JUST IN: Government has approved several senior appointments and transfers within the public service, effective 1 January 2026, Cabinet secretary Emilia Mkusa has announced.
Mkusa said the Prime Minister, acting on the recommendation of the Public Service Commission and in terms of the Public Service Act of 1995, approved the changes at executive director level. “I have the pleasure to announce that the Prime Minister, on the recommendation of the Public Service Commission, approved the appointment and transfer of the following Executive Directors,” she said.
Linda Aipinge-Nakale has been appointed executive director and accounting officer in the Ministry of Information and Communication Technology. Mkusa said Aipinge-Nakale holds a master’s degree in leadership development in ICT and a bachelor’s degree in public management, and has served in the ministry in senior ICT roles since 2011. She is appointed on a five-year fixed-term contract.
Oscar Capelao has been appointed executive director and accounting officer in the Ministry of Finance. Mkusa said he previously served as deputy executive director at the ministry and as group chief financial officer at FirstRand Namibia. He also holds a bachelor of accounting science and a global MBA, and is appointed for five years.
Cabinet further approved the transfer of Michael Humavindu to the Ministry of Works and Transport as executive director without accounting functions, while Ben Nangombe moves to the Ministry of Justice and Labour Relations with accounting responsibility for Vote 14. Audrin Mathe (pictured) will serve as accounting officer for Vote 16 (Justice).
