STATEMENT BY THE SOUTH-SOUTH GOVERNORS' FORUM ON THE DECLARATION OF A STATE OF EMERGENCY IN RIVERS STATE

1. The South-South Governors' Forum notes the six-month declaration of a state of emergency in Rivers State, a constituent part of our Forum, and the suspension of two democratic institutions.

2. We recognise the President's constitutional duty to maintain law and order throughout Nigeria, just as we are equally mandated to securing peace and stability in our states.

3. However, the South-South Governors' Forum expresses concern that the current political situation in Rivers State does not satisfy the criteria for declaring a state of emergency as outlined in Section 305(3) of the Nigerian Constitution (as amended). This section suggests that such a declaration should be considered under specific conditions like war, external aggression, imminent invasion, breakdown of public order, existential threats to Nigeria, natural disasters, or other significant public dangers.

4. It is also worth noting that the Constitution outlines specific procedures for the removal of a governor and deputy governor, as detailed in Section 188, and similar provisions exist for the removal of members of the House of Assembly and the dissolution of parliament. In the current situation, it appears that these guidelines might not have been fully considered.

5. We believe that the political disputes in Rivers State between the Governor and the House of Assembly should, ideally, be resolved through legal and constitutional means, rather than by executive fiat.

A PATH FORWARD

6. To reduce tensions and establish a foundation for enduring peace, we propose the Rescission of the State of Emergency.

7. In the meantime, we encourage all parties to remain calm, uphold peace and the constitution of the Federal Republic of NNigeria.

8.The moment for dialogue is now.

The hunger in the Air is just too much. The hardship is biting so hard. The masses are bitter and suffering. Food and market prices are steadily on the rise. The economy is at its all time worse situation. People are begging to eat. Many school children can no longer go to school because of unpaid fees. Those who have paid have no transport fare and no money for snacks. Its biting really really hard. We can no longer pretend. Utility bills are now so expensive that a lot of people prefer to stay without electricity and other basic amenities. Many young girls are now in the streets for survival. Many young boys are now doing all sorts of crimes, both organised and violent crimes, just to survive. Transportation cost is unbelieveable. People are in pain. A lot of people can't buy pharmaceutical products or afford their medications anymore. At the hospitals, to pay the bills now is war. I have never seen this type of suffering since i was born.

When I visit hospitals weekly, i come home only to cry. Everyday i wake up, i have not less than 100 people on me begging for food and other needs. Family men and women. Regrettably i don't even have much to offer. I have given and given that Am nearly completely exhausted. I hear pitiable and pathetic stories daily. When we say people are suffering i mean real pain, agony, frustration, hopelessness and desperation.

If you have enough please share with those around you. If you are privileged do whatever you can to raise the standard of living of the masses. The political class( which Am one of) must shun privimitive accumulation of wealth and allow government resources to be used to create a structural dividends, palliative and amenities that will ameliorate the plights of the masses permanently.

This is an SOS to political leaders all over Nigeria, to policy makers and public servants, to heads of government ministries, departments, agencies and parastatals, to religious leaders and captains of industries, business mogul and good Spirited individuals. The Nigerian masses need help. In anyway you can, be it physical, political, administrative or structural, do help as much as you can.

The masses must also now embrace the importance of agriculture. There is no assurance that this hardship will end soon. As you suffer this season, prepare so you won't suffer the next. Owning a small farm is the way to go.
