledge and skills to make informed decisions about their reproductive health. This empowers them to take charge of their well-being and contribute positively to society.

Sustainable regional development and progress necessitates investment, and African governments have demonstrated this commitment by allocating increasing funds for family planning programs.

This prioritization, reflected in the latest FP2030 Progress Measurement Report, highlights a shift towards ownership and leadership within national health agendas. By investing domestically, African countries are driving progress towards FP2030 goals.

While progress is undeniable, challenges persist in ensuring universal access to quality services. Cultural norms may discourage family planning, while a lack of awareness and limited access in remote areas create additional hurdles. Overcoming these obstacles requires a multi-sectoral approach.

Governments, civil society, and the private sector need to collaborate to dismantle barriers and expand service access.

As we celebrate Africa's advancements, it is crucial to maintain momentum and build upon these achievements.

Continued investment, strong political commitment, and collaboration across sectors are essential to ensure that every individual, regardless of location, has access to the information and services they need to plan their families and safeguard their health.

By working together, we can realize the vision of FP2030 and create a continent where every person can exercise their reproductive rights and choices.

AGE LIMIT BILL SMACKS OF BITTERNESS, FEAR OF PETER MUTHARIKA

The age limit bill that Mulanje Central Legislator Kondwani Nankhumwa plans to bring in Parliament is a fresh battle that the DPP and Peter Mutharika must confront and defeat decisively.

The bill has all the hallmarks of bitterness by Nankhumwa and fear of Peter Mutharika by the MCP.

But Nankhumwa has no-one to blame but himself for his fall. He has fallen hard because of his pride, lack of patience and discipline.

Losing the powerful position of DPP Vice President for the South and now on the verge of losing the position of Leader of Opposition is no small fall.

If Namkhumwa was wise and smart, he should have engaged in soul searching wayback in December when his ill-fated NGC meeting attracted few members.

That time he should have refocused his strategy and abandoned his militant stance.

However, Nankhumwa has tested the patience of Peter Mutharika too far. He took the party to the courts for more than 17 times and attempted a coup or hostile take over the party in December.

Peter Mutharika has been more than patient with Nankhumwa and all those who were in his faction.

Mutharika knew of overarching powers that Article 10 (and 10 (9) of the DPP Constitution but he did not use this clause against Nankhumwa until in December last year when his patience had been tried to the limit.

Nankhumwa has shown that he is an impatience man, has a big ego, is unable to listen to good counsel, he is power hungry, he lacks discipline and has an appetite to be used by the ruling MCP.

Well, he might be planning to start a new party or even joining an existing one. Fair and good for that is his constitutional right. But the bitter truth is that his political power and clout has diminished.

Maybe he thinks he will command the same support and power that Dr Joyce Banda and Saulos Chilima commanded when they started their own parties.

The difference is that these two while they lost the party positions in DPP, they still remained State Vice President so they still wielded some power and enjoyed some state resources such as vehicles, fuel allocation, free housing and security detail.

A political party is resource draining and even sponsors pump in their money when they see good future in the leader or the new party.

Nankhumwa is a risk to any party he might intend to join. He is likely to cause similar problems in that party because of his boiling ambitions and lack of discipline.

So the latest efforts to use the Constitution and Parliament to bar Mutharika from standing in 2025 using the age limit bill is ill-timed and a clear sign of bitterness for Nankhumwa.

It is also reinforces the general belief that Nankhumwa has all along been doing MCP bidding and shows that the ruling party is deeply afraid to face Mutharika in the ballot in 2025.

Laws should not be made with certain individuals in mind. If Nankhumwa and his bedfellows MCP are confident that they are popular, let them face Mutharika at the ballot and let voters choose who they want to lead them.

The age limit bill exposes Nankhumwa's lucid desperation and MCP's fear of Peter Mutharika.

Court's Final Call to MDF as Chilima Gets Two Counts Dropped

The High Court of Malawi Financial Division has today ordered the Malawi Defense Force MDF to bring to the Court the alleged 'sensitive documents' it has been refusing to disclose in the on going corruption case involving Vice President Saulos Chilima.

Judge Redson Kapindu has ordered that the documents be brought personally to him by 10 o'clock in the morning on January 22 2024 for the Court to decide "whether the information indeed borders on national security or not."

1. The Ruling

In his two hour ruling on preliminary issues this morning, Justice Kapindu said the deciding entity on disclosures is the court not the information holder.

