Everybody is blaming the boy and faulting his background. There is nothing wrong with the boy's background. He is a human.
He went back to apologize to the mother and she refused to accept him back. As a child, what he did is his thinking stopped without considering the depth of damage it may cause.

Where most foster get it wrong that usually leads to a disastrous end is keeping everything wholly secret.

Even if you don't have a child of your own and you adopt one, the moment the child gets to that age where they can discern between good and evil, seat them down and tell them everything they need to know about themselves. Don't hide the fact that you are not their biological parent. But keep your love for them undiluted and they will stick to you forever.

When you keep everything to yourself and someone happens to have a knowledge of it and decides to reveal it in the future, it will hurt both of you badly and how it will be handled is not guaranteed.
