Concerns have been raised regarding alleged misconduct and management issues at Airport Developments Limited (ADL), particularly involving Finance Director Mabvuto Chibhogha.

Reports indicate that Mr. Chibhogha rose from Finance Manager to Finance Director, though some staff members question the process and adequacy of references involved in his appointment. Staff have also expressed dissatisfaction with policy changes introduced under his leadership—specifically the introduction of reduced travel allowances, with claims that this has caused financial strain for employees required to travel for official duties.

It has also been reported that some employees stationed at Chileka Airport have not yet received outstanding arrears, while Mr. Chibhogha recently traveled to South Africa to obtain quotations for the company. Additionally, concerns have been raised about alleged preferential treatment in staff promotions and claims that company resources may have been used for personal benefit.

Some staff members further allege that Mr. Chibhogha is frequently absent from duty, reportedly dividing his time between several districts, which they believe affects operational efficiency. There are also perceptions that his relationship with the current CEO is strained, with suggestions that he may have previously aspired to the CEO position.

Former DIG Muwanga Faces Imminent Jail Term

Cables can confirm that former Deputy Inspector General (DIG) Ackis Muwanga is heading for a jail sentence.

His downfall appears inevitable, as mounting evidence continues to expose his deep involvement in abuse of office , theft , corruption and fraud.

Cables indicate that Muwanga’s greed led to his own undoing and downfall.

He became personally involved in duping people, abandoning any sense of integrity expected from a senior law enforcement officer, a Deputy Inspector General for that matter promoted by his cousin former President Chakwera who was begging worse than a constable traffic police officer on the road.

As one cable put it in vernacular, “Ngati mnyamata wakatapa K2,000, Muwanga analibe masewera umabweza” — meaning even the smallest amount was not safe in his hands.

Now, Muwanga faces only three options:
1. To flee once he gets bail
2. To take his own life, or
3. To face justice — with prison clearly waiting for him.

When Police Deputy Inspector General Were Masterminders of Abductions: Case of Muwanga.

Two senior police officers, Loudon Nthinda and Ackis Muwanga, appeared before the Senior Resident Magistrate’s Court in Blantyre today, facing serious criminal charges including abduction, extortion, abuse of office, and money laundering.

Nthinda, 52, from Malewa Village, T/A Chiseka, and Muwanga, 50, from Nsandula Village, T/A Kabudula, both of Lilongwe District, according to a charge sheet read in Court, are accused of abducting three individuals, Yasir Haji Yousuf, Muhammad Imran Moosa, and Imran Abdul Rasheed, on June 15, 2025, in Blantyre.

At the time the alleged offences were committed, Nthinda served as Crimes Superintendent in the Malawi Police Service, while Muwanga held the position of Deputy Inspector General of Police (Operations).

The prosecution, represented by Director of Criminal Litigation in the Director of Public Prosecutions (DPP’s) Chambers, Dzikondianthu Malunda, alleges the victims were forcibly taken with the intent to subject them to ransom, in violation of Section 263 of the Penal Code.

On June 20, 2025, the accused allegedly attempted to extort the same individuals in Lilongwe by threatening to implicate them in money laundering. The fourth count, under Section 305(1)(a) of the Penal Code, outlines this extortion attempt.

The fifth and sixth counts involve abuse of public office and money laundering. The State lawyer claims that at the National Police Headquarters in Lilongwe, the officers used their positions to unlawfully obtain K1.3 billion from the victims. The funds are believed to be proceeds of corruption, laundered in contravention of the Financial Crimes Act.

During the bail hearing, Malunda strongly opposed the release of the suspects. He argued that due to their high-ranking positions in the Malawi Police Service, Nthinda and Muwanga could interfere with ongoing investigations if granted bail. He asked for 14 days to allow completion on the investigations.

The defence maintained that the accused are entitled to bail and pledged cooperation with the authorities. However, the court has adjourned the matter to November 18, 2025, when a ruling on the bail application is expected.

Former DIG Ackis Muwanga Remanded at Chichiri Prison Until November 18, Five More Criminal Cases Awaits.

Former Deputy Inspector General (DIG) of the Malawi Police, Acksis Muwanga, will remain in custody at Chichiri Prison until November 18, when the court is expected to rule on his bail application.

