No DAY 1 — Building the KML Foundation

From Data to Wisdom: Building the Foundations for Knowledge-Driven Social Protection in Borno State

Knowledge Management and Learning (KML) is more than storing documents. It is about turning data into information, information into knowledge, and knowledge into better decisions and action.

As part of the operationalisation of the KML Strategy for Social Protection in Borno State, Action Against Hunger Nigeria in partnership with Internationale Development Stories IDS commenced a practical capacity-building programme for state actors working across social protection, M&E, information management and humanitarian coordination.

The training brought together 40+ participants, including 20 women, from key institutions including the State M&E Department, Ministry of Information, M&E officers from MRRR, data collectors and enumerators, the State Agency for the Coordination of Humanitarian Affairs, and SOCU community officers under BOSIMP.

Participants explored Data → Information → Knowledge → Wisdom, alongside the difference between tacit and explicit knowledge.

The session then moved from theory to practice, with participants learning how to develop case studies, success stories, learning briefs, after action reviews and policy briefs from their programme experiences.

The message was clear: valuable knowledge already exists within Borno’s social protection ecosystem. The next step is to capture it, share it and use it to improve practice.

Better knowledge. Better learning. Better decisions. Better social protection.

🚨 NATIONAL ECONOMIC COUNCIL (NEC) ENDORSES REVISED NATIONAL SOCIAL PROTECTION POLICY (2026–2030) 🇳🇬

Vice President Kashim Shettima chaired the 160th National Economic Council (NEC) meeting held at the Presidential Villa, Abuja.
The Council endorsed the Revised National Policy (NSPP: 2026–2030), as presented by the Minister of Budget and Economic Planning, Senator Abubakar Bagudu.

📋 Key Policy Highlights:
• State Alignment: States are urged to align their , Laws, Budgets, and Implementation Plans with the Revised National Social Protection Policy.
• : Council members were charged to sustain ongoing reforms until improvements translate into jobs, stronger purchasing power, business confidence, and better living conditions for .

🤝 Role of Civil Society & Stakeholders:
• Civil Society (e.g., NSPAN): Vital for independent monitoring, community sensitization, sub-national advocacy, and ensuring accountability.
• : Federal and state bodies must collaborate on budget alignment, policy domestication, and targeted ex*****on.

ACF Inaugurates Over 45 Knowledge Champions in Adamawa

Action Against Hunger Nigeria , with technical support from Internationale Development Stories IDS, has inaugurated and trained over 45+ Knowledge Management Champions from key Adamawa MDAs to strengthen Social Protection learning.

Participants benefitted from world class training on applying KM principles and practices, while a state was established with the Planning Commission. The initiative promises to strengthen memory, knowledge sharing and evidence-informed decision-making.

Also, this effort by Action Against Hunger Nigeria , supported by GIZ Nigeria & ECOWAS will provide a springboard for social protection effectiveness and sector’s community of practice in .

Helping complex systems to institutionalise knowledge and learning processes goes a long way to accelerate programme effectiveness, sustainability and resilience.

Yesterday, 12 August 2026, the Adamawa State Planning Commission in collaboration with Action Against Hunger Nigeria, launched the process for developing a hub. This initiative is part of activities lined up in the State’s Strategy for Social Protection supported by GIZ. Action Against Hunger Nigeria is working with the Internationale Development Stories IDS to establish the necessary infrastructure to facilitate knowledge partnerships and collaborative learning among MDAs working within the social protection sector in the state.

The knowledge repository will be largely an open access platform accessible to all members of the social protection Technical Working Group and serve as a solid foundation for evidence led collaborative learning among the sector’s community of practice.

In her remarks, the Executive Chairperson Adamawa State Planning Commussion, Dr Mary B. Paninga said, “this is more than the development of a digital repository. It is an investment in institutional memory, collective intelligence and the capacity of the Social Protection system to learn and adapt.
She further stated that, “we are hopeful that this initiative will contribute to stronger, more responsive and resilient social protection systems in Adamawa, across Nigeria and, ultimately, beyond.”