"Much as the court acknowledges the submission that the documents can not be disclosed due to their sensitivity, it is the court that has the exclusive power to determine. The court will not abdcate its role when such need arise," said Kapindu.

He then ordered MDF to bring the documents to him to ascertain the sensitivity in question and the degree to which they can be used.

2. Counts 3 and 5 Dropped

Meanwhile, the Court has discharged Chilima from counts number 3 and 5 bordering on breach of trust by public officers.

According to the ruling by Judge Redson Kapindu, the State introduced the charges after expiry of prescribed period.

The Judge said ACB should have initiated commencement of trial and conclusion of the two counts by July 2022 having received the complaint in July 2021.

This means that three counts now remain on the charge sheet where Chilima is accused of demanding unspecified sums of money from Satter.

The defence had argued that "unspecified" was vague and prayed for a clear particular of the offence to which the court ruled that the wording of unspecified was valid to stand the way it is.

The progress of the case, now, highly depends on MDF on whether it will disclose the documents or continue to put its foot down.

4. Wayforward

Once MDF brings the documents by January 22, 2024 - the court will communicate the next action. In the event that MDF doesn't bring the documents, the court will also provide direction to the case.

CHILIMA WINS SECOND ROUND, COURT ORDERS STATE TO TENDER MDF EVIDENCE

High Court Judge Redson Kapindu has ordered the State to file the documents (evidence) being requested by Vice President Saulos Chilima to the court by Monday, 22 January 2024 before 10am.
The Judge has ordered that the State must do this for him to appreciate the evidence and make a decision on whether it is indeed confidential or not.
The State has been ordered to file the evidence directly to the judge to make the assessment in his chambers before making another determination on the matter.
Judge Kapindu has made the order, taking into consideration that matters of national security are sensitive and complex and therefore need serious and sensitive consideration.
He says his decision also comes after considering the balance of national security and right to fair trial where matters of security do not stand in the way of justice.

CHILIMA BACK IN COURT, CRUCIAL RULING AHEAD

On the political landscape, Malawi's New Year starts today when the High Court in Lilongwe delivers a ruling on preliminary issues that have been raised in the case in which Vice President Saulos Chilima is accused of demanding unspecified sum of money from business man Zuneth Sattar to influence government contracts.

By any means, the ruling today will have significant impact on Chilima's political next move. It is also a ruling that will also affect the current political landscape. Every political player is anxious to see what happens today. The country's political new year starts today.

1. The Issues

At the heart of the expected ruling is a fight between the State and the Defense on the submission of more disclosures. These disclosures include MDF council minutes that allegedly approved the same contract that Chilima is accused of influencing and the correspondence between President Lazarus Chakwera and MDF in relation to Satter.

MDF insists that come hell or high water, they won't release the documents to protect national security. On ther hand, the defence argues that the State can't eat its cake and still have it. The state, they argued, they must choose to protect national security and discharge Chilima or do the opposite - release all the documents and trial commences.

2. The Expected Ruling

Largely, the ruling will settle this argument either in State's favour to have them keep the documents but trial continues or they keep the documents and trial falls off and Chilima is discharged.

Largely, it is this issue that is under the spotlight this morning from 10 am.

HIGH COURT TO GIVE DIRECTION ON CHILIMA'S CORRUPTION CASE JANUARY 12, 2024

Justice Redson Kapindu has set January 12, 2024 as the day he will deliver ruling on various "preliminary issues" raised in the case involving Vice-President Saulos Chilima.
This is in relation to a case in which Chilima is being accused of allegedly demanding and receiving unspecified amount of money from businessperson Zunneth Sattar to influence award of public contracts.
Among the issues Kapindu is expected to make a ruling on, is whether the Malawi Defence Force (MDF) should release some documents that the defence demanded as part of disclosures.
The MDF argues that the requested documents are confidential and raise security concerns.
But the defence is of the view that without these documents their client may not be subjected to fair trial.
The ACB is prosecuting the matter.

..Peter Mutharika declares to contest as President

The National Governing Council (NGC) of the DPP party has set December 26 and 27 this year as dates for a National Convention to elect new office bearers, including the President.

The NGC made the resolution today at meeting held at Nkopola lodge in Mangochi.

Former President Peter Mutahrika who is also DPP President has announced that he will contest as President at the convention.

However, the court yesterday issued an injunction against all resolutions made at the Nankhumwa camp last week.

Earlier, Mutharika charged at Ken Msonda for bringing confusion in the party and demanded that Msonda should change his behaviour or return to PP of Joyce banda where he came from.