According to cables received a few days ago, Muwanga and his alleged accomplice, Nthinda, are accused of defrauding a group of Asian businesspersons of MK 1.5 billion.

Cables indicate that the two are also facing several other pending criminal charges, including:

1. Theft of MK 800 million from Burundian nationals in Lilongwe during an Immigration exercise .

2. Theft from a Burundian in Salima.

3. Involvement in a human trafficking cartel.

4. Theft of a Mercedes-Benz and another vehicle that had been confiscated from Cashgate suspects.

5. Connection to incidents that occurred following the Chikangawa plane crash involving Vice President Saulos Chilima.

HOMELAND SECURITY MINISTER MUKHITO DECORATES POLICE IG LUHANGA IN PARLIAMENT

Mr. Speaker Sir, Honourable Members,
It is with great respect and a profound sense of duty that I rise to present to this august House the nominee for the position of Inspector General of Police, Mr. Richard Luhanga, who has been duly appointed by His Excellency, Professor Arthur Peter Mutharika, the President of the Republic of Malawi.

Mr Speaker, this occasion marks a moment of great significance in our collective efforts to uphold the rule of law, safeguard national security, and ensure that every citizen of our nation lives in peace and safety.

Mr Luhanga brings to this esteemed office a wealth of experience, impeccable integrity, and an unwavering commitment to public service. His distinguished career and proven record of leadership stand as testament to his dedication to justice and the preservation of order.

As Honourable Members deliberate on his nomination, I wish to urge the House to give due consideration to his exemplary service, his vision for reform within the Malawi Police Service, and his steadfast devotion to professionalism and accountability.

Mr Speaker, we remain confident that, with the support of this House, Mr Luhanga will discharge his duties with diligence, transparency, and an unyielding commitment to the peace, security, and stability of our beloved nation.

MR RICHARD CHAKUPALEZA CHIKOKO LUHANGA PROFILE

Mr. Speaker Sir, Honourable Members,
Mr. Luhanga was born on 9th June 1971 in Muwa Village, Traditional Authority Chikulamayembe, Rumphi District. He is married to Mrs. Rhoda Luhanga, and together they have two children.
He holds a Master’s Degree in Business Administration, specializing in Strategic Management, from the Eastern and Southern Africa Management Institute (ESAMI) in collaboration with the Maastricht School of Management of the Netherlands, and a Bachelor of Science Degree in Chemistry and Biology from the University of Malawi.

Mr. Speaker Sir, Honourable Members,
Mr. Luhanga joined the Malawi Police Service on 13th January 1997, marking the beginning of a distinguished twenty-eight-year career of loyal and exemplary service to the nation. Rising through all ranks from Constable to Commissioner, he has served in various leadership and command positions at stations, regions, the Police College and National Headquarters demonstrating professionalism, integrity and commitment to duty.

He has also represented Malawi with honour in United Nations peacekeeping missions in Liberia, Sudan and Somalia, where he contributed to police reforms, restructuring and peace-building efforts in post-conflict environments.

Throughout his career, Mr. Luhanga has undertaken numerous advanced professional trainings in leadership, human rights, strategic management, and security sector reform in countries such as Botswana, Sweden, the United States, Italy, Spain, Ghana, Egypt, and Kenya. These have strengthened his capacity for modern, accountable, and community-oriented policing.

ACHIEVEMENTS
Mr. Speaker Sir, Honourable Members,
Among his notable achievements are his leadership in developing the 2020 Fresh Presidential Elections Security Plan, the Police COVID-19 Response Plan, and coordination of Cyclone Freddy operations in 2023. He has also contributed to the development of a Law Enforcement Management Degree Programme in partnership with the University of Malawi.

His dedication and service have earned him numerous awards, including United Nations Medals for distinguished performance in Liberia, Darfur, and Somalia, and the Malawi Police Service Long Service and Good Conduct Medal.
Beyond policing, Mr. Luhanga is a committed humanitarian, serving as President of the Viphya Lions Club in Mzuzu under Lions Clubs International, the world’s largest humanitarian organization.

Mr. Speaker Sir, Honourable Members,
Mr. Luhanga embodies the values of discipline, professionalism, and public service. His vision is to lead a trusted, transparent, and people-centered Police Service that upholds human rights and the rule of law.
